“老鸟”换走了，“新鸟”未长成，“空笼期”的阵痛在所难免。2017年下半年以来，全省关停“散乱污”企业近10万家，也关停了不少规模以上企业；而新招引项目，一般要到2020Year2021年才能投产。

有的引来“新鸟”，要落地却遇到了“要素天花板”。不久前开工的大唐郓城630℃超超临界二次再热国家电力示范项目，是技术水平国际领先的坑口电厂。项目需180万吨煤炭减量替代指标，省市县三级合力筹措，历时一年半才凑齐。

新旧动能转换综合试验区建设，是山东推动高质量发展的战略支点。但山东经济体量大，要从“上量”向“提质”转轨，惯性劣势明显。好比一辆高速运行的重载列车，在动态下完成转轨，格外考验智慧。

山东经济结构重，在环境、能耗、规划空间等指标都达到或接近天花板的情况下，旧动能出清、提升需要“断臂之勇”；新动能引入、激活，需要“接骨之能”。

这种勇，在于主动割舍旧动能，坚决不要高污染、高耗能、高排放、低产出的GDP，努力创造绿色低碳环保、高效益高质量的GDP。在老工业城市淄博，近3年关停7家焦化厂，出清时基本都在盈利，有的年利税过亿元。

这种能，在于紧抓“经济社会发展创新力”这个牛鼻子，既放眼未来超前布局，又精准施策系统推进。

紧抓新一轮科技革命和产业变革机遇，一年来，全国量子计算与测量标准化技术委员会落户济南，新一代神威E级原型机在国家超算济南中心正式启用，中科院海洋大科学研究中心扎根青岛，“现代优势产业集群+人工智能”计划实施。

聚力“双招双引”、腾笼换鸟，2018年，全省新签约内资项目2478个，合同金额2.33万亿元；新设外资企业2156家，增长45.8%，10年来首次超过2000Home.

如今，山东新旧动能转换全面起势，“十强”产业加速崛起，质量结构进一步优化。2018年，全省新动能创造的增加值占GDP比重达到48%左右，比2016年提高9One percentage point.

牢记总书记嘱托，山东扎实推进海洋强省建设“十大行动”，海洋经济加速成长，2018年海洋生产总值达到1.55万亿元，同比增长9%，其中海洋新兴产业增加值增长22.9%；世界一流港口建设迈出新步伐，渤海湾港口集团挂牌成立；海洋生态文明建设持续推进，依托海洋牧场布设的海底观测网，成功预警了两次海洋低氧和浒苔灾害。

2018年，在省级机构改革中，省委成立海洋发展委员会，设立省海洋局归口省自然资源厅，是全国唯一这样设置海洋机构的省份。“我认为这是适合山东实际的制度设计，为我省陆海统筹、海海统筹提供了根本组织保障。”省海洋局局长宋继宝说。

打造乡村振兴齐鲁样板，是总书记赋予山东的政治责任，也是山东高质量发展的迫切要求。2019年，省级预算安排资金600亿元，促进农业农村优先发展，比上年增长10%，其中设立400亿元乡村振兴重大专项资金；“十百千”示范创建工程全面展开；设立乡村振兴重大项目库，首批入库项目223个，项目总投资1705RMB100mn

区域发展不协调，是山东一直以来的“心病”。一年来，济莱行政区划调整后实施“四个一体打造”，济南新旧动能转换先行区全面拉开建设框架，省会龙头加速昂起；国家(Qingdao)军民融合创新示范区获批；烟台先进制造业名城加快建设。济青烟3个核心城市经济总量占比比2017年提高了2.3个百分点，带动作用更强。省委、省政府印发《关于突破菏泽、鲁西崛起的若干意见》，政策之实、力度之大前所未有。

改革争先开放引领　用好“关键一招”澎湃创新动能

凤岐茶社，是一家发源于山东的企业孵化器，在移师乌镇后成为国家级众创平台。一时间，山东为何留不住“凤岐茶社”，引发了从上到下的深刻反思。凤岐茶社在山东发展遇阻有多方面的原因，除去互联网经济发展水平外，营商环境难遂人愿、官本位思想依然作祟等因素，是阻碍企业发展的桎梏。

实践一再证明，唯有改革领先，才能发展领跑。新一轮改革开放大潮奔涌，山东如何击楫中流，用好改革开放“关键一招”，奋力实现凤凰涅槃、浴火重生?

山东社科院政策研究室副研究员孙晶表示：“相比于过去比较优势和生产要素竞争，现在区域制度创新的竞争对于一个地方发展更为关键。”与粤浙苏三省相比，山东最大的短板正是有效制度供给严重不足。

制度创新，推进“放管服”改革是关键；“双招双引”，营商环境是最大优势。过去一年，省委、省政府向办事企业和群众发出了“一次办结、群众满意”的山东承诺，大力实施“一次办好”改革，力求最大限度减少政府对市场资源的直接配置，最大限度减少政府对市场活动的直接干预。

从思想观念的破冰，到发展方式的重塑，山东发挥“一次办好”改革的“牛鼻子”作用，充分释放市场活力，锻造区域发展的核心竞争力。2018年，国务院大督查营商环境调查反馈给出结论：7项指标中，山东有5项排名全国前列。

过去一年，我省按照“物流先导、贸易拓展、产能合作、跨境发展、双园互动”的运作模式，积极推进中国-上海合作组织地方经贸合作示范区建设，今年一季度新签约项目12个，开工项目10个，京东、传化物流、中集冷链、阿法拉伐等一大批知名企业来此投资兴业。

一年来，山东牢记习近平总书记嘱托，把自身发展放到全国、全球的大格局中优化配置资源，着力打造对外开放新高地，其中对“一带一路”沿线国家实际投资增长21.6%，参与度指数跃居全国第二。
