Shandong Provincial Department of Industry and Information Technology: Notice on Carrying out the Selection and Commendation of Advanced Small and Medium sized Enterprises in Shandong Province

Industry and Information Technology Bureaus of various cities, Qingdao Private Economy Development Bureau, and relevant enterprises:

In order to thoroughly implement the important spirit of the 20th National Congress of the Communist Party of China on promoting the development of small and medium-sized enterprises, and in accordance with the work requirements of the Provincial Party Committee and the Provincial Government on supporting the high-quality development of small and medium-sized enterprises, and to showcase the era style of advanced small and medium-sized enterprises in our province, it is decided to organize an advanced small and medium-sized enterprise selection and commendation activity throughout the province. The relevant matters are hereby notified as follows:

1、 Scope of selection and number of awards

（1） Scope of selection

Small and medium-sized enterprises registered within Shandong Province that comply with the "Classification Standards for Small and Medium sized Enterprises".

（2） Number of commendations and rewards

100 advanced small and medium-sized enterprises in Shandong Province will be selected and commended every three years. Confer the title of "Advanced Small and Medium sized Enterprise in Shandong Province" and award medal certificates.

2、 Selection criteria

1. Firmly support the leadership of the CPC, implement the party's line, principles and policies, unswervingly implement the new development concept, and earnestly practice the core socialist values. Adhere to serving the overall situation and local development, with standardized management and strong driving force, and a good social image.

2.综合实力较强，行业知名度较高、影响力较大，主导产品市场占有率居国内同行业前列。企业上年度营收达到2亿元以上（软件和信息技术服务业5000万元以上），且主营业务收入占比不低于60%。

3.创新能力领先优势明显，企业上年度营收在2亿元及以上，近两年研发费用占比不低于5%；营收2亿元以下的，近两年研发费用占比不低于10%。企业获得与主导产品（服务）相关的授权发明专利数量不少于10项或软件著作权不少于15项。

4.具有高成长性，企业上年度营收在2亿至4亿元的，近两年营收或净利润复合增长率达到20%以上；上年度营收在4亿元以上，近两年营收或净利润复合增长率达到15%以上。近两年营收或净利润复合增长率达到30%以上的企业，营收及净利润规模可适当放宽。

5.符合全省发展战略和产业政策重点支持方向。专精特新“小巨人”、制造业单项冠军等高精尖、硬科技企业及率先实施数字化、智能化、绿色化发展的“四新”企业优先。

6.遵守国家法律法规，依法纳税，信诺履约，积极构建和谐劳动关系、亲清政商关系。近3年内无安全生产、环境污染等较大事故，无违法违规和不良信用记录等。

三、评选程序

表彰评选工作坚持公开、公平、公正原则，按照企业自愿、逐级推荐、择优遴选方式开展。

（1） Enterprise declaration

符合条件的企业，登录国家中小企业数字化转型促进中心网站（https://smedx.iep.imc-oneaccess.cn/）进行注册，填报企业信息，并填写《山东省先进中小企业申请表》（见附件）。

（二）各市推荐

各市中小企业主管部门按程序审核推荐，并对申请材料的真实性、准确性负责。各市于2023年12月6日前，将申请表及证明材料报送省工业和信息化厅，纸质材料一式3份，并附电子版。

根据各市经济总量确定推荐企业数量如下：济南、青岛、烟台每市不超过20家；潍坊、临沂、济宁、淄博、菏泽、德州、威海每市不超过16家；东营、泰安、滨州、聊城、日照、枣庄每市不超过12家。

（三）评选发布

省工业和信息化厅组织专家评审、征求有关部门意见、社会公示后，发布山东省先进中小企业表彰名单。

4、 Regarding requirements

（一）加强组织领导。各市要高度重视、加强领导，广泛发动组织本区域符合条件的中小企业参与评选表彰工作。

（二）注重评选质量。各市要对照评选条件，坚持优中选优，确保推荐企业的先进性、典型性和代表性。

（三）严肃工作纪律。坚持“谁推荐、谁负责”，对未严格按照评选条件和规定程序推荐的，经查实后取消评选资格或撤销奖励。对评选工作中有严重失职、渎职或弄虚作假等违纪违法行为的，按照有关规定严肃处理。

（四）营造宣传氛围。评选结果公布后，将通过多种渠道大力宣传先进中小企业的经验模式，在全社会营造支持中小企业发展、尊商重商的良好氛围。
