Notice from the Department of Industry and Information Technology of Shandong Province and the Department of Ecology and Environment of Shandong Province on Organizing the Collection of Typical Cases of "Waste Free Parks" and "Waste Free Enterprises"
Municipal Industry and Information Technology Bureaus, Ecological Environment Bureaus:
In order to accelerate the promotion of waste free production methods and improve resource utilization efficiency, in accordance with the requirements of the "Notice of the Office of the Ministry of Industry and Information Technology and the Office of the Ministry of Ecology and Environment on Organizing the Collection of Typical Cases of" Waste Free Parks "and" Waste Free Enterprises "(MIIT Joint Letter [2024] No. 16), we are now organizing the collection of typical cases of" Waste Free Parks "and" Waste Free Enterprises "in our province. The relevant matters are notified as follows:
1、 Solicitation target
（1） Non waste industrial park: a provincial-level or above industrial park established for more than 3 years, with legal boundaries and scope, and a unified management organization. The industrial planning of the park is reasonable, the production technology and equipment level are advanced, the intensity of industrial solid waste generation is low, the comprehensive utilization level is high, the solid waste management mechanism is sound, and the utilization and disposal facilities are complete. It has formed a typical model with demonstrative significance and can be promoted.
（2） Waste free enterprise: it has been established for more than 3 years, has independent legal personality, operates normally and has a certain production scale, has a good credit record, advanced technology, low consumption level of main raw materials per unit product, high comprehensive utilization rate of industrial solid waste, and has formed a typical model with exemplary significance and can be promoted in terms of solid waste reduction, recycling and harmless disposal.
2、 Basic requirements
（1） Requirements for declaration units of waste free parks
1. The comprehensive utilization rate of industrial solid waste in the park is ≥ 90%, or the cumulative comprehensive utilization rate has increased by more than 20 percentage points in the past three years.
2. The intensity of industrial solid waste generation has decreased by more than 10% in the past three years.
No major or more pollution accidents or ecological damage events have occurred in the past three years.
4. Enterprises included in the compulsory cleaner production audit list shall all pass the audit and acceptance.
5. The information management means are perfect, and the information of the type, quantity, flow direction, storage, utilization and disposal of industrial solid waste in the park is detailed and accurate.
(II) Non-waste Enterprise Application Unit Requirements
1. The comprehensive utilization rate of industrial solid waste is ≥ 80%, or the comprehensive utilization rate has increased by more than 20 percentage points in the past three years.
2. The amount of industrial solid waste generated per unit of product is significantly lower than the average level of the same industry, or the cumulative decrease of more than 10% in the past three years.
In the past three years, there have been no major or more pollution accidents or ecological damage incidents; they have not been included in the list of dishonest enterprises.
4. Industrial solid waste storage and disposal facilities meet the requirements of relevant national standards and specifications.
5. There is a solid waste management information platform (system), the type, quantity, flow direction, storage, utilization, disposal and other information of industrial solid waste are detailed and accurate, which can be traced and queried.
3、 Work arrangement
Declaration of (I) materials. The municipal department in charge of industry and information technology, together with the department in charge of ecological environment, is requested to organize local parks and enterprises to carry out the declaration of typical cases of "waste-free parks" and "waste-free enterprises", and to review and select local cases. Before March 10, 2024, the recommended materials (paper version in triplicate, word and PDF electronic version) shall be submitted to the provincial department of industry and information technology and the electronic version shall be copied to the provincial department of ecological environment. In principle, there are no more than one waste-free park and no waste-free enterprise recommended by each city. Encourage the production of large, difficult to use of solid waste to submit cases, and promote the solution of common problems restricting the development of the industry.
(II) review recommendation. The Provincial Department of Industry and Information Technology, in conjunction with the Provincial Department of Ecology and Environment, organizes experts to review the cases submitted by various regions, select the best typical cases, and recommend them to the country.
