Policy Interpretation of the Special Action Plan for Simplifying Access to Electricity in Shandong Province

Commentary: Electricity is the lifeblood and lifeline of economic development. As a fundamental infrastructure for national economy and people's livelihood, it is related to the daily lives of the people and also provides support and guarantee for agriculture, industry, and urban construction.

1、 Background significance of the introduction

Since 2003, the World Bank has evaluated and released indicators for the business environment of various countries. "Access to electricity" is one of the eleven indicators used by the World Bank to evaluate the business environment of various countries, mainly evaluated from four dimensions: time, link, cost, and power supply reliability. In the first half of this year, the State Council held multiple meetings to deploy further work related to optimizing the business environment. In May, the National Development and Reform Commission formulated the "China Business Environment Trial Evaluation Plan", with "obtaining electricity" as one of the seven evaluation indicators. On July 17th, General Secretary of the Communist Party of China Central Committee and President Xi Jinping emphasized at the 16th meeting of the Central Leading Group for Finance and Economics the need to improve the investment and market environment, accelerate the pace of opening up to the outside world, reduce market operating costs, create a stable, fair, transparent, and predictable business environment, accelerate the construction of a new open economic system, and promote the sustained and healthy development of China's economy.

Environment is productivity and competitiveness, optimizing the environment is developing productivity and enhancing competitiveness. The competition for a new round of high-quality development ultimately boils down to the competition in the business environment. To gain advantages and take the lead in high-quality development, the business environment must be at the forefront. The Provincial Party Committee and Provincial Government have fully implemented the deployment of the national TV conference on deepening the reform of "streamlining administration, delegating powers, and improving services" and transforming government functions. They have solidly promoted the "one-time success" reform and issued the "Implementation Plan for Deepening the Reform of 'One time Success' and Advancing the Convenience of Approval Services" (Lu Ting Zi [2018] No. 31). They have made great efforts to rectify and optimize the business environment, launched ten special actions, and obtained electricity is one of them. Based on in-depth research and drawing on the experience and practices of national "electricity access" demonstration cities such as Beijing and Shanghai, our province has formulated the "Shandong Province Simplified Electricity Access Special Action Plan" (hereinafter referred to as the "Action Plan") to benchmark and identify gaps.

2、 Main content and innovative points

The Action Plan is divided into five parts: guiding ideology, work objectives, main tasks, processing procedures, and organizational implementation. It mainly focuses on user applications for power access, and formulates task objectives and work measures to address the current bottlenecks and difficulties such as multiple processes, long processing times, inconsistent materials, and lack of information sharing.

  (1) Work objectives

Our province's 10 kV and low-voltage users account for 99% of all non residential electricity users, which is a key focus of the special action to simplify access to electricity. The Action Plan specifies that applications for power access from 10 kV and low-voltage power users shall be handled by the power grid enterprise through a "one-stop processing". From the formal acceptance of electricity applications to power transmission (excluding the period of power receiving projects implemented by users themselves), the average total time for 10 kV users and low-voltage users does not exceed 45 and 20 working days, which is the lowest level of time consumption in the country.

  (2) Main measures

  1. Unified approval process. Simplify the administrative examination and approval process of power access projects, simplify and unify the administrative examination and approval links from a maximum of 7 items to less than 4 items of planning, green space occupation, road occupation, road excavation (municipal road)/road-related (highway) permits, and the total examination and approval time shall not exceed 12 working days. The number of 10kV users and low-voltage users in the internal examination and approval process of the power grid was reduced to 4 and 2 respectively, the processing time is reduced to 11 and 3 working days, and the time limit for the whole process of approval is 23 and 15 working days.

  2. Uniform collection and charging standards. Unify the requirements and contents of the application materials in the whole province, and "obtain electricity" only provides 4 permit processing materials for planning, green space occupation, road occupation, road excavation/road involvement. Unify the province's charging standards and methods, in which the road excavation/road-related permit link clearly no longer takes payment as a precondition for approval, first accepts and then pays, and users sign the commitment to pay on schedule.

  3. Get through the information island. The electricity service is stationed in the municipal and county (city, district) government service halls, and the user applies for power access "only once", which is "accepted by one window" by the power grid enterprise, realizing one-port application, simultaneous acceptance, parallel approval, and time-limited completion. "One chain processing".

  4. Improve the convenience of receiving electricity. Users of parks above the provincial level, high-quality users of municipal parks, and users of key parks included in the implementation plan of major projects for the conversion of new and old kinetic energy in the province, are gradually invested by power grid enterprises in the construction of power supply and distribution facilities to the user's red line. By the end of 2018, the low-voltage access capacity of the "three cores" urban areas of Jinan, Qingdao and Yantai will be expanded to 160 kVA, while other cities will gradually expand their low-voltage access capacity.

  5. Improve the reliability of power supply. Speed up the construction of UHV projects and build a first-class modern distribution network with high reliability, friendly interaction and economic efficiency. Promote non-power outage operations and zero-point operations to reduce the number of power outages and the scope of power outages. Carry out power outage prediction analysis to minimize the impact of fault power outage on users.

  3. organizational safeguards

  (I) strengthen organizational leadership. The Provincial Economic and Information Technology Commission, together with the Provincial Public Security Department, the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Transportation, the Shandong Energy Supervision Office, the State Grid Shandong Electric Power Company and other departments and units, established a coordination and linkage mechanism for the province to simplify the acquisition of electricity. Set up a work ledger, list and project the reform tasks, refine the timetable and responsibility chain, strengthen scheduling and notification, and supervise the implementation of tasks.

(II) implementation of work responsibilities. Before the end of August, all relevant departments and units will formulate and improve the corresponding supporting policy documents, standardize the business process, application materials and processing time limit from top to bottom according to the system; clarify the charging standard or market-oriented methods such as public bidding and bidding; put forward the demand for information sharing and share their own information resources; according to the requirements of this plan and relevant supporting policies, the municipal people's governments will compact their responsibilities, refine their tasks and issue specific implementation plans, ensure that measures to simplify access to electricity are on the ground.

(III) strengthen supervision and assessment. Simplify the special action of obtaining electric power as an important reference for the comprehensive assessment and evaluation of relevant provincial departments (units) and city and county party and government leaders. Comprehensive use of special supervision, open and unannounced visits, public opinion propaganda, credit supervision and other methods to supervise the whole process, and report and praise the typical examples of the implementation of task objectives and active actions; for those who do not take responsibility, do not act, and act slowly, seize the typical examples, and be seriously accountable. The exposure of the exposure; for enterprises and individuals who fail to fulfill their promises to pay on time and other fraudulent behaviors, record it in the credit file, include it in the blacklist of dishonesty, revoke the relevant administrative license of the declared project, and strive to create a power access business environment led by the provincial government, promoted by all parties, and satisfied by the society.
