According to the Notice on Organizing and Recommending the Fourth Batch of Manufacturing Single Champion Enterprises and Reviewing the First Batch of Single Champion Enterprises (Attachment 1) issued by the General Office of the Ministry of Industry and Information Technology and the China Federation of Industrial Economics, and the Implementation Plan for the Special Action of Cultivating and Improving Manufacturing Single Champion Enterprises in Shandong Province, in order to implement the overall deployment of the major project of transforming old and new driving forces, enhance the high-quality development momentum of the manufacturing industry in our province, and cultivate the culture of entrepreneurs and craftsmen, the Provincial Department of Industry and Information Technology and the Provincial Federation of Industrial Economics have decided to organize enterprises in the province to apply for national level manufacturing single champion enterprises (products), and carry out the review of the first batch of national level manufacturing single champion enterprises and the selection of the third batch of Shandong Province manufacturing single champion enterprises. The relevant matters are hereby notified as follows.

1、 Declaration category and conditions

（1） National level manufacturing industry single champion demonstration enterprise (product).

Manufacturing enterprises registered in Shandong with annual sales revenue of over 400 million yuan in their main business, or those recommended to participate in the national level specialized, refined, special and new "Little Giant" enterprise evaluation (the specific list can be consulted with the Provincial Department of Industry and Information Technology), voluntarily choose to apply for single champion demonstration enterprises or products. Joint punishment targets for dishonesty and enterprises with red and yellow environmental credit labels are not allowed to declare (can be found on the Credit China and Shandong Province Enterprise Environmental Credit Evaluation websites).

1. Single champion demonstration enterprise: meets the 9 application requirements for demonstration enterprises stipulated in the Implementation Plan for the Special Action of Cultivating and Improving Manufacturing Single champion Enterprises (MIIT Industry [2016] No. 105).

2. Single champion products: Except for the requirement that "the sales revenue of specific segmented products accounts for more than 70% of the total business revenue of the enterprise", other conditions are the same as those of single champion demonstration enterprises.

（二）省级制造业单项冠军企业。

为落实工业和信息化部构建单项冠军梯度培育体系的相关工作要求，申报省级制造业单项冠军企业需同时满足以下条件：

1.在山东注册的年主营业务收入4亿元以上的制造业企业。

2.主要从事制造业1-2个特定细分产品市场，从事2个细分产品市场的，产品之间应有直接关联性，特定细分产品销售收入占企业全部业务收入的比重在50%以上。

3.单项产品市场占有率位居全国前5位且全省第1位。

4.企业长期专注于瞄准的特定细分产品市场，从事相关业务领域的时间达到3年及以上。

5.失信联合惩戒对象、环保信用红标黄标企业不得参与申报。

6.《山东省制造业单项冠军企业培育提升专项行动实施方案》规定的其他申报条件。

二、申报程序及时间

（1） National level manufacturing industry single champion demonstration enterprise (product).

各市工信局、工业经济联合会（企联），按照《关于组织推荐第四批制造业单项冠军和复核第一批单项冠军的通知》文件要求，组织国家级制造业单项冠军示范企业及单项冠军产品的推荐工作。各推荐单位要认真组织进行初审，于5月13日前确定推荐名单，并形成正式推荐公文上报省工信厅。申报材料（含制造业单项冠军产品申请书、相关证明材料等，纸质文件一式三份及Word或WPS电子文档U盘）由推荐单位汇总后，于6月10日前报省工业经济联合会。企业也可以通过中央企业直接申报。

（二）省级制造业单项冠军企业。

7月1日启动省级制造业单项冠军企业申报工作。各市工信局、工业经济联合会（企联）作为推荐单位，向符合申报条件的企业发放申报系统的注册邀请码。

申报企业注册登录“山东省制造业单项冠军企业申报系统”（https://124.133.230.226:8080/），根据《山东省制造业单项冠军企业申报系统操作指南》要求进行网上申报，不再收取纸质材料。各推荐单位须对网报材料进行限定性条件审核并形成推荐文件，于10月11日前报省工信厅产业政策处。

三、申报工作要求

（一）细分产品界定。国家级和省级单项冠军申报材料中的“产品类别”一项，均继续按照《统计用产品分类目录》8位或10位代码填报。难以准确归入的应符合行业普遍认可的惯例，属于新产品的需注明。

（二）证明材料。1.国家级和省级制造业单项冠军均不再要求提供第三方出具的产品市场占有率证明，企业须出具说明材料（按照附件2、3模板填写）并对真实性和准确性负责。说明材料将通过相关行业协会进行前置论证，并给出推荐意见。2.不再要求企业提供环保、安监部门出具的企业近三年无违法记录的证明，由企业自行作出说明并承诺真实性（附件4）。3.完税证明以税务部门出具的相关证明为准。4.审计报告以会计师事务所出具的会计报表和审计报告复印件为准。

（三）各市工信局、市工业经济联合会（企联）要加强申报工作的宣传发动和初审工作。采取广泛宣传、深度挖掘、集中培训和个别指导等方式，发动符合条件的企业积极申报，并帮助指导企业完善、规范申报材料。要重点在企业的独立法人地位、主营业务收入、近三年是否无环境和安全生产违法记录、企业产品是否达到能耗限额标准先进值以及材料真实性等方面进行严格初审，应予一票否决的一律不得推荐。

四、复核工作要求

根据工信部对单项冠军每3年进行一次评估复核的动态管理要求，请各市工信局组织第一批国家级单项冠军示范企业及培育企业填写复核申请表，严格初审后，于6月10日前将纸质和电子版材料报省工业经济联合会。

五、其他说明事项

（一）公示。拟认定的省级制造业单项冠军企业名单、企业主营业务收入、无违法记录的说明以及所申报产品的市场占有率等相关信息将向社会公示，参与申报即视为同意公开。公示期间如收到异议，省工信厅有权对企业情况进行进一步核实，经核实发现有申报不实、虚假信息的，将企业名单及虚假申报相关信息在全省予以通报，由此造成的负面影响由企业自行承担。
