Shandong Province issues the first national local regulation to promote the transformation of old and new driving forces

On July 26, the 13th meeting of the Standing Committee of the 13th Provincial People's Congress deliberated and passed the "Regulations on the Promotion of the Conversion of New and Old Kinetic Energy in Shandong Province" (hereinafter referred to as the "Regulations"), which will be formally implemented on October 1, 2019. After the meeting, the General Office of the Standing Committee of the Provincial People's Congress immediately held a press conference. Shi Xiao, deputy director of the Legal Work Committee of the Provincial People's Congress, and Qi Yanan, deputy director of the Provincial Department of Justice, respectively introduced the drafting process, system innovation and legislative characteristics of the Regulations. Comrade Meng Qingli, the second-level inspector of the Development and Reform Commission, attended the press conference and introduced the transformation of new and old kinetic energy in our province and new energy and the implementation requirements of the "Regulations" Regulations.

Comrade Meng Qingli introduced that the comprehensive experimental zone for the conversion of new and old kinetic energy in Shandong is currently the only regional development strategy in the country with the theme of the conversion of new and old kinetic energy. The promulgation of the Regulations has important guidance, promotion, and standardization for promoting the conversion of new and old kinetic energy in our province. Comrade Meng Qingli pointed out that through the hard work of the whole province, the transformation of new and old kinetic energy in our province has achieved important phased results. In the next step, the Provincial Development and Reform Commission will work with relevant provincial departments and cities, combined with actual work, and based on the Regulations. Clarify the responsibilities of the government, departments, colleges and universities, scientific research institutions and enterprises in promoting the transformation of new and old kinetic energy, deepen and refine relevant supporting systems, scientifically standardize working procedures, so that the "regulations" will be truly implemented, put into practice, and give full play to practical results.
