The three departments of the state issued ten measures to support the resumption of work and production.
The State Administration of Market Supervision, the State Drug Administration and the State Intellectual Property Office recently issued "Ten Articles to Support the Resuming of Work and Production" to solve the practical problems faced by enterprises in the resumption of work and production. These ten policies and measures include online registration, implementation of notification commitments, establishment of emergency green channels for administrative licensing, extension of administrative licensing periods, and strict investigation of arbitrary charges and price increases.
Specifically, fully rely on "online office, palm office, delivery office, appointment office" and other means to further reduce the registration process, time and cost, the production of epidemic prevention supplies enterprise registration to implement special affairs. For enterprises that have the production conditions but cannot submit the corresponding materials for the time being due to the long processing time, the notification commitment system shall be implemented, and the enterprises shall promise to complete the relevant materials on the spot after submitting them within the corresponding time limit. For production enterprises that fail to apply for the renewal of industrial product production licenses on time due to the impact of the epidemic, resulting in the expiration of the license certificate, the license may be extended, and the application for extension shall be submitted after the epidemic is lifted.
For production enterprises to switch to the production of masks, protective clothing and other emergency materials, simplify the production qualification approval procedures, merge product registration and production license inspection processes, start urgent inspection and testing procedures, and recognize part of the enterprise's self-inspection report. On the basis of ensuring safety and effectiveness, the examination and approval of registration applications for drugs needed for epidemic prevention and control shall be accelerated. Implement special measures for the registration, production licensing, inspection and testing of medical devices such as medical masks and protective clothing, and merge the approval process. Patent applications and trademark registrations involving the prevention and treatment of new coronary pneumonia are subject to priority examination and processing upon request.
In addition, support foreign trade export enterprises to resume production, speed up the conversion of international standards and domestic standards, and promote the convergence of export products based on standards and domestic standards. For the production of foreign standard masks for export, the ability to produce domestic standard masks did not obtain the relevant qualifications of enterprises, speed up the processing. For enterprises that produce and operate materials related to epidemic prevention and control, which have been included in the list of abnormal operations, the process can be simplified and removed as soon as possible upon application by the enterprise. We will strictly investigate all kinds of arbitrary charging behaviors involving enterprises, strengthen quality and technical service assistance around the resumption of work and production of enterprises, reduce or exempt technical service charges such as inspection and testing, and encourage enterprises to participate in the "price, quality and supply" action.
