Our province implements "spring bamboo shoot action" to cultivate independent intellectual property rights enterprises

The general office of the provincial government recently issued the notice on implementing the "spring bamboo shoot action" and vigorously cultivating enterprises with independent intellectual property rights, which is committed to making up for the deficiency of enterprises' intellectual property creation ability and the small number of enterprises with independent intellectual property rights that restrict the high-quality development of our province. The "Notice" proposes that by 2020, the number of enterprises that have achieved standardized management of intellectual property rights will reach 2500, and the number of national-level intellectual property advantage enterprises will reach 600. By 2022, there will be 4000 enterprises that have achieved standardized management of intellectual property rights, 1000 national-level intellectual property advantage enterprises, and 50 new national-level intellectual property demonstration enterprises.

Enterprises are the main body of intellectual property creation and the key link to achieve high-quality development. "The advanced provinces found that there is still a large gap in the innovation capacity of enterprises in our province, especially in the small number of enterprises with independent intellectual property rights and the insufficient number of core intellectual property rights owned by enterprises. To this end, it is urgent to introduce relevant policies and measures to support enterprises to strengthen their ability to create and use intellectual property rights, and to provide important support for the conversion of old and new kinetic energy." The "Spring Bamboo Shoots Action" puts forward a total of 10 specific measures, which can be summarized into four aspects: enhancing endogenous power, promoting aggregation and transformation, focusing on precise services, and strengthening property rights protection.

In order to stimulate the endogenous power of enterprise innovation, creation and entrepreneurship, our province will comprehensively promote the standardized management of enterprise intellectual property rights, vigorously cultivate national intellectual property advantages and demonstration enterprises, establish intellectual property advantage enterprise cultivation database and talent expert database, and provide customized services for enterprises; every year, 1000 enterprises with innovation potential are selected from enterprises without patents to provide key assistance, so that they can achieve a breakthrough of zero patent as soon as possible; provide assistance to innovative small and medium-sized enterprises in the start-up period, including the creation, application, and protection of intellectual property rights; provide application fees and agency fees for the first authorized invention patent of the enterprise, with a maximum of 10000 yuan per piece.

In order to gather all kinds of innovative resources for transfer and transformation in our province, our province proposes to strengthen the construction of the patent database for the conversion of new and old kinetic energy in the province, absorb and store more than 10000 high-value patents from universities and scientific research institutes at home and abroad, and store more than 50000 patents each year by 2022, and select 1000 (items) of high-value patents from the database to push them to corresponding enterprises every year; focusing on the "top ten" industrial technology needs of the transformation of new and old kinetic energy in our province, we will establish a normalized docking mechanism with well-known scientific research institutions and universities such as the Chinese Academy of Sciences, screen high-value patents that meet the industrial direction and enterprise needs, and regularly hold patent auctions, negotiation meetings and matchmaking meetings. Encourage enterprises in our province to actively absorb and transform high-value patents, give each reward up to 1 million yuan.

Focusing on precision services, our province proposes to promote the new mode of intellectual property pledge financing of "Zhiyinbao", explore the inclusion of intellectual property elements in "Xinyi loan", improve the availability of intellectual property pledge loans for innovative small and medium-sized enterprises, give 60% premium subsidy to enterprises purchasing patent pledge insurance, 80% premium subsidy to national intellectual property demonstration enterprises purchasing patent pledge insurance, and study the establishment of provincial intellectual property operation fund, establish a fund project library for small, medium and micro enterprises that are in the initial stage and have the intellectual property rights of core technologies, strategic emerging industries, and military-civilian integration industries. At the same time, strengthen the use of intellectual property big data, carry out normalized patent information data integration and application services, and regularly push information to enterprises; carry out patent navigation, draw patent maps, and help enterprises find technological breakthrough routes and innovation points; establish a "fast channel" for patent applications, Speed up the process of patent examination and authorization in emerging industries, characteristic industries and popular industries; establish a high-end intellectual property service team and establish an enterprise intellectual property commissioner system. Support scientific and technological personnel to carry out the transformation of core patented technologies in Shandong Province, and give 1 million yuan of financial support to key core technology intellectual property projects in key industries that can gain an advantageous position in relevant technical fields through patent analysis and evaluation.

At the same time, multiple measures should be taken to protect intellectual property rights. Accelerate the construction of the China (Shandong) Intellectual Property Protection Center, which will be completed and put into operation in 2020; establish a through train system for intellectual property protection of key enterprises, establish an intellectual property rights protection assistance team, and form a rapid response mechanism for rights protection; strengthen the knowledge of small, medium and micro enterprises Assistance for overseas rights protection of property rights, support the establishment of foreign-related intellectual property rights protection alliances, explore the establishment of intellectual property rights overseas rights protection workstations, encourage enterprises; establish a dynamic risk early warning mechanism, help companies avoid the risk of intellectual property infringement.
