Notice from the Department of Industry and Information Technology of Shandong Province on Organizing and Carrying out the Pilot Work of "One Hundred Scenes of Industry and Education" in 2024 _ Policy Information _ Notice Announcement

Each city's industrial and information technology bureau and relevant units:

According to the "Guiding Opinions on Accelerating the Implementation of the 'Ten Major Projects' to Promote the High Quality Development of the New Generation Information Technology Industry" (Lu Zhengfa [2023] No. 11) and the "Action Plan for Digital Transformation and Upgrading of Manufacturing Industry in Shandong Province (2023-2025)" (Lu Gongxin Tonglian [2023] No. 215) and other documents, in order to promote the digital transformation of manufacturing enterprises in depth, we are now organizing the pilot application work for the first batch of the "Industrial Education Hundred Scenes" unveiling and leading in 2024. The relevant matters are notified as follows:

1、 Work objectives

According to the idea of "industry questions and platform answers", focusing on key industries and fields such as electronic information manufacturing, equipment manufacturing, raw materials, consumer goods and characteristic industrial clusters, focusing on R&D, design, production and manufacturing, operation and maintenance, operation management and other links, support digital transformation service providers such as industrial Internet platforms to develop a batch of advanced, applicable, replicable and popularized typical scenario solutions, and conduct demonstration applications in manufacturing enterprises. "1+N" drives the overall digital level of the industry.

2、 Declaration conditions

（1） Encourage digital transformation service providers and manufacturing enterprises to form a consortium application (consortium members cannot be the same unit or affiliated units, and the consortium members should not exceed 3 in principle), with 1 provincial service provider as the leading unit and manufacturing enterprises as the scenario landing unit. The leading unit should sign a consortium agreement with other consortium members, clarifying the division of responsibilities and rights and obligations, refining project goals and tasks, cooperation content, work plans, investment methods, and intellectual property ownership. Each digital transformation service provider should participate in no more than 3 unveiling and leading projects, and each manufacturing enterprise should participate in no more than 1 unveiling and leading project.

（2） The leading unit should be engaged in the R&D and promotion of digital transformation fields such as industrial Internet, 5G, intelligent manufacturing, industrial software, and industrial control. It has a good technology development, industry knowledge, industry service accumulation, and personnel team. It has the comprehensive ability to carry out engineering R&D, testing, and implementation. It can research and develop advanced and applicable digital transformation solutions for typical scenarios according to the needs of the ranking task, can cooperate with manufacturing enterprises to carry out scene landing and demonstration applications, and has the conditions to promote replication in the same industry and the same field.

（3） The unit that implements the scenario should have a strong competitive advantage and influence in the main industry of manufacturing, a strong willingness to undergo digital transformation, a willingness to open up the scenario and jointly carry out demonstration applications, and various guarantee capabilities and supporting conditions for the construction of digital transformation application scenarios.

（4） The implementation of pilot projects should be carried out within the province and after the date of issuance of this notice, with a implementation period generally not exceeding one year. The expected investment for the pilot project is no less than 1 million yuan, and it has not received any provincial-level financial support in the early stage. The leading unit should focus on the task requirements of the list, combine with the actual situation of the scenario landing unit, and meet the needs of the industry and enterprises through research and development, technological innovation, and system integration of processes, technologies, software, equipment, networks, etc. Develop typical scenario digital transformation solutions, demonstrate and apply them in no less than one manufacturing enterprise, iteratively improve the applicability and maturity of system solutions and products. Support service providers to carry out replication and promotion based on the pilot demonstration results and experience of scenario landing units during the pilot period, and promote the digital transformation of industries, fields, and links through "trial production and driving a whole" and "1+N". Encourage service providers to reduce expenses related to software, cloud services, and other common digital transformation needs, in order to lower the cost of digital transformation for enterprises. The pilot project needs to clearly define the target outcomes of the unveiling task (including deliverables such as solutions and technological achievements, intellectual property, standard achievements, etc.) and the expected results of demonstration applications (including solution application effectiveness and replicability).

（5） The leading unit shall comply with the requirements of the "green threshold" system for financial enterprise funds, and members of the consortium shall not apply under any of the following circumstances:

Within the past three years, there have been significant safety production accidents, with records of major violations such as environmental pollution, product quality, and serious dishonesty;

2. The legal representative is included in the national court list of untrustworthy persons subject to enforcement;

3. Not in line with the national and provincial industrial policy guidance.

3、 Workflow

(I) organization declaration. In accordance with the principle of "government guidance and enterprise voluntariness", the municipal industry and information bureaus do a good job in information release and are responsible for organizing the pilot application of service providers in the region. According to the work arrangement of each city, the service provider selects the tasks to be undertaken in the "List of Tasks Leading the Digital Transformation of Manufacturing Industry" (First Batch) (Annex 1), carries out the declaration in the form of a consortium, and prepares the declaration form (Annex 2) and summary form (Annex 3) separately by task to ensure the authenticity and integrity of the materials provided, and reports to the industry and information department where the lead unit is located as required.

(II) preliminary recommendation. The municipal bureaus of industry and information technology will review and demonstrate the application projects, evaluate the comprehensive strength of the application units, give priority to recommending projects with high innovation, strong feasibility, good demonstration and promotion, and obvious industry driving effect, and sort them according to the recommended quantity and quota requirements (see annex 4, central enterprises in Shandong and provincial state-owned enterprises will declare from their locations according to the territorial principle but do not occupy the recommended quota, and subsidiaries will need to have a recommendation letter from provincial companies, the total number of tasks for enterprises in the same group is not more than 5), and the city bureau's recommended documents, summary tables and paper versions of application materials (in duplicate) shall be submitted to the industrial internet department of the provincial department of industry and information technology before March 31, and the electronic version of application materials (sealed PDF version and Word version) shall be sent to the designated mailbox simultaneously. The leading unit shall obtain the written recommendation from the cluster management organization and submit the materials to the industry and information bureau of the city where it is located according to the procedures (if the enterprise is the management organization, it can be directly used as a member of the consortium).

(III) review announcement. The Provincial Department of Industry and Information Technology organizes experts or third-party professional institutions to review the declared projects, and comprehensively adopts various methods such as material review, on-site defense or on-site verification to determine the list of eligible projects and consortia, which will be announced after publicity without objection. The uncovering consortium shall organize and carry out the project implementation according to the task requirements.

(IV) acceptance assessment. The Provincial Department of Industry and Information Technology will carry out dynamic supervision. According to the actual situation of the project implementation and the application of the unveiling unit, it will conduct two centralized acceptance evaluations at the end of half a year and one year, and verify the actual investment funds during the project implementation period, and the acceptance evaluation will be passed. It will be released.

(V) support measures. After evaluation and determination to complete the project tasks, according to the 2024 provincial government's policy list (the first batch) of "promoting economic consolidation and accelerating green, low-carbon and high-quality development" and other policies, according to the project input and implementation results, the service provider will be given a one-time bonus support of up to 1 million yuan per scene. Priority is given to recommending relevant national and provincial pilot demonstrations. The typical scenario solutions, "small, fast, light and accurate" products, industrial APP, etc. will be publicized and promoted through various means such as "Gong Fu Shandong" special activities, special training on digital transformation, industrial Internet and public service platform for digital transformation, promotion meetings, observation meetings, etc.

4、 Other matters

(I), the Municipal Bureau of industry and information technology should attach great importance to it, seriously organize the declaration and management work, and strictly check and review the application materials.

In the (II), the Provincial Department of Industry and Information Technology will work with the municipal industry and information department and other relevant units to further improve the project management and service mechanism, help the smooth development and standardized implementation of the project, and regularly carry out demand collection, list optimization and supply-demand docking.

After the announcement of the (III) pilot project, the reporting unit shall organize the promotion according to the task requirements, and shall carry out special account management for the project. If there are any major changes in the implementation process, including research and development content, demonstration content, investment amount, etc., it shall be reported to the municipal and provincial industry and information departments in a timely manner according to the procedures. Those who resort to fraud or take improper means to defraud pilot qualifications and reward funds will be dealt with seriously in accordance with relevant regulations.
