Notice on Organizing the Application of Key Research and Development Plans (Soft Science Projects) in Shandong Province in 2021

To the science and technology bureaus of various cities, relevant departments directly under the provincial government, and relevant units:

In order to better serve the major decision-making and deployment of the provincial party committee and the provincial government and the implementation of the innovation-driven development strategy, the Provincial Department of Science and Technology, on the basis of full investigation and extensive solicitation of opinions from all parties, condensed and formed the ''2021 Shandong Province Key R & D Plan (Soft Science Project) Application Guide "(hereinafter referred to as the guide), which is now issued. Please do a good job in project organization and application as required. The relevant matters are hereby notified as follows.

1、 Project Category

The key research and development plan (soft science project) of Shandong Province in 2021 (hereinafter referred to as the provincial soft science project) is divided into four categories: major projects, key projects, general projects and joint research projects.

2、 Declaration conditions and requirements

In principle, (I) project application units are universities, scientific research institutes, enterprises and institutions, and social organizations that are registered in the province, have independent legal personality, and have soft science research capabilities. According to needs, major projects and key projects can be declared by units and social organizations registered outside the province.

The person in charge of the (II) application project is a full-time person of the application unit, or a person who has signed a work contract with the application unit, and has the research ability and organization and management ability required to complete the project.

The person in charge of the (III)'s application for major projects and key projects should generally have a professional and technical title or doctorate degree of deputy senior (including) or above; or have a high academic level and have achieved major achievements recognized by peers in the field of project research; or have rich practical experience and have more than 10 years (including) working experience in provincial decision-making departments in the field of project application. In principle, the person in charge of the general project shall not be restricted by academic qualifications, professional titles, qualifications, etc.

The person in charge of the (IV) application project and the members of the project team can only apply for one project in the same year, and there is no soft science project in the province at the time of application. Project leaders who have not passed the acceptance of provincial soft science projects since 2016 (inclusive) cannot apply for provincial soft science projects in 2021.

(V), in order to avoid multiple reports and repeated projects on one topic, the heads of central ministries and commissions, provincial natural science funds, provincial social science projects and members of the research team applying for the same year cannot apply for provincial soft science projects with the same or similar topics.

(VI) who apply for provincial soft science projects on the basis of follow-up research at all levels and types of projects shall indicate the connection and difference between the applied project and the undertaken project in the Project Application Form, and shall not apply for new projects with the same results with basically the same contents. Where a project is declared on the basis of a dissertation or post-doctoral outbound report, the connection and difference between the applied project and the dissertation (outbound report) must be noted in the "Project Application Form", and the published research results are basically the same. Apply for new projects.

The (VII) lead reporting unit shall be responsible for the authenticity of the reporting materials, and the consequences caused by providing false materials shall be borne by the project lead reporting unit. After the application project is accepted, the application materials cannot be changed in principle during the project review process.

3、 Declaration process

The person in charge of the (I) project logs in the personal application account number in the science and technology cloud platform (login website: https://cloud.sdstc.gov.cn/), fills in the project application form online according to the relevant prompts and requirements of the system, and submits it to the provincial science and technology department after being approved by the project undertaking unit and the competent department in turn. Individuals and units (legal persons) need to log in using the account number registered on the unified government service portal of Shandong Province.

(II) in order to reduce the burden of scientific research personnel, this declaration does not need to provide relevant paper materials. After the project initiation plan is issued, the project initiation project shall provide a full set of paper materials for filing and preservation, and the paper materials shall be completely consistent with the online application materials, otherwise the project initiation qualification shall be canceled.

4、 Precautions

(I), the online declaration and submission time of the project manager and the review time of the project undertaking unit are from 9:00 on June 14 to 17:00 on June 30, and the review time of the project competent department is from 17:00 on July 1, when the system will automatically shut down. The project leader, the project undertaking unit and the project competent department are requested to reasonably arrange the application time, modify and review in advance, so as to avoid centralized uploading or review when the system is closed. The project leader, the project undertaking unit and the project competent department shall be responsible for the consequences caused by the upload or review time.

(II) according to the needs of the work, the guide content is published in the technology cloud platform. Please login https://cloud.sdstc.gov.cn/查看 。 The content of the guide shall not be publicly disseminated in any way. Units and individuals that violate the regulations will be disqualified from project application for the current year and included in the scientific research integrity record.

(III) cadres and employees of the Provincial Department of Science and Technology participate in the declaration, it shall be implemented in accordance with the provisions of the Provincial Department of Science and Technology Party Group's "Implementation Measures for Regulating Cadres and Workers' Innovation and Entrepreneurship.
