1. registration online
Fully rely on "online office, palm office, delivery office, appointment office" and other effective means to further reduce the registration process, time and cost, the production of epidemic prevention supplies enterprise registration to implement special affairs. For new industries and new business forms that emerged during the epidemic, the business scope standards were adjusted in a timely manner.
2. implement the notification commitment
For all products of enterprises that involve production licenses and compulsory certification, they should be handled quickly and the time limit for examination and approval should be reduced. For enterprises that have the production conditions but cannot submit the corresponding materials for the time being due to the long processing time, the notification commitment system shall be implemented, and the enterprises shall promise to complete the relevant materials on the spot after submitting them within the corresponding time limit.
Under the premise of ensuring food safety, simplify the food production and business license process, promote online processing, and promote the issuance of food business license electronic certificates. For newly established enterprises applying for licenses and enterprises applying for license changes, if on-site verification is required, the provincial market supervision department shall, based on the food safety risk classification in the region, carry out notification commitments for low-risk food pilot projects, and implement "certification before inspection" for those that meet the requirements ".
The qualification of inspection and testing institutions shall be fully handled online and mailed, and shall be carried out by means of deferred review, informed commitment, remote monitoring review and expert document review.
Facilitate corporate mergers and acquisitions, implement online declarations for centralized anti-monopoly reviews, improve the efficiency of review of simple cases, and ensure the smooth progress of corporate mergers and acquisitions. Optimize the anti-monopoly review mechanism for the concentration of business operators, and strengthen enterprise competition compliance guidance and services.
3. the establishment of administrative licensing emergency green channel
For production enterprises to switch to the production of masks, protective clothing and other emergency materials, simplify the production qualification approval procedures, merge product registration and production license inspection processes, start urgent inspection and testing procedures, and recognize part of the enterprise's self-inspection report. After on-site confirmation of enterprises that meet the licensing conditions, they will immediately register their products and issue production licenses. For enterprises that change production of medical devices, emergency approval shall be implemented, and medical device registration certificates and production licenses shall be handled in accordance with the law.
On the basis of ensuring safety and effectiveness, the examination and approval of registration applications for drugs needed for epidemic prevention and control shall be accelerated. For the drugs needed for epidemic prevention and control, the provincial drug regulatory authorities should guide enterprises to rationally arrange production, fully release production capacity, and make every effort to ensure clinical supply. Implement special measures for the registration, production licensing, inspection and testing of medical devices such as medical masks and protective clothing, and merge the approval process.
Patent applications and trademark registrations involving the prevention and treatment of new coronary pneumonia are subject to priority examination and processing upon request. Support enterprises to carry out intellectual property pledge financing, establish a green channel for intellectual property pledge registration, support enterprises to quickly raise funds and renew loans, and alleviate financial difficulties.
4. extension of administrative license period
If the registration of the business license changes during the epidemic prevention and control period and the change registration cannot be handled in time, it shall be postponed to one month after the outbreak is lifted.
For production enterprises that fail to apply for the renewal of industrial product production licenses on time due to the impact of the epidemic, resulting in the expiration of the license certificate, the license may be extended, and the application for extension shall be submitted after the epidemic is lifted.
If the food production and business license expires, the validity period may be extended until the local epidemic is lifted.
For special equipment production units and inspection and testing institutions that cannot complete the renewal of certificates on time due to the impact of the epidemic, the license may be extended. Encourage qualified special equipment production units, the use of self-declaration of commitment to exempt from review and replacement.
If it is impossible to apply for the inspection and testing institution to review and renew the certificate on schedule due to the epidemic situation, it may be postponed until the epidemic situation is lifted, and the validity period of the certificate shall be extended to three months after the epidemic situation is lifted.
For enterprises that resume work and production to handle patents, trademarks, integrated circuit layout designs and other affairs, due to the impact of the epidemic beyond the relevant time limit, according to law to give the time limit suspension, extension, and request the restoration of rights and other facilitation relief policy measures.
5. Accelerate Standards Conversion Applications
Support foreign trade export enterprises to resume production, speed up the conversion of international standards and domestic standards, and promote the convergence of export products based on standards and domestic standards. If the production is based on international standards and the main technical indicators of relevant international standards meet the safety requirements of mandatory national standards, domestic production and sales are allowed. Encourage social organizations to formulate relevant group standards to increase the effective supply of standards needed for enterprises to resume work and production. For the production of foreign standard masks for export, the ability to produce domestic standard masks did not obtain the relevant qualifications of enterprises, speed up the processing.
6. Prudential Exception Directory Management
For enterprises that produce and operate materials related to epidemic prevention and control, which have been included in the list of abnormal operations, the process can be simplified and removed as soon as possible upon application by the enterprise. Enterprises that are temporarily lost due to the epidemic may not be included in the list of business anomalies.
7. strict investigation of arbitrary charges and price increases
Strengthen price supervision, strictly investigate all kinds of arbitrary charges involving enterprises, and reduce the burden of enterprises to resume work and production. Support enterprises to increase production capacity, severely crack down on masks and other illegal activities such as price hikes in the production of prevention and control materials, and maintain the stability of the market price of machinery and equipment, raw and auxiliary materials required for the production of prevention and control materials.
8. strengthen the quality of technical services to help
The measurement type evaluation shall be accepted by special personnel to shorten the test time. The expiration date of the relevant standard instruments of measurement may be appropriately extended after the unit itself verifies that they meet the relevant technical requirements.
Encourage standardized technical organizations and institutions to provide standardized technical services such as standardized consulting around the resumption of work and production. Help enterprises to establish operational epidemic prevention quality control processes and norms as soon as possible, and realize the fine management of epidemic prevention control and enterprise resumption of work. Initiate a 24-hour quick response mechanism for item coding services.
Guide the certification body to strengthen the technical services of enterprises to resume work and production, open up online consultation, acceptance, evaluation and other comprehensive service channels, take online certification application acceptance, extension of on-site audit inspection, priority arrangement of 3C certification and other ways to handle.
9. waiver of technical service charges
During the prevention and control of the epidemic, the metrological verification agencies, product quality inspection and testing agencies, and special equipment inspection and testing agencies under the General Administration of Market Supervision reduced by 50% the fees for verification and calibration of measuring instruments, product quality inspection and testing items, and special equipment inspection items for enterprises resuming work and production, and exempted enterprises in Hubei Province from all kinds of verification, calibration, inspection and testing fees. The standardization technical institutions under the General Administration of Market Supervision shall waive the fees for consulting services of Chinese and foreign standard information, confirmation of standard timeliness and standard translation.
10. Encourage Enterprises to Participate in "Three Guarantees" Action
We will continue to carry out the action of "ensuring price, quality and supply", constantly improve the coverage of activities, and build a platform for enterprises to exchange and trust with people's livelihood expectations. Encourage and guide more enterprises to participate in the "three guarantees" action, and promise to speed up the restoration of production capacity, ensure product quality, maintain price stability, ensure market supply, and pool epidemic prevention and control efforts.
