Institutions are also productive forces. High quality development requires the support of high-quality institutional supply. Qingdao, committed to building a "test field" for reform and opening up and a highland for institutional innovation, has always been the creator and beneficiary of institutional dividends.
Only by reducing taxes and fees can enterprises "go into battle lightly". On April 1st, Qingdao took the lead in launching 30 hard measures nationwide to comprehensively reduce taxes and fees, focusing on six aspects: accelerating policy implementation, optimizing law enforcement methods, improving service levels, increasing technological support, strengthening tax supervision, and enhancing basic guarantees.
These measures include canceling the requirement for taxpayers to provide proof of housing information when paying deed tax on real estate transactions, adjusting the tax payment deadline for stamp duty to quarterly declaration, and directly returning tax refund information to taxpayers' refund accounts after verification, which are highly favored by enterprises.
On March 26th, the "Several Policies to Support the High Quality Development of the Real Economy in Qingdao" were issued and implemented, introducing 55 heavyweight measures in eight aspects including cost reduction and efficiency improvement, innovation and entrepreneurship, industrial upgrading, investment attraction, talent attraction, financial support, land supply, and institutional guarantee.
These policies are all aimed at the prominent contradictions and problems in the current development of the real economy, and directly point to the acupoints and key points of high-quality development. In terms of urban land use tax policy, starting from January 1, 2019, the urban land use tax amount standard will be adjusted by 80% of the current urban land use tax amount standard, and high-tech enterprises will be subject to 50% of the adjusted tax amount standard. We have calculated that according to the standards of 2018, enterprises in the city can reduce taxes and fees by about 450 million yuan, effectively reducing the tax burden on small and medium-sized enterprises, "said Zhang Xudong, Deputy Director of the Municipal Development and Reform Commission.
先行先试，走别人没走过的路，才能走在前列。自2019年1月1日起，青岛等5个城市开始实施外国人144小时过境免签政策，进一步扩大了青岛口岸的开放度，增强吸引力与辐射力。
这只是青岛正在加快推进的120项重点任务中的一项。这一揽子重点任务分为35项重大政策、33项重大试点、28项重大平台、24项重大专项规划，其中包括争创国家中心城市、开展知识产权综合管理改革试点、建设国际消费中心城市、争创国家大数据综合试验区、开展知识产权综合管理改革试点、积极创造条件探索建设自由贸易港等等。
可以想见，这些重点任务一旦落地，将释放出巨大的制度红利，为高质量发展注入强大动能。
“双招双引”，不断培植新优势
高质量发展关键在于“双招双引”。青岛把“双招双引”作为经济工作“第一战场”“一把手工程”，积极引进新变量，创造新组合，提供新可能，培植新优势。
2018年，青岛新批外商投资项目956个，合同外资98亿美元，实际使用外资86.9亿美元，在全国位居前列；引进内资项目2135个，实际引进内资2156.1亿元，同比增长14.2%。海量资本的浇灌，让青岛经济活力十足。
“大块头”有大能量。青岛着力为大企业和行业领军企业量身打造投资青岛“解决方案”。4月10日，一场主题为“央企助力搞活青岛——2019春季央企青岛行”的招商推介活动在青岛举行。国务院国资委主任肖亚庆亲率21家央企负责人到场，让这场看似寻常的活动“星光熠熠”。
而活动取得的丰硕成果让各方皆感到不虚此行。与会央企与青岛有关方面现场签约重点合作项目18个，涵盖经略海洋、“一带一路”及上合示范区建设、新旧动能转换、新一代信息技术、高端制造、总部经济、乡村振兴、新材料等多个领域，涉及总投资额235亿元。这些项目的落地生根不仅将为青岛带来新的发展动能，也将为央企带来新的机会。
世界500强始终是青岛招商引资的重点对象。截至目前，青岛累计引进世界500强企业156家，累计设立294个项目。大众、朗讯、雀巢、马士基、LG、大陆等“大腕儿级”企业先后在青岛投资兴业，逐步融入城市经济的血肉。
为进一步加大重大外资项目引进力度，青岛近日出台了一系列“给力”的奖励政策，其中包括，对年实际外资金额超过5000万美元的新项目等，最高给予1亿元的“重金”奖励。还规定，对世界500强企业、全球行业龙头企业新设（或增资设立）年实际外资金额超过1亿美元的制造业项目，按“一项目一议”方式给予重点支持。
人才是城市最大的动能，是城市发展最深厚的底蕴，是高质量发展的根基。改革的青岛，求贤若渴。
“我们正着力营造两个环境：一是优质的人才服务环境，大力推进人才落户便利化，完善‘一体化’人才服务系统，为人才工作提供法制保障；二是浓厚的人才文化环境，大力营造尊重人才、信任人才、宽容失败的良好氛围。”市人力资源社会保障局局长胡义瑛说。
为加大高层次人才引进奖励，青岛近日出台的鼓励政策规定，对全职引进顶尖人才、国家级人才和省部级人才的机构和个人，分别按50万元、30万元、10万元的标准给予奖励。
为引进海外人才，青岛开始实施外国人来华工作许可制度：对企业急需的外国人才提供更便利的来华工作许可管理服务，简化申请材料，优化审批流程，给予外国高端人才办理3年及以上工作许可延期。
4月14日举行的第十七届中国国际人才交流大会揭晓了2018“魅力中国——外籍人才眼中最具吸引力的中国城市”十强评选结果，青岛位列第七。这是青岛连续第八次上榜。
截至2018年年底，青岛人才总量达到193万人。其中，2018年新增人才就达到21.9万人，新增聘任院士4人，新增国家级、省级、市级各类人才工程人选453人。
动能转换，加快提质增效转型升级
新旧动能转换核心在产业。产业的“组合方式”将在很大程度上决定产业的发展前景。如何找到一条既适合青岛自身实际，又符合潮流趋势的产业路径，关系到青岛高质量发展的根基是否牢固。
青岛立足资源禀赋、产业基础，紧跟产业趋势，确立了全新的“956”产业集群体系，为20个产业“量身定制”发展方向、建设路径和配套政策，对重点产业和项目建设实施精准服务。
沿着全新的产业路径，让人充满期待与想象的“956”产业体系渐次隆起，为新旧动能转换夯实了根基，为青岛经济平稳发展贡献了力量。目前，青岛累计储备970个新旧动能转换项目，总投资1.6万亿元。
在胶州湾北部，有一片83平方公里的土地被称为“动车小镇”，全国近一半的动车产自这里。这里是有着“中国高铁心脏”之称的中车四方股份公司所在地，目前已形成完整的高速列车及轨道交通装备技术创新体系和产业集群。根据规划，到2020年，小镇全产业链产值有望超过1000亿元。
汽车行业已成为青岛支柱产业中增长最快的产业之一。据统计，2018年，青岛汽车产量首次突破百万辆大关，达到103万辆。同时，2018年青岛汽车产业主营业务收入首次突破千亿元。年产35万辆的北汽新能源汽车项目投产，助力青岛成为全国第一、全球第二的新能源汽车产业基地。
以轨道交通装备、智能家电、汽车制造等为代表的青岛9大优势特色产业，正以智能化、集群化为方向，加快产业链延伸、创新链突破，壮龙头、强配套、提能级。
青岛企业显然不会错过这样的“风口”。“在人工智能和5G技术的优化升级下，海尔COSMOPlat所代表的工业互联网创新实践，是大家所期待的海内外最佳解决方案。”正在进行的2019年德国汉诺威工业展上，德国工业4.0之父、德国工程院董事会主席孔翰宁博士在参观完中国的海尔展区后由衷地感叹。
为积极培育发展新兴未来产业，青岛密切跟踪国际科技、产业发展最新变化，聚焦新一代信息技术、生物医药、高端装备、节能环保、文化创意五大重点领域，实施跨代赶超计划，推动新兴未来产业加快崛起、扩容倍增、重点突破，培育形成新动能主体力量，推动增量崛起。目前，青岛入库新旧动能转换新兴未来产业项目360个，总投资4800亿元。
4月17日，总投资219.2亿元的10个重点项目在西海岸新区董家口经济区集中开工，涉及新材料、新能源、资源综合利用、基础设施等领域，符合临港产业发展规划和循环经济发展理念，将为促进西海岸新区加快新旧动能转换和发展海洋经济注入强大动力。
沿着高质量发展之路，青岛望见的是一路美丽的风景。
