[Reward Policy] Notice of Shandong Provincial Department of Industry and Information Technology on Organizing to Declare New Leapfrogging Private Enterprises in Shandong Province_Policy Information_Notice Announcement

Industrial and Information Technology Bureaus of various cities (Qingdao Private Economic Development Bureau), and Industrial and Information Technology Bureaus of financially administered counties (cities):

In order to thoroughly implement the spirit of General Secretary Jinping's important speech at the entrepreneur symposium, protect and stimulate the vitality of market players, accelerate the cultivation of a group of large-scale private enterprises with large scale, strong core competitiveness, and excellent quality and efficiency, and promote the private economy in our province High-quality development, according to the relevant requirements of the Provincial Party Committee and Provincial Government's "Ten Opinions on Supporting the Healthy Development of the Non-public Economy", after research, it is determined to carry out the declaration work. The relevant matters are hereby notified as follows:

1、 Declaration conditions

(I) private enterprises registered in Shandong Province, including limited liability companies, joint stock limited companies, partnerships, sole proprietorship enterprises, non-state-owned or non-foreign holding enterprises, and mixed-ownership enterprises with private shares as the main body. Enterprises whose main business is real estate and financial institutions such as banks, securities and insurance are not included in the scope of incentives.

The (II) "new leapfrog private enterprise" refers to the private enterprise whose annual sales (business) income exceeded 10 billion yuan, 50 billion yuan and 100 billion yuan for the first time. Annual sales (operating) revenue refers to the total annual sales (operating) revenue of the enterprise group, and the data is group-caliber data (including data from outside the province, overseas and tertiary production).

The (III) focuses on the conversion of new and old kinetic energy into the "top ten" industrial enterprises, as well as enterprises that have made outstanding contributions in the fight against the new coronary pneumonia epidemic, with standardized production and operation management and good credit status; no major violations of the law and no major safety, quality, environmental protection accidents or mass incidents have occurred within two years, and there is no record of illegal breach of trust.

2、 Application materials

(I) shandong province new across the private enterprise declaration form.

A photocopy of the business license of the (II) enterprise and the ID card of the legal representative.

(III) the third-party annual audit report of the enterprise for three consecutive years, the report shall include the corresponding financial data and the year-on-year increase data.

(IV) the commitment report that the enterprise has not committed any major violations of laws, major safety, quality, environmental protection accidents, mass incidents and illegal and untrustworthy records within two years.

3. incentives

Private enterprises whose sales (business) income exceeded 10 billion yuan for the first time in (I) were given a one-time reward of 1 million yuan.

Private enterprises whose sales (business) income exceeded 50 billion yuan for the first time in (II) were given a one-time reward of 3 million yuan.

Private enterprises whose sales (business) income exceeded 100 billion yuan for the first time in (III) were given a one-time reward of 5 million yuan.

(IV) incentive funds are arranged by the provincial budget.

4. declaration procedures and requirements

According to the principle of territorial management, (I) enterprises have passed the examination and approval of the county (city, district) industrial and information (private economy) department and then declared step by step, and the financial direct management county (city) industrial and information department directly submitted to the Provincial Department of Industry and Information Technology.

All cities and counties (cities) under the direct control of finance are (II) to examine and verify the declared enterprises. The relevant data is based on the annual audit report of the enterprise, and a third party can be entrusted to audit the project according to the situation; after verifying the application conditions of the enterprise and soliciting the opinions of the departments of ecological environment, market supervision and emergency management, it shall be submitted to the Provincial Department of industry and information technology.

(III) Provincial Department of Industry and Information Technology, based on the review and reporting materials of various cities and counties (cities) directly under the financial management, organizes expert review and confirmation, and publicizes qualified private enterprises. After the publicity has no objection, it announces the annual list of new leapfrog enterprises.

The industrial and information (private economy) departments and enterprises of all (IV) cities and counties (cities) directly under the financial management shall be responsible for the authenticity of the application materials, and the cities, counties and enterprises that have committed fraud and other violations of discipline and regulations shall recover the reward funds and seriously deal with them in accordance with relevant regulations.

Please submit the recommendation documents, the summary of the review recommendation list and the enterprise application materials (in duplicate) to the Provincial Department of Industry and Information Technology before August 28, 2020.
