Notice on Implementing the Special Action Plan for Digital Empowerment of Small and Medium sized Enterprises

各市工业和信息化局，相关行业协会，有关单位：
为实现以数字化网络化智能化赋能助力中小企业应对疫情，推进快速安全复工复产和转型成长，根据《工业和信息化部办公厅关于实施的通知》（工信厅企业〔2020〕10号）和《工业和信息化部中小企业局关于推动落实《中小企业数字化赋能专项行动方案》的通知》（工企业函）〔2020〕69号）部署要求，推动专项行动方案在我省实施，现将有关事项通知如下：
1、 Special Action Content
（一）推荐一批服务产品。各市、相关行业协会及有关单位要加强调研摸底，择优推荐一批面向中小企业特别是小微企业需求的服务产品。服务产品包括软件产品、数字化设备、智能装备、智能机器人、服务、解决方案、小程序、工业APP、工具包等。服务产品要精准满足中小企业的相关需求，部署简单、使用便捷、成本低廉。
（2） Recommend a batch of typical cases (solutions). Including (but not limited to): (1) remote work, financial management, supply chain management, remote business collaboration and other business management categories; (2) Research and development design related to online collaborative design, program development, modeling and simulation; (3) Intelligent manufacturing systems and solutions, remote monitoring and scheduling systems, collaborative manufacturing platforms, and other production and manufacturing categories; (4) Marketing categories such as precision marketing and market expansion; (5) Factors such as supply chain integration, online business processes, and digital infrastructure support; (6) Innovative development categories such as shared manufacturing, service-oriented manufacturing, and manufacturing capacity trading. Please refer to the "Typical Case (Solution) Template for Digital Empowerment of Small and Medium sized Enterprises" (Attachment 1).
（3） Cultivate a group of digital empowerment benchmark small and medium-sized enterprises. Each city and relevant industry associations should guide a group of "specialized, refined, unique and new" small and medium-sized enterprises, "small giants" and "gazelle" enterprises, and take the lead in becoming benchmark small and medium-sized enterprises through digital empowerment, demonstrating and driving the transformation of digital networking and intelligence.
（4） Encourage the implementation of docking activities. Each city and relevant industry associations should actively organize and guide digital service providers and small and medium-sized enterprises to carry out online and offline docking activities. The participating entities should be small and medium-sized enterprises, with substantive content such as technical training, technical promotion, and service discounts, in order to achieve practical results.
（五）加强评价推广。省厅汇总各市推荐产品、典型案例等情况,择优上报工业和信息化部。工业和信息化部将依据报送材料情况、服务成效、企业满意度等进行评价（评价标准另行发布），以适当方式向社会公布数字化可信服务商、优秀数字化产品与服务、数字化赋能标杆中小企业名单。
二、材料报送
（一）各市、相关行业协会、有关单位要明确负责部门、负责人、联络员等，并将“《专项行动方案》工作联系表”（附件2）、“中小企业数字化赋能服务产品或对接活动推荐汇总表”（附件3）的电子版（Pdf格式，加盖公章），典型案例电子版（Word格式）于4月13日前，一并发送至zxqyfzc@shandong.cn。
（二）工业和和信息化部将通过网上专栏公布有关信息，动态调整。自第二季度起，请于每季度结束10个工作日内，将典型案例电子版（Word格式）、附件3电子版（Pdf格式，加盖公章）发送至：zxqyfzc@shandong.cn。
