Notice from the Department of Industry and Information Technology of Shandong Province on Organizing and Carrying out the 2024 Core Technology Research and Development Action of "Unveiling the List and Leading the Way"
Each city's industrial and information technology bureau and relevant enterprises:
In order to fully implement the requirements of the "Guidelines for Implementing the Core Technology Research and Development Mechanism of 'Leading the List'" and accelerate the deep integration of the 'talent chain, education chain, industry chain, and innovation chain', after research, we have organized the 2024 'Leading the List' core technology research and development action. The specific notice is as follows:
1、 Action objective
Based on the 11 iconic industrial chains in our province, we have researched and proposed three lists: key core technology breakthroughs, introduction of iconic leading talents, and demand for scarce talents in enterprises. We will rely on social forces to assist enterprises in implementing breakthroughs and accelerating talent cultivation.
2、 Specific work arrangement
（1） Establish a list of key core technology breakthroughs. Targeting key common technologies and "bottleneck" technologies in the industry, we will compile the 2024 "unveiling and leading" key core technology research and development list, and rely on social forces to promote effective solutions. Through the "unveiling the list and leading the way" core technology research and development action, if enterprises cooperate with high-level industrial talents and achieve substantial results, the relevant projects will be directly included in provincial-level enterprise technology innovation projects.
（2） Establish a list of iconic leading talent introductions. Focusing on the urgent need for scarce talents in the iconic industrial chain of the "Eleven Demands", establishing a high-level talent demand list, supporting enterprises to accelerate the introduction of talents through national and provincial talent projects and social forces, and achieving timely expression and effective response to industrial talent demand.
（3） Establish a list of scarce talent demands for enterprises. Establish a list of scarce talent demands for key positions in enterprises, clarify the urgent need for key disciplines and talent gaps, promote the optimization of discipline layout in universities, and enhance the accuracy of education.
In the later stage, the Provincial Department of Industry and Information Technology will go to the site with relevant teams to coordinate with enterprises and assist them in solving their technical and talent needs.
3、 Regarding requirements
（一）提高工作认识。实施“揭榜挂帅”核心技术攻关行动，建立企业领域“三张清单”，是落实《中共山东省委人才工作领导小组2024年工作要点》的一项重要举措，请各市务必高度重视，有关工作成效将作为我厅对各市人才工作评价的重要依据，高层次人才引育成果与省级人才工程申报名额挂钩。
（二）切实抓好落实。各市工业和信息化局要指导重点企业对照有关要求，填写“三张清单”（详表见附件1-3），于6月30日前反馈，并于每季度首月10日前更新并反馈标志性领军人才引进清单（附件2）；关键核心技术攻关清单还需对应填写《2024年度“揭榜挂帅”技术需求申报书》（附件4），于7月7日前反馈。
