Notice on Soliciting Innovative Products for the First Purchase of Shandong Provincial Government in 2019 _ Policy Information _ Notice Announcement

Each city's Industry and Information Technology Bureau and Science and Technology Bureau:

In order to implement the spirit of the "Notice on Issuing Several Policies to Support the High quality Development of the Real Economy" (Lu Zheng Fa [2019] No. 21), support enterprises in researching and developing new technologies and products, accelerate the improvement of innovation capabilities, enhance brand and market development efforts, and promote supply side structural reform, in accordance with the "Trial Measures for Government First Purchase and Ordering of Innovative Products in Shandong Province", we are now organizing the collection of innovative products purchased by the Shandong Provincial Government in 2019. The relevant matters are notified as follows:

1、 Declaration scope

In the "Top Ten Industries" field of the major project of converting old and new kinetic energy in Shandong Province, enterprises apply new technologies, processes, and materials to develop new products or varieties, or substantially improve existing products, resulting in significantly improved performance.

2、 Declaration conditions

（1） The declared innovative products should meet the following conditions:

1. Enterprises and institutions that are registered and registered within the province in accordance with the law, have independent legal personality, have standardized management, good credit, and pay taxes in accordance with the law can apply.

2. The product has legal and clear intellectual property rights.

3. The product has high technical content and great market potential. Priority will be given to recommending new products that have won the Science and Technology Progress Award from various levels of government or national industry associations, or have filled the gap in the domestic market.

4.产品具有可靠的质量保证。申请单位需建立以市场为导向的产品开发理念，具有完善的质量管理体系和售后服务体系。涉及安全的产品应通过有资质检测机构检验检测，并出具报告或认证。特殊行业产品需提供特殊行业生产许可证、强制性产品认证证书等文件。

5.社会效益显著。符合绿色发展理念，充分体现节能减排、生态环保、保障安全，对社会进步有显著贡献。

6.已列入国家或省首台（套）技术装备及关键核心零部件、新材料首批次应用、首版次软件保险、节能环保产业新技术、装备（产品）推广目录的产品优先。

（二）属于下列产品之一的，不予推荐：

1.不符合国家和省产业政策导向的。

2.不符合国家、省资源节约、污染减排要求的产品。

3.以简单组装方式、贴牌方式生产的产品。

4.企业近3年出现重大质量问题在用户中造成较大影响的。

3、 Declaration requirements

创新产品申报秉持单位自愿、属地推荐的原则，流程如下：

（一）申报。申报单位按《2019年度山东省政府首购创新产品申报书模板》（附件）组织编制申报材料，填写《申报表》，向所在市工信部门提交申请。省属企业也可直接向省工业和信息化厅提出申请。

（二）初审推荐。各市工信部门会同科技部门共同初审后联合行文推荐，申报材料及电子版1式4份报省工信厅，截止日期为2019年6月28日，逾期不再受理。
