Notice from the Ministry of Science and Technology on Holding the Fourth China Innovation Challenge

The science and technology departments (commissions, bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, the Science and Technology Bureau of Xinjiang Production and Construction Corps, and all relevant units:

In order to further implement the innovation-driven development strategy, implement the "Opinions of the State Council on Several Policies and Measures to Vigorously Promote Mass Entrepreneurship and Innovation" (Guo Fa [2015] No. 32), "Notice of the General Office of the State Council on Issuing the Action Plan for Promoting the Transfer and Transformation of Scientific and Technological Achievements" (Guo Fa [2016] No. 28) and "Opinions of the State Council on Strengthening the Implementation of Innovation-Driven Development Strategies and Further Promoting the In-depth Development of Mass Entrepreneurship and Innovation" (Guo Fa [Guo Fa 2017], explore new mechanisms to guide innovation based on demand and promote the transformation of results, and provide new impetus for mass entrepreneurship and innovation. The Ministry of Science and Technology will continue to host the 4th China Innovation Challenge. The relevant matters are hereby notified as follows.

As the guiding unit of the China Innovation Challenge, the Ministry of Science and Technology is responsible for formulating working rules, reviewing annual plans, and conducting supervision and evaluation.

The Torch Center of the Ministry of Science and Technology and the local science and technology authorities are the undertaking units, and the sub-provincial urban science and technology bureaus, the national high-tech zone management committees, and the prefectural and county people's governments are the local undertaking units. The division of responsibilities is clarified and the implementation is carefully organized in accordance with the work plan. The 4th China Innovation Challenge will hold 18 events for the technological innovation needs of enterprises, the key technological needs of regional industries (industries) and the key needs of national (regional) strategies. 4、 Regarding requirements

1. Ensure process specification. All relevant localities should carefully formulate work plans in the light of the actual situation. The work plan includes organizational structure, work plan and main processes, personnel and funding arrangements, publicity and training, incentives and support measures, dispute resolution mechanisms, etc., and work in strict accordance with the work process of the challenge.

2. Strengthen personnel training. For staff, participating institutions and relevant experts to carry out technical needs mining, competition and selection rules, business processes and norms of training, improve professional services and support capabilities.

3. Pay attention to information disclosure. All relevant localities shall, in accordance with the regulations, disclose and publish the notification documents, demand information, on-site competition conditions, and competition results in a timely manner, so as to ensure smooth and fast information disclosure channels and ensure fair, open and just operation of the competition.

4. Strengthen the protection of technical secrets and intellectual property rights. The demanders, challengers and judges participating in the competition are required to sign a "confidentiality agreement" and a "disclaimer" legal text. When publicly releasing technical requirements, relevant information should be hidden according to the wishes of the demand side, and the consent of the demand side and the challenger should be obtained for the public competition.

5. Strengthen supervision to ensure fairness and justice. The competition should be carried out in strict accordance with the procedures and rules determined in advance, and a mechanism for handling complaints and disputes should be established. All localities should publish information such as accepting institutions and contact information, and consciously accept the supervision of relevant departments and society.
