Notice on the Application of Major Basic Research Projects for the 2019 Provincial Natural Science Foundation of China

To the science and technology bureaus of various cities, relevant departments and units directly under the provincial government:

In order to implement the work deployment of the Provincial Party Committee and Provincial Government to accelerate scientific and technological innovation, promote the implementation of major projects for the transformation of old and new driving forces, and fully leverage the strategic support role of basic research, in accordance with our department's "catching up and surpassing" innovation action plan and the overall requirements of the "4321" project, we have organized the application work for major basic research projects of the Provincial Natural Science Foundation. The relevant matters are hereby notified as follows.

1、 Project Category

The major basic research projects of the Provincial Natural Science Foundation are divided into three categories: cutting-edge original works, technical support, and strategic tracking.

1. Frontier original projects. Guide and encourage scientists to engage in cutting-edge free exploration without specifying specific directions. The project implementation requires achieving new progress and breakthroughs in basic research, producing original research results with significant impact, and publishing high-level academic papers.

2. Technical support projects. Focusing on major strategic needs such as economic and social development and the transformation of old and new driving forces, we will focus on supporting our province's applied basic research on technology, equipment, and components that are subject to human control and "bottleneck" issues, filling the gap between basic research and application development, accelerating the transformation of achievements into applications, and laying the foundation for subsequent industrial undertakings. The project implementation requires the ability to solve key scientific problems, master key core technologies, and expect results to fill domestic gaps.

3. Strategic tracking projects. Strengthen the connection with the national basic research layout, major research plans of the National Natural Science Foundation of China, and national key research and development plans, track the most cutting-edge, advanced, and hot research directions, and fill the gaps in Shandong's basic research. The project implementation requires the output of original scientific research achievements with significant impact, the publication of high-level academic papers, and the ability to host or participate in key projects of the National Natural Science Foundation or the National Key Research and Development Program.

2、 Declaration requirements

1. The project applicant is a legally registered enterprise, university, and research institute with independent legal personality in Shandong Province.

2. Encourage the applying units to jointly apply with units inside and outside the province through industry university research application. Participating units should have independent legal person qualifications, and the leading unit should review and be responsible for the application qualifications of participating units. The joint parties must sign a joint declaration agreement, clearly specifying their respective target tasks, work responsibilities, and funding (including self raised funds). The leading and participating units of the project shall not exceed three in principle.

3. 项目负责人原则上为项目研究思路的提出者和实际主持研究的科研人员，须具有较高的科研水平和创新能力，并能在任务期内主持完成项目研究工作。申报项目受理后，在立项过程中原则上不能更改申报单位和负责人。

4. 项目负责人限申报1项省自然科学基金重大基础研究项目。已承担或正在申请山东省重点研发计划（重大科技创新工程）的项目负责人不得申请。

5. 同一个项目不得在不同主管部门多头申报。与已完成或在研的国家、省级科技计划项目研究内容、指标相同或相近的项目不得重复申报。申报单位须对申报材料中涉及的指标、数据的真实性负责。

6. 项目实施周期一般不超过5年。申报单位应根据项目实际需求据实编报预算。由企业牵头实施的面向应用的重大基础研究项目，自筹经费额度应不低于申请省级财政资金资助额度，自筹经费在项目实施过程中原则上不得核减。

3、 Declaration Procedure

1. 申报单位根据指南要求（见附件1），整合省内外优势科研资源组成科研团队，组织申报人员按要求编写《山东省自然科学基金重大基础研究项目申报书》（见附件2），通过山东省科技云平台省自然科学基金管理系统(https://cloud.sdstc.gov.cn/nsf )进行在线填报。申报单位对申报材料进行认真审查与核实，在线提交项目至推荐部门（各市科技局、省直部门、高校、中央驻鲁单位)。网上填报、推荐截止时间为2019年6月25日17:00。

2. 推荐部门于2019年6月26日17:00之前，完成在线审查和推荐工作，并填报项目推荐表（见附件3）。项目推荐表（纸质一份）加盖公章后，于6月 27日17:00之前送至省科技厅基础研究处，逾期不予受理。

3. 前沿原创类研究项目，除通过常规申报渠道申报外，试行专家提名推荐申报方式。提名推荐项目直接进入专家会议评议，网上填报和报送项目申请材料时一并提交专家提名推荐表（见附件4，网上填报时作为附件上传扫描件）。

两院院士、省自然科学基金委委员、国家实验室和国家重点实验室主任、国家重点研发计划（含原国家重点基础研究发展计划）和国家自然科学基金重大研究计划首席科学家以及其他在国际科技领域具有重大影响的专家，三人以上可联名推荐，列第一位的为责任专家。提名专家应在本人熟悉学科领域范围内进行提名，与被提名项目负责人同一单位的专家仅限1人。提名专家不能作为本年度提名项目的负责人，并应回避本人提名项目相关的评审活动。
