Opinions of Shandong Province on Supporting the Development of Digital Economy

In order to thoroughly implement the "Digital Shandong Development Plan (2018-2022)", vigorously develop the digital economy, accelerate the transformation of old and new driving forces, and achieve high-quality development, this opinion is formulated.

1、 Target task

（1） Development goals. Taking "digital industrialization and industrial digitization" as the main line, focusing on promoting the deep integration of new generation information technology and the real economy, actively cultivating new industries, new business models, and expanding new space for economic development. By 2022, the breadth and depth of integration between the digital economy and various fields of the economy and society will be significantly enhanced, and digital transformation in important areas will be completed first. The proportion of the digital economy in the province's gross domestic product will increase by an average of 2 percentage points per year.

（2） Key tasks.

1. Enhance the level of digital industrialization. Utilize the fundamental role of data resources, promote key technology research and development, expand industrial scale, enhance innovation capabilities, optimize industrial structure, and build the digital industry into a pillar industry in our province. Expand and develop core leading industries such as powerful data, cloud computing, and the Internet of Things, advance the layout of cutting-edge emerging industries such as artificial intelligence, virtual reality, and blockchain, consolidate and develop key basic industries such as integrated circuits and basic electronics, and comprehensively enhance characteristic advantageous industries such as high-performance computers, high-end software, and smart homes.

2. Develop characteristic and efficient digital agriculture. Guided by the goal of creating a model for rural revitalization in Qilu, we will focus on developing the "new six industries" in agriculture and cultivating new driving forces for digital agriculture. Innovate and develop smart agriculture, promote the integrated application of digital technology in agricultural production, operation, management, and services. Promote the construction of smart agricultural machinery, smart irrigation, smart fishing, smart seed industry, and smart animal husbandry projects, and build a number of smart agriculture application bases. Cultivate "Internet plus order agriculture", establish a production and marketing connection service platform, and promote the efficient matching of consumption demand and agricultural production. Vigorously develop rural e-commerce and actively promote the comprehensive demonstration of e-commerce in rural areas. Implement the project of information entering villages and households, and accelerate the construction of Yinong Information Society.

3. Promote the upgrading of intelligent manufacturing. Vigorously promote the integration of modern advantageous industrial clusters and artificial intelligence in our province, promote the digitization, networking, and intelligence of the manufacturing industry, and achieve the transformation of traditional manufacturing towards high-end, green, and service-oriented industries. We will build a number of cross industry and cross domain industrial Internet platforms, promote the innovative application of industrial Internet, and speed up enterprise cloud deployment. Implement the "1+N" upgrade project for intelligent manufacturing, vigorously develop intelligent manufacturing equipment and products, support the development of industrial robots, core industrial software, sensors, etc., and accelerate the construction of intelligent factories and workshops. Promote the deep application of intelligent and digital technologies and equipment around the top ten industries such as new generation information technology, high-end equipment, and new energy and materials.

4.打造智慧服务示范区。推进数字技术与生产性服务业、生活性服务业融合渗透，扩大和升级信息消费。加快发展互联网金融、智慧物流、数字化设计等生产性服务业，促进生产服务体系专业化、高端化。发展智慧精品旅游、数字文化创意产业，提升生活智慧化服务能力和水平。支持发展平台经济、分享经济和体验经济，鼓励科技服务、商品交易、物流运输等领域专业平台建设。加大电商品牌培育，促进电商创新集聚发展。

5.加快培育数字化新业态。鼓励探索基于数字化的新型生产关系，推进数据赋能研发、生产、流通、服务、消费全价值链协同和融合应用。大力发展众包众创，培育推广大规模个性化定制、网络协同制造、远程运维服务等新模式。分级分类开展新型智慧城市、数字园区、数字社区建设，加大应用场景开放力度，鼓励更多数字新技术、新产品、新模式在智慧城市建设中应用落地。

二、政策措施

（一）加大要素供给。

1.优化数据资源供给。完善人口、法人单位、公共信用、宏观经济、空间地理和电子证照等基础数据库，分批建设主题数据库和通用业务数据库，健全“6+N”一体化政务信息资源体系。依托山东公共数据开放网，持续推进政务数据和公共数据共享开放。瞄准社会热点需求，采取购买服务、合作共建等方式，鼓励企业和行业协会、研究机构等各类社会组织开展数据整合和应用。设立数据交易中心，建立健全数据产品评估、定价、交易等机制，不断优化数据流转服务。

2.升级基础设施。将信息基础设施建设纳入国土空间规划，组织编制信息基础设施专项规划，统筹考虑光纤网络、通信机房、管道、铁塔、基站等基础设施的布局。加快5G网络建设，按照国家有关规定，使用路灯、监控杆、机关事业单位办公楼等公共资源，在规划、用地、环评、用电等方面予以支持。鼓励各地开展新型智慧城市建设，全面升级信息基础设施，在数字山东专项资金中每年安排5000万元资金给予支持。引导产业园区加快构建工业无线网络和物联网环境。积极推动青岛国际通信业务出入口局申报和建设。

3.降低用电成本。对符合条件的各类数据中心、灾备中心、超算中心、通信基站等执行工商业及其他电价中的两部制电价。支持数据中心集约化、节能化建设，对符合规划布局，服务全省乃至全国的区域性、行业性数据中心，用电价格在每千瓦时0.65元的基础上减半，通过各级财政奖补等方式降至0.33元左右。根据实际用电量和产业带动作用，分级分档给予支持，其中数字山东专项资金每年补贴电费不超过3000万元。对于采用蓄能设备的5G基站，进一步降低低谷时段用电价格。对具备转供电条件的基站，纳入直接供电改造计划优先改造。我省大数据、互联网等高新技术电力用户参与电力市场化交易，不受电压等级和用电量限制。开通数字技术企业电力接入绿色通道，优先保障数字经济园区、企业和各类基础设施的电力接入。

4.保障建设用地。对纳入省重点建设项目的数字经济发展建设用地优先保障。属于下一代信息网络产业（通信设施除外）、新型信息技术服务、电子商务等经营服务项目，可按商服用途落实用地。数字技术企业所需工业用地的土地出让底价，在国家规定标准范围内可根据土地估价结果和产业政策综合确定。对数字技术企业，鼓励以租赁等多种方式供应土地，积极推行先租后让、租让结合供应土地。

（二）强化人才支撑。

1.多层次培养人才。对新设立博士后科研工作站的数字技术企业按规定给予招收补贴，对符合条件的入站博士（后）给予每人每年5万元生活补贴，最长补贴3年；出站留鲁企业工作并签订5年以上劳动合同的，按规定给予一次性补贴15万元。优先支持省属高校设置数字类相关专业，对新获批建设的数字类相关专业，由教育发展专项基金给予奖补。通过政府购买服务邀请国内外知名专业机构来我省开展数字经济相关培训。支持数字经济领域专业技术人员、经营管理人才申报非教育系统政府公派留学项目到国外访学研修。

2.高质量引进人才。支持数字经济领域企事业单位采取挂职兼职、技术咨询、周末工程师、特岗特聘等方式引进急需紧缺高层次人才。省泰山学者、泰山产业领军人才、“外专双百计划”等省级人才工程加大对数字经济领域人才和团队引进的支持。鼓励市县通过发放生活补贴等方式吸引数字经济领域专业人才。对在推介数字经济领域高层次人才来我省创新创业中起直接、关键作用的中介机构、社会组织和个人，经遴选后给予5—20万元奖励。

3.强化激励措施。支持数字经济领域高层次人才申报国务院政府特殊津贴等国家和省重点人才工程，培养选树一批“数字经济领军人才”。事业单位急需紧缺的数字专业人才，可实行年薪制、协议工资制等灵活分配方式，所需经费在绩效工资总量中单列，不作为单位绩效工资调控基数。

4.创新引智方式。优先支持数字技术企业在境外建立研发基地、开放实验室、科技孵化器、技术转移中心等离岸创新创业基地，视离岸人才引进使用数量和规模，经评审认定，分别给予500万元、400万元、300万元补贴。鼓励用人单位对作出突出贡献的离岸创新人才采取期权、股权和企业年金等方式进行激励。

（三）激发创新活力。

1.激励企业创新投入。对数字技术领域具有重大创新引领作用的国际和国家标准给予奖励。对获得中国专利金奖、银奖和优秀奖的数字技术企业，分别给予每个奖项奖补50万元、20万元、10万元；对获得省级及以上自然科学、技术发明、科学技术进步奖的数字技术企业，省财政一次性给予最高500万元奖励。引导企业建立研发准备金制度，对符合条件的数字技术企业按研发投入比例给予最高1000万元后补助。

2.支持创新平台建设。优先支持数字技术企业建设国家重点实验室、技术创新中心、产业创新中心等创新平台，新获批的给予最高3000万元贴息、奖补或股权投入。承担国家重点科研项目最高补贴1000万元。对列入省级重点支持的“个十百”产业互联网平台，省财政给予最高1000万元的贴息、奖补或股权投入；列入国家工业互联网平台的，提高到3000万元。

3.鼓励科技资源共享。对符合创新券条件的数字技术企业、团队使用共享科学仪器设备开展科技创新相关的检测、实验、分析等活动发生的费用，每年以创新券形式给予最高50万元补助。对提供服务量大、用户评价高、综合效益突出的供给企业，每年给予最高200万元补助。鼓励计量技术机构开放计量实验室。

4.促进成果转移转化。符合条件的数字经济相关创新产品纳入山东省政府首购创新产品目录。对促成数字技术成果在我省转化且年度技术合同成交额在1000万元以上的省级技术转移服务机构，省财政按合同成交额的一定比例给予最高50万元经费补助。

（四）培育市场主体。

1.支持企业做大做强。对首次进入全国电子信息百强、软件百强、互联网百强的企业，分别给予一次性奖补300万元。企业首次进入国家“独角兽企业”名单的，鼓励所在市政府采取“一事一议”方式给予支持。

2.鼓励各地招大引强。对总部（含研发总部和区域总部）新落户我省的全国电子信息百强、软件百强、互联网百强等数字技术企业，符合山东省商务厅等部门《关于印发〈山东省总部机构奖励政策实施办法〉的通知》（鲁商发〔2018〕2号）要求的，给予一次性奖补500万元。对数字经济领域年度实际使用外资金额超过5000万美元的新设项目和超过3000万美元的增资项目，符合山东省商务厅山东省财政厅《关于印发〈引进重大外资项目奖励政策实施细则〉的通知》（鲁商字〔2018〕222号）要求的，省财政按其当年实际使用外资金额不低于2%的比例最高奖励1亿元。

3.引导产业集聚发展。积极培育优势突出、辐射带动性强的大数据产业集聚区，对新确定的省级产业集聚区，在数字山东专项资金中给予不少于500万元的支持，对新认定的国家级大数据综合实验区或产业集聚区，给予最高3000万元的支持。对入驻数字经济园区的数字技术企业，由所在地政府对其办公用房和厂房给予不低于3年的房租补贴。

（五）加强资金扶持。

1.支持重大项目建设。大数据、云计算、物联网等重点领域项目，优先列入省新旧动能转换重大项目库和省重大科技创新工程，积极争取国家重大科技专项、科技支撑计划等专项资金支持。鼓励各地对数字经济领域重大项目采取“一事一议”方式确定扶持政策。

2.加大税费优惠力度。自2019年1月1日至2021年12月31日，对数字技术企业中的增值税小规模纳税人减半征收地方资源税、城市维护建设税、房产税、城镇土地使用税、印花税（不含证券交易印花税）、耕地占用税、教育费附加、地方教育附加。引导各地加快落实国家和省降费政策，进一步降低数字技术企业制度性成本。

3.引导社会资本投入。在省新旧动能转换基金框架下，设立大数据产业发展基金，引入天使投资、风险投资、创业投资、私募基金等优质社会资本。组织筛选适合基金股权投资的数字技术项目，优先纳入新一代信息技术等“十强”产业基金投资项目库。鼓励具备条件的市、县（市、区）结合地方实际设立区域性基金。除政府引导基金参股以外，对投资运作快、投资效益好的私募股权基金管理机构和团队，省金融创新发展引导资金按照相关规定给予单户最高30万元奖励。

4.加强金融信贷支持。鼓励各类金融机构针对数字技术企业特点，创新开展知识产权、股权、应收账款等质押贷款和银税互动贷款。对符合省政府有关政策规定的“人才贷”业务条件的高层次数字技术人才或其长期所在企业，在风险可控、商业可持续的前提下，由试点银行最高给予1000万元无抵押、无担保贷款额度，用于科技成果转化和创新创业。支持银行机构在数字经济集聚区，新设或改造分支行作为从事小微企业金融服务的科技支行，支持开展“创投+银行”的外部投贷联动。鼓励融资担保公司降低数字技术企业担保费收取标准，对符合条件的融资担保公司给予最高100万元的补贴。

3、 Organize and implement

（一）加强组织协调。数字山东建设专项小组负责统筹推进全省数字经济发展，各市、各有关部门要完善配套政策，形成联动机制。

（二）鼓励先行先试。对各地在数字经济发展中工作推进有力、发展成效显著的给予表彰奖励。对在服务数字经济工作中因先行先试出现的失误错误，按规定实施容错免责。

（三）推动融合发展。打造“政产学研金服用”共同体，有效聚集省内资源，连接整合国内外资源，优化提升创新创业生态。

（四）营造良好氛围。鼓励在我省组织召开国际或全国性的数字经济领域专业性会议或交流活动，根据规模、影响力等给予一次性补助。支持举办全国性、行业性大数据应用创新创业大赛，对获奖项目予以奖励。

（五）强化统计评价。建设山东省数字经济运行监测平台，研究建立数字经济发展水平评估指标体系，开展数字经济发展水平评价。
