Notice of the General Office of the Ministry of Industry and Information Technology on Carrying out the Recommendation of National Industrial Energy saving Technology and Equipment and the Evaluation of "Energy Efficiency Star" Products in 2018 (MIIT Jiehan [2018] No. 212)
Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and the competent departments of industry and information technology of Xinjiang Production and Construction Corps, as well as relevant industry associations:
In order to accelerate the promotion and application of high-efficiency and energy-saving technology products, guide green production and consumption, our department has decided to continue organizing and recommending a batch of industrial energy-saving technology equipment encouraged by the state, and launch the evaluation of "Energy Efficiency Star" products in 2018. The relevant matters are hereby notified as follows:
1、 Recommendation of Industrial Energy saving Technology and Equipment
（1） Declaration scope
The industrial energy-saving technology and equipment declared this time refers to technologies and equipment that comply with national laws and regulations, industrial policies, technical policies, and relevant standards, meet the current and future market demand for energy conservation and emission reduction in China, have advanced energy efficiency levels, good energy-saving economy, and significant social benefits.
1. Industrial energy-saving technology
The energy-saving technologies declared can be widely promoted and applied in industries such as steel, non-ferrous metals, petrochemicals, chemicals, building materials, machinery, light industry, and electronic information. Priority should be given to promoting technology projects that are not included in the relevant national technology catalog. We will focus on collecting energy-saving renovation, waste heat and pressure recovery and utilization, efficient and clean utilization of coal, heat storage and insulation, energy information management and control, energy efficiency improvement of terminal energy equipment, energy-saving renovation technologies for factory and park systems, as well as other advanced technologies and processes characterized by industrial energy conservation and green development in various industries. The relevant technology must meet the following conditions:
(1) Clear intellectual property or proprietary technology rights;
(2) Advanced technological level, strong adaptability, with promotion prospects, can bring good economic, environmental and social benefits;
(3) The current industry has a low penetration rate and has application cases, with continuous normal operation for more than one year.
2. Industrial energy-saving equipment
The specific scope includes electric motors, industrial boilers, transformers, fans, compressors, pumps, plastic machinery, and agricultural machinery equipment.
（2） Application materials
1. Industrial energy-saving technology
(1) Fill out the industrial energy-saving technology declaration form and prepare the technical report (Attachment 1, Parts 1 and 2);
(2) Applicants for multiple technologies must fill out the "Summary Form for Recommended Application of Industrial Energy saving Technologies" (Attachment 1, Part 3).
2. Industrial energy-saving equipment
(1) Fill out the "Declaration Form for Industrial Energy saving Equipment" (Attachment 2, Part 2). If the declared equipment is a series product, only one copy should be filled out. However, when declaring multiple equipment items, one copy should be filled out for each item, and the "Summary Form for Recommended Declaration of Industrial Energy saving Equipment" (Attachment 2, Part 4) should be filled out;
(2) According to the different requirements of the industry to which the equipment belongs, corresponding materials should be provided. Series products should provide corresponding materials according to product specifications, as detailed in the "Classification and Declaration Requirements for Industrial Energy saving Equipment" (Attachment 2, Part 3).
2、 Evaluation of Energy Efficiency Star Products
Energy Efficiency Star "products refer to mass-produced products that are energy-efficient compared to similar products, based on energy-saving products. They are mainly divided into end consumer products and industrial equipment products. Carrying out the evaluation of "Energy Efficiency Star" products is an important measure to encourage energy-saving technology innovation and achieve product energy efficiency leadership. The evaluation work should highlight selecting the best among the best.
（1） Scope of evaluation
The evaluation scope includes electric washing machines, water heaters, LCD TVs, room air conditioners, household refrigerators, rice cookers, microwaves, induction cookers, range hoods, as well as electric motors, industrial boilers, transformers, pumps, compressors, and fans. Please refer to the "Product Evaluation Scope and Classification Table" (Attachment 2 Part 1, Attachment 3 Part 1) for details.
（2） Evaluation principles
The evaluation principle is to select products with leading energy efficiency levels based on relevant evaluation standards (Part 3 of Annex 2, Part 2 of Annex 3) and energy efficiency indicators, while complying with basic requirements such as laws and regulations, quality, safety, and environment.
（3） Application materials
1. To apply for the "Energy Efficiency Star" product in the terminal consumer category, the "Application Form for Evaluation of Energy Efficiency Star" Products in the Terminal Consumer Category "(Attachment 3, Part 3) must be filled out, and relevant materials must be provided as required.
When applying for the "Energy Efficiency Star" product in the industrial equipment category, please indicate the evaluation of the "Energy Efficiency Star" product when filling out the "Industrial Energy Efficiency Equipment Application Form" (Attachment 2, Part 2).
3、 Submission requirements
（1） Provincial industrial and information technology authorities and relevant industry associations are requested to organize research and development or production units (including local central enterprises and group enterprises) of energy-saving technology equipment and products to apply according to the application requirements, and after reviewing and summarizing the application materials, send the application summary table and application materials (two copies of the text version and one copy of the electronic version) to the Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department) before July 30, 2018. The electronic version of the application summary table (Word version) should be sent in advance to jienengchu@miit.gov.cn .
（2） Each written application material must be stamped with an official seal, uniformly made into A4 paper size, with a table of contents and cover, and glued into a booklet on the left side. Projects of different categories should be bound separately.
（3） Please download the electronic version of the declaration form and related requirements from the Energy Conservation and Comprehensive Utilization Department's sub website on our department's website (www.miit. gov.cn).
