Plan for Deepening the Reform of the Science and Technology Award System in Shandong Province

In order to thoroughly implement the spirit of the "Notice of the General Office of the State Council on Deepening the Reform Plan of the Science and Technology Award System" (State Council Letter [2017] No. 55) (hereinafter referred to as the "Notice"), further improve the science and technology award system, mobilize the enthusiasm, initiative and creativity of the vast number of science and technology workers for innovation and entrepreneurship, accelerate the implementation of major projects for the transformation of old and new kinetic energy, and take the lead in building an innovative province, this plan is formulated.

1、 Guiding ideology and basic principles

（1） Guiding ideology

坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大精神,深入落实习近平总书记视察山东重要讲话、重要指示批示精神,围绕实施创新驱动发展战略，改革完善科技奖励制度，进一步提高奖励质量、控制奖励数量、优化奖励结构、规范奖励程序，建立公开公平公正的评奖机制，构建符合科技发展规律、体现山东特色的科技奖励体系，大力弘扬求真务实、勇于创新的科学精神，营造促进大众创业、万众创新的良好社会氛围，充分调动全社会支持科技创新的积极性，为实现我省在全面建成小康社会进程中走在前列、在社会主义现代化建设新征程中走在前列，全面开创新时代现代化强省建设新局面注入强大动力。

（2） Basic principles

——High quality development of service. Focusing on the overall work of the province, we will comprehensively promote the transformation of old and new driving forces, vigorously implement the rural revitalization strategy, accelerate the implementation of the strategy of building a strong maritime province, improve and perfect the province's science and technology reward work, fully leverage the incentive effect of science and technology rewards, and form a strong driving force for promoting the transformation of old and new driving forces, providing strong support for achieving innovative development and accelerating the construction of an innovative province.

——Encourage independent innovation. Focusing on the major needs of economic and social development in the province, with the motivation of independent innovation as the starting point and foothold, we will reward scientific discoveries with significant influence, technological inventions with significant originality, and scientific and technological innovation achievements with significant economic and social value, reward high-level scientific and technological innovation talents, enhance the sense of honor, responsibility, and mission of scientific and technological personnel, and stimulate the endogenous driving force of innovation.

——突出价值导向。落实以增加知识价值为导向的分配政策，构建符合科技创新规律的激励考核评价体系，大力营造尊重劳动、尊重知识、尊重人才、尊重创新的良好氛围，鼓励追求真理、潜心研究、勇攀高峰。加强科研道德和学风建设，健全科技奖励信用制度，鼓励科技人员争做践行社会诚信、严守学术道德的模范和表率。

——坚持公开公平公正。弘扬公开公平公正的科技奖励精神，突出科技奖励评审系统的客观性，增强奖励提名、评审的科学性，明晰政府部门和评审专家的职责分工，坚持评奖过程公开透明，支持鼓励学术共同体发挥监督作用，进一步提高科技奖励的公信力和权威性。

2、 Key tasks

（一）修订《山东省科学技术奖励办法》。按照《通知》奖励设立、调整结构、改革评审、健全诚信和鼓励社会力量设奖等要求，认真落实深化科技奖励制度改革的相关举措。借鉴国家科技奖励改革做法，提前开展工作调研，及时把握改革动态，结合我省实际，提出改革完善全省科技奖励制度的思路和措施。依据新修订颁布的《国家科学技术奖励条例》，完成《山东省科学技术奖励办法》修订工作，经省政府审核批准后颁布执行。

（二）进一步发挥科学技术奖的作用。围绕新旧动能转换的需求，充分发挥科技奖励的激励和引导作用，促进全省科技奖励设立更加规范有序、成效作用更加明显。为进一步加大对青年人才的培养力度，在省科学技术奖中增设青年科技杰出贡献奖，表彰作出杰出贡献的优秀青年科技人才。根据科技奖励制度改革后的实际需要，按程序报批适当增加省科学技术奖的数量。

（三）建立省科学技术奖提名制度。改革省科学技术奖推荐办法，制定《山东省科学技术奖提名制实施办法（试行）》，2019年起，省科学技术奖实行提名制。对科技成果转化取得突出绩效、经济社会和生态效益显著、在国内外产生重大影响的项目，探索实行“一事一议”提名办法，可以不受项目提名条件限制，由符合提名条件的组织或个人提名，采用小同行专家会议审读方式进行评价。

（四）鼓励支持社会力量设立科学技术奖。制定《关于进一步鼓励和规范社会力量设立科学技术奖的指导意见》，建立并完善社会科技奖励管理规范和运行准则，规范奖励行为。成立山东省社会科技奖励自治组织，建立统一的社会科技奖励信息公开平台，督促成员单位自律发展。省、设区市科学技术行政管理部门要强化对社会科技奖励业务指导和政策咨询服务，推动社会科技奖励科学化、规范化发展。积极引导民间资金支持社会科技奖励活动，帮助社会科技奖励拓宽资金渠道。

（五）完善以绩效评价为重点的省科学技术奖评价体系。建立以科技创新质量、贡献为导向的科技奖励评价指标体系，对不符合国家和省产业政策、生态文明建设要求的项目，实行一票否决。省自然科学奖突出原创性、公认度和科学价值；省技术发明奖突出首创性、先进性和技术价值；省科技进步奖突出创新性、应用效益和经济社会价值。上述奖项按等级标准提名、独立评审表决。

（六）建立提名和评审诚信制度。按照我省科学技术奖提名办法及评审规则要求，强化提名者和评审专家的诚信意识，明确提名者和评审专家的责任和义务，规范提名及评审行为；建立健全提名及评审评估机制，定期对提名者和评审专家工作质量、工作绩效、异议违规等进行评价，广泛接受社会各界监督，对违反规则及绩效评估不合格的提名者和评审专家，取消其相关资格。在省科技奖励评审信息系统中，完善提名及评审诚信评估功能模块，确保诚信考评科学、规范。

（七）鼓励支持争获国家层次科技奖励。加大对申报国家科技奖励的引导和支持力度，帮助我省单位和个人争获国家科学技术奖，鼓励支持我省单位和个人申报国务院有关部门设立的国防国家安全、对外合作交流等部级科学技术奖。对获得国家科学技术奖和部级科学技术奖的，统一纳入全省科学技术奖表彰范围，对其研究开发、技术转移、规模化生产、军民融合、国际交流合作等方面给予继续支持。

3、 Organize and implement

（一）加强组织领导。省科学技术行政管理部门代表省政府，切实加强对全省科技奖励制度改革工作的指导，确保各项改革任务圆满完成。发挥省科学技术奖励委员会的作用，做好奖励改革工作顶层设计、科学规划，指导全省科学技术奖励工作科学规范、公平公正、扎实有效开展。

（二）强化政策支撑。根据国家科技奖励改革进度安排，由省科学技术行政管理部门会同省政府法制工作办公室负责修订《山东省科学技术奖励办法》并按程序报省政府批准；由省科学技术行政管理部门负责修改完善《山东省科学技术奖励办法实施细则》，从规章制度层面贯彻落实科技奖励制度改革精神。省科学技术行政管理部门负责研究落实省科学技术奖励委员会章程、监督委员会章程、提名办法、分类评价指标体系、评审监督办法、异议处理办法、社会力量设立科学技术奖办法等配套措施。

（三）推动措施落实。各市各部门要全面贯彻落实国家和省深化科技奖励制度改革的部署要求，结合本地区本部门实际，制定切实可行的改革措施，扎实抓好科技奖励改革各项任务落实。
