Notice of Shandong Provincial Department of Industry and Information Technology on Recommending the First Batch of Shandong Intelligent Manufacturing Benchmarking Enterprises in 2020_Policy Information_Notice Announcement

Municipal Industry and Information Technology Bureaus:

In order to implement the "Shandong Province High-end Equipment Manufacturing Industry Development Plan (2018-2025)" deployment, implement the "Shandong Province Intelligent Manufacturing" 1 N "Drive Promotion Action Implementation Plan (2018-2020)" (hereinafter referred to as the "Implementation Plan"), accelerate the transformation of new and old kinetic energy and high-quality development of the manufacturing industry, after research and determination, organize and carry out the recommendation of the first batch of intelligent manufacturing benchmarking enterprises in 2020. The relevant matters are hereby notified as follows:

Conditions for 1. Benchmarking Enterprises

The (I) is in good condition. The enterprise is registered in Shandong Province in accordance with the law, has independent legal personality, and is in good operation and financial condition.

(II) have strong technical support capacity. The enterprise has established an innovation team independently or jointly with relevant units, or has established a joint innovation mechanism with the provincial and above intelligent manufacturing public service platform, with a clear intelligent manufacturing research direction and continuous innovation ability, and no less than 20 professional and technical personnel related to intelligent manufacturing.

(III) have strong coaching training ability. Relying on its own business, the enterprise has carried out innovative practices and applications of more than one new model of intelligent manufacturing, or has the core technology equipment and system integration capabilities of intelligent manufacturing and has been successfully applied to actual production, forming technological achievements with independent intellectual property rights. Through the successful implementation of its own projects, it has formed a perfect intelligent manufacturing implementation plan and organization implementation structure, and has obtained a replicable and popularized mature intelligent manufacturing mode and experience. It has the ability to provide overall solutions and perfect intelligent manufacturing training system for relevant enterprises, and has the ability of external training to promote the system service of enterprises.

(IV) set up a professional engineering and technical counseling team. For each promotion enterprise ("N"), an engineering and technical counseling team of not less than 5 people (the team leader should have a senior professional title) should be formed to provide professional technical support to promote the intelligent upgrading of the promotion enterprise until the completion of the project.

(V) actively assume the responsibility and obligation to promote counseling. Benchmarking enterprises have jointly formulated the implementation plan for driving and upgrading of intelligent manufacturing with driving and upgrading enterprises, and signed the guidance agreement for driving and upgrading. The implementation plan should specify the project implementation effectiveness objectives, assessment indicators, base number and specific calculation process. In principle, the implementation period of the implementation plan shall not exceed 18 months. Through the promotion, the intelligent level of enterprises in R & D, manufacturing, management, service and other links has been significantly improved. Each enterprise identified as a benchmark will drive at least three enterprises within three years, and is willing to provide visiting and learning opportunities to enterprises in the province.

National intelligent manufacturing pilot demonstration enterprises and the national intelligent manufacturing standardization and new model application project (referred to as intelligent manufacturing special) responsible enterprises that have passed the acceptance are recommended as intelligent manufacturing benchmark enterprises.

2. to promote the conditions that enterprises should have

The promotion enterprise should be registered in Shandong Province in accordance with the law, have independent legal personality, have no affiliation with the benchmark enterprise or have no parent company of the same legal person, have good operation and financial status, and have the willingness, ability and funds to implement intelligent manufacturing.

3、 Declaration Procedure

(I), the benchmarking enterprise and the promotion enterprise form a consortium. The benchmarking enterprise is responsible for the unified preparation of the application materials and submits the application materials of the benchmarking enterprise to the city where it is located. The benchmarking enterprise and the consortium are responsible for the authenticity of the submitted materials.

(II) projects are declared and managed in strict accordance with territorialization. Each city conducts a preliminary review of the application materials of benchmarking enterprises received, and reviews the feasibility and authenticity of the implementation plan to promote the promotion, and summarizes and ranks the application materials that meet the requirements and recommends them to the Provincial Department of Industry and Information Technology. The classification of project declaration documents is required to be public. Provincial enterprises need to be reported by the city where they are located and do not occupy the quota in the city where they are located.

(III) provincial-level intelligent manufacturing benchmarking enterprises that have been identified shall submit materials such as the implementation plan for driving and upgrading signed with the newly driven and upgraded enterprises and photocopies of the counseling agreement signed by both parties with this application notice, and submit them to the provincial department of industry and information by the municipal bureau of industry and information technology.

(IV) Provincial Department of Industry and Information Technology organized expert review on the application materials of benchmark enterprises in each city and the new promotion materials of benchmark enterprises. After the evaluation results are publicized to the public on the website of the Provincial Department of Industry and Information Technology, they are officially published to the public.

4. recommended job requirements

The recommendation of (I) intelligent manufacturing benchmarking enterprises should follow the principle of government guidance and enterprise voluntariness.

(II) projects are declared and managed in strict accordance with the principle of localization. Each city generally recommends no more than 3 intelligent manufacturing enterprises with strong influence and representativeness in the national industry field in combination with the intelligent manufacturing level and external counseling ability of the city's enterprises. Among them, Jinan, Qingdao and Yantai, the three core areas of new and old kinetic energy conversion, can recommend 5 respectively. It is suggested to give priority to recommending enterprises in the recommended catalogue of intelligent manufacturing system solution suppliers of the Ministry of Industry and Information Technology registered in our province, national and provincial intelligent manufacturing pilot demonstration enterprises and national intelligent manufacturing comprehensive standardization and new model application project leading enterprises that have passed the project acceptance.

(III) cities will submit the application materials (paper materials in triplicate, and the electronic versions of word documents and pdf documents of the application materials need to be recorded on CD) to the provincial department of industry and information technology before August 21.
