1. background
In order to thoroughly implement the decision-making and deployment of the Party Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government on strengthening the dominant position of enterprises in scientific and technological innovation, and to further support and serve the province's high-tech enterprises to achieve high-quality development, the Provincial Department of Science and Technology has researched and formulated the ''About Promoting the Province's High-tech The Action Plan for the High-quality Development of Technology Enterprises (hereinafter referred to as the Action Plan).
2、 Main content
The "Action Plan" is based on the reality of our province and aims to improve the independent innovation capabilities of high-tech enterprises. It includes three parts: overall requirements, key tasks, and job guarantees. The main contents are:
The first part is the general requirements. The ideological requirements and objectives for the high-quality development of high-tech enterprises in our province have been clarified.
The second part is the key task. The first is to implement the action of "raising seedlings and supporting strong" for high-tech enterprises, from three aspects: building a whole life cycle incubation system for science and technology enterprises, strengthening the accurate cultivation of science and technology-based small and medium-sized enterprises, and implementing the project to enhance the innovation ability of science and technology-based small and medium-sized enterprises, so as to consolidate the cultivation foundation of high-tech enterprises. The second is to implement the "innovation and quality improvement" action of high-tech enterprises, from encouraging enterprises to continue to increase R & D investment, supporting enterprises to carry out key core technology research, building high-level R & D institutions, gathering high-level talents, encouraging the creation and transformation of enterprise scientific and technological achievements, and promoting Cluster development and other six aspects, gather innovative resources to promote the innovation capability and influence of high-tech enterprises. The third is to implement the action of "planting fertile soil" for high-tech enterprises, optimize the development environment of high-tech enterprises and support the development and growth of high-tech enterprises from three aspects: strengthening scientific and technological financial support, promoting the opening of scientific and technological resources and application scenarios to enterprises, and strengthening the publicity and implementation of innovation policies that benefit enterprises.
The third part is job security. Specific measures were put forward from three aspects: strengthening organizational leadership, optimizing policy support, and strengthening publicity and guidance, and the provinces and cities jointly promoted the high-quality development of high-tech enterprises in the province.
