1、 Review of Work in 2024

The course of our country's development over the past year has been extraordinary. We solemnly celebrated the 75th anniversary of the founding of the the People's Republic of China, which greatly inspired the patriotic enthusiasm and fighting spirit of the people of all ethnic groups across the country. In the past year, in the face of the complex and severe situation of increasing external pressure and increasing internal difficulties, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, the people of all ethnic groups across the country have worked hard and overcome difficulties, and the economic operation has been generally stable and stable. Progress, the main goals and tasks of economic and social development throughout the year have been successfully completed, high-quality development has been steadily advanced, and new quality productivity has been steadily. my country's economic strength, the new and solid steps taken by Chinese-style modernization have strengthened our determination and confidence in building a modern socialist country in an all-round way in the new era and new journey.

The stable situation is consolidated and continued. This is mainly reflected in the steady expansion of the economic scale, with the gross domestic product reaching 134.9 trillion yuan, a growth rate of 5%, ranking among the top in the world's major economies, and contributing around 30% to global economic growth. Overall, employment and prices remained stable, with 12.56 million new urban jobs added, an average urban surveyed unemployment rate of 5.1%, and a 0.2% increase in consumer prices. The balance of international payments is basically balanced, the scale of foreign trade has reached a historic high, the international market share is steadily increasing, and foreign exchange reserves exceed 3.2 trillion US dollars. The guarantee of people's livelihood is solid and stable, with a real increase of 5.1% in per capita disposable income of residents. The achievements of poverty alleviation continue to be consolidated and expanded, and the guarantee of compulsory education, basic elderly care, basic medical care, social assistance and other aspects has been strengthened. The risk resolution in key areas is orderly and effective, and the overall social situation remains stable.

The pace of progress is solid and powerful. The main manifestation is that there has been new progress in industrial upgrading, with grain production jumping to a new level of 1.4 trillion catties for the first time and yield per mu increasing by 10.1 catties; The added value of high-tech manufacturing and equipment manufacturing increased by 8.9% and 7.7% respectively, and the annual output of new energy vehicles exceeded 13 million units; The added value of information transmission software and information technology services, as well as leasing and business services, increased by 10.9% and 10.4% respectively. There have been new breakthroughs in reform and opening up, with solid and effective implementation of the reform deployment of the Second and Third Plenary Sessions of the 20th Central Committee of the Communist Party of China, comprehensive completion of institutional reform, and the launch of major reform measures such as building a unified national market and gradually delaying the statutory retirement age; All restrictions on foreign investment access in the manufacturing sector were lifted, and trade and investment cooperation in the joint construction of the "the Belt and Road" continued to expand and upgrade.

Looking back on the past year, the achievements have not come easily. The adverse effects of changes in the external environment continue to deepen, some deep-seated structural contradictions accumulated over a long period of time in China are concentrated, problems such as sluggish domestic demand and weak expectations are intertwined and superimposed, and natural disasters such as floods and waterlogging occur frequently in some areas. it is more difficult to maintain stable economic and social operation. In the face of multiple difficulties and challenges, we have stepped up efforts to implement stock policies, optimize macro-control at the right time, and respond actively and effectively. In particular, we resolutely implemented the package of incremental policies decisively deployed at the meeting of the political Bureau of the CPC Central Committee on 26 September, promoted a marked rebound in the economy, and effectively boosted social confidence, which not only promoted the realization of the annual goal, but also laid a good foundation for this year's development. In this process, we have deepened our understanding of the regularity of economic work and further realized that the centralized and unified leadership of the CPC Central Committee is the fundamental guarantee for doing a good job in economic work. We must coordinate the relationship between effective market and promising government, total supply and total demand, cultivate new kinetic energy and update old kinetic energy, optimize increment and revitalize stock, improve quality and increase total volume. Practice has once again shown that under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, the whole country has worked together to tackle tough problems, and my country's development has not overcome difficulties.

Over the past year, we have thoroughly studied and implemented Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, firmly maintained the authority and centralized leadership of the Party Central Committee with Comrade Xi Jinping at the core, and put the leadership of the Party through the entire process of all aspects of government work, and fully implemented the party's The spirit of the 20th National Congress and the Second and Third Plenary Sessions of the 20th Central Committee, in accordance with the decisions and deployments of the Party Central Committee, has mainly done the following tasks.

One is to strengthen and innovate macroeconomic regulation according to the times and circumstances, and promote economic recovery and improvement. The economy started well in the first quarter of last year, but due to various domestic and international factors, major indicators continued to decline after entering the second quarter, and downward pressure increased. We have strengthened countercyclical regulation, focused on targeted measures for prominent issues, implemented policies for stock and incremental growth, promoted a rapid rebound in demand, accelerated production growth, and significantly improved market expectations. The economic operation throughout the year has shown a trend of high, medium, and low, and then rising. Effectively implementing fiscal and monetary policies, expanding expenditure scale, strengthening financial support in key areas, lowering the reserve requirement ratio and policy interest rate twice, and further reducing social financing costs. Focusing on expanding effective demand, solidly promoting the "dual" construction, and strengthening support for the "two new" work, investment in equipment procurement increased by 15.7%, and retail sales of household appliances increased by 12.3%. To promote the stabilization of the real estate market, we will lower housing loan interest rates and down payment ratios, reduce the annual expenditure on housing loan interest for residents by about 150 billion yuan, lower the level of transaction taxes and fees, and solidly promote the work of guaranteeing the delivery of houses. Actively stabilizing the capital market, accelerating the improvement of basic systems, creating tools such as swap facilities, repurchase and increase holdings, and refinancing, the market activity has increased. One time increase of 6 trillion yuan in local special debt quota to replace existing implicit debt. Steadily promote the reform and insurance coverage of local small and medium-sized financial institutions.

The second is to firmly deepen reform and expand opening up comprehensively, and enhance the endogenous driving force of development. Clean up and abolish regulations and practices that hinder the unified national market, formulate and implement fair competition review regulations, and introduce measures to regulate local investment promotion. Deepen the reform of state-owned enterprises and continuously optimize the layout of the state-owned economy. Request the Standing Committee of the National People's Congress to review the draft law on promoting the private economy and improve the development environment for the private economy. Actively expanding new growth points in foreign trade, continuously optimizing the import and export structure, and increasing the contribution of foreign trade exports to economic growth. Fully implement the negative list for cross-border service trade. Carry out pilot projects for opening up value-added telecommunications, biotechnology, and wholly-owned hospitals. Intensify unilateral opening up and provide zero tariff treatment to all products from the least developed countries that have established diplomatic relations with China. Expand the scope of unilateral visa free countries, extend the duration of transit visa free stay within the country to 240 hours, and continue to increase inbound tourism. The high-quality joint construction of the "the Belt and Road" has achieved remarkable results, and a number of major projects and livelihood projects have been steadily implemented.

Thirdly, we will vigorously promote innovation driven development and promote the optimization and upgrading of industrial structure. Promote the construction of a strong country in science and technology, comprehensively launch and implement major national science and technology projects, accelerate the improvement of major science and technology infrastructure systems, and strengthen the cultivation of top-notch innovative talents. Stabilize the operation of industrial economy, promote technological transformation and upgrading of manufacturing industry, and increase manufacturing investment by 9.2%. A new batch of national level advanced manufacturing clusters have been cultivated, and emerging industries such as commercial aerospace, Beidou applications, and new energy storage have developed rapidly. Develop and revise mandatory national standards for environmental protection, safety, etc. Accelerate the construction of Digital China, with the added value of core industries in the digital economy accounting for about 10% of the gross domestic product.

The fourth is to coordinate the development of urban and rural areas and optimize the economic layout. Introduce and implement a five-year action plan for the new urbanization strategy, solidly promote urban renewal, and increase the urbanization rate of permanent residents to 67%. Persistently consolidating the foundation of agriculture, steadily improving disaster prevention and comprehensive production capacity, and achieving new results in the comprehensive revitalization of rural areas. The fifth is to actively develop social undertakings and enhance people's well-being. Introduce policies and measures to promote high-quality and full employment, strengthen support for enterprises to absorb employment, and maintain stable employment for key groups such as college graduates, poverty-stricken populations, and migrant workers. Promote the construction of a strong education country. Raise the living allowance standards for students from economically disadvantaged families in compulsory education. The expansion of national scholarships and the reduction of student loan amounts have benefited over 34 million students. Consolidate the achievements of "double reduction" and continuously optimize the ecology of basic education. Promote mutual recognition of inspection and testing results among medical institutions, and expand the types of drugs used for chronic and common diseases at the grassroots level. Solidly preparing for the 9th Asian Winter Games and successfully hosting the 12th National Traditional Minority Sports Games, Chinese athletes achieved the best results in overseas participation at the Paris Olympics.

Sixth, we will continue to strengthen ecological environment protection and enhance the level of green and low-carbon development. Strengthening the comprehensive management of ecological environment, the emissions of major pollutants continue to decrease. Deeply implementing major projects for the protection and restoration of important ecosystems, the area of desertification and desertified land continues to experience a "double reduction". Biodiversity conservation has achieved positive results, with a steady increase in the population of rare and endangered wild animals and plants. Promote energy-saving and carbon reduction transformation in key industries, advance the development and utilization of new energy, and ensure that non fossil energy generation accounts for nearly 40% of the total power generation. Launch the national voluntary greenhouse gas emission reduction trading market. National carbon emission trading is becoming more active.

The seventh is to strengthen government construction and governance innovation, and maintain social harmony and stability. Implement the strategic deployment of the Party Central Committee to comprehensively and strictly govern the Party, strictly implement the spirit of the Central Eight point Regulation, solidly carry out Party discipline learning and education, vigorously rectify formalism and bureaucracy, effectively reduce the burden on the grassroots, deeply govern the unhealthy practices around the masses, continuously strengthen the construction of Party conduct and clean governance, and fight against corruption. Deepen the promotion of law based administration. 19 legal proposals were submitted to the Standing Committee of the National People's Congress for review, and 28 administrative regulations were formulated and revised. Carry out comprehensive supervision to promote high-quality development. Innovate and improve social governance. Strengthen the investigation and resolution of conflicts and disputes, and promote the legalization of petition work. Strengthen emergency management and safety production, carry out special rectification of safety hazards throughout the entire chain such as gas and electric bicycles. Effectively prevent and respond to natural disasters such as floods, typhoons, and earthquakes. Improve the national security system. Strictly prevent the occurrence of extreme cases, severely punish heinous crimes in accordance with the law, and make every effort to ensure the safety of people's lives and property and social stability.

Over the past year, major-country diplomacy with Chinese characteristics has broken new ground. President Xi Jinping and other party and state leaders have visited many countries and attended major multilateral meetings such as the Shanghai Cooperation Organization Summit, the BRICS Leaders' Meeting, the APEC Leaders' Informal Meeting, the G20 Leaders' Summit, and the East Asia Cooperation Leaders' Meeting. Bilateral activities. Successfully hosted major home diplomatic events such as the Beijing Summit of the Forum on China-Africa Cooperation, the 70th Anniversary of the Publication of the Five Principles of Peaceful Coexistence, and the Ministerial Conference of the China-Arab Cooperation Forum. Promote the building of a community with a shared future for mankind, consolidate and expand global partnerships, adhere to true multilateralism, and play an active and constructive role in responding to global challenges and resolving international and regional hotspot issues. The lack of growth momentum in the world economy, the intensification of unilateralism and protectionism, the obstruction of the multilateral trading system, the increase of tariff barriers, the impact on the stability of global industrial and supply chains, and the hindrance to the international economic cycle. There are still many geopolitical tensions that affect global market expectations and investment confidence, exacerbating international market volatility risks. From a domestic perspective, the foundation for economic recovery is not yet stable, with insufficient effective demand, especially sluggish consumption. Some enterprises are facing difficulties in production and operation, and the problem of overdue payments is still prominent. The employment and income increase of the masses are facing pressure. There are shortcomings in the field of people's livelihood. Some grassroots areas are facing financial difficulties. The resolution of social conflicts and risk prevention work still needs to be strengthened. The government's efficiency and ability to administer according to law need to be improved. Some work lacks coordination and cooperation, and some policies are implemented slowly and the results are not as expected. Some departments have weak service concepts and low efficiency in handling affairs. Some cadres act recklessly, fail to act, and are not good at doing things, and corruption problems still occur frequently in some fields and places. We must not only face difficult problems squarely, but also firmly develop confidence. China has significant institutional advantages, such as a super large market, a complete industrial system, and abundant human and talent resources. It has effective governance mechanisms for long-term planning, scientific regulation, and top-down coordination, as well as vast growth opportunities for demand upgrading, structural optimization, and kinetic energy conversion. The basic trend of long-term economic growth has not changed and will not change. China's economic ship will surely sail through the wind and waves, move steadily and achieve long-term success!

2、 Overall requirements and policy orientation for economic and social development in 2025

This year is the "14th Five-Year Plan" closing year. To do a good job in government work, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, and guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must fully implement the spirit of the 20th National Congress of the Party and the Second and Third Plenary Sessions of the 20th Central Committee. The main expected development targets for this year are: a growth rate of around 5% in gross domestic product; The urban surveyed unemployment rate is around 5.5%, with over 12 million new urban jobs created; The increase in consumer prices for residents is about 2%; The synchronous growth of residents' income and economic growth; Maintain basic balance of international payments; The grain output is about 1.4 trillion catties; The energy consumption per unit of GDP has been reduced by about 3%, and the ecological environment quality has continued to improve.

The above expected goals have been proposed, taking into account both domestic and international situations and various factors, while balancing needs and possibilities. The expected target for economic growth is around 5%, which is not only necessary for stabilizing employment, preventing risks, and benefiting people's livelihoods, but also supported by economic growth potential and favorable conditions, and is linked to medium - and long-term development goals, highlighting the clear guidance of facing difficulties and striving for progress. The urban survey unemployment rate is around 5.5%, reflecting the demand to increase efforts to stabilize employment in the context of more prominent contradictions between total employment and structural factors. The increase in consumer prices by about 2% is aimed at improving the supply-demand relationship and keeping the overall price level within a reasonable range through the joint action of various policies and reforms. Realizing these goals is not easy and requires hard work.

We will adhere to the principle of seeking progress while maintaining stability, promoting stability through progress, upholding integrity and innovation, establishing first and breaking later, integrating systems and coordinating efforts, enriching and improving policy toolboxes, dynamically adjusting policies according to changes in the situation, and enhancing the foresight, pertinence, and effectiveness of macroeconomic regulation. Focus on goal guidance, grasp policy orientation, emphasize timing and intensity, strengthen systematic thinking, and enhance the effectiveness of macro policy implementation.

Implement more proactive fiscal policies. We will make overall arrangements for revenue, bonds and other financial funds to ensure that fiscal policies continue to be effective and more awesome. This year's deficit ratio is planned to be around 4%, an increase of 1 percentage point from the previous year. The deficit size is 5.66 trillion yuan, an increase of 1.6 trillion yuan from the previous year. The general public budget expenditure amounted to 29.7 trillion yuan, an increase of 1.2 trillion yuan from the previous year. It plans to issue 1.3 trillion yuan of ultra long term special treasury bond, an increase of 300 billion yuan over the previous year. It is planned to issue 500 billion yuan of special treasury bond to support large state-owned commercial banks to replenish capital. We plan to arrange special bonds for local governments worth 4.4 trillion yuan, an increase of 500 billion yuan from the previous year, with a focus on investment and construction, land acquisition and storage, and the purchase of existing commercial housing, as well as the digestion of local government arrears to enterprises. This year, the total scale of newly added government debt is 11.86 trillion yuan, an increase of 2.9 trillion yuan from the previous year, and the intensity of fiscal expenditure has significantly increased. We need to accelerate the allocation of various funds and form actual expenditures as soon as possible. Continuously optimize the expenditure structure, pay more attention to benefiting people's livelihoods, promoting consumption, and increasing momentum, and effectively improve the efficiency of fund utilization. The central government will increase its general transfer payments to local governments, tilting towards difficult and underdeveloped areas. Strictly implement the graded guarantee responsibility and build a solid bottom line for the grassroots "three guarantees". Persist in keeping the government tight, promote scientific financial management, strictly enforce financial discipline, prohibit extravagance and waste, and free up more funds for development needs and people's livelihoods.

Implement a moderately loose monetary policy. Give full play to the dual functions of the total quantity and structure of monetary policy tools, timely reduce reserve requirement ratios and interest rates, maintain sufficient liquidity, and match the expected targets of economic growth and overall price levels with the growth of social financing scale and money supply. Optimize and innovate structural monetary policy tools, make greater efforts to promote the healthy development of the real estate and stock markets, increase support for technological innovation, green development, boosting consumption, and private and small and micro enterprises. Further unblock the transmission channels of monetary policy, improve the formation and transmission mechanism of interest rates, implement the policy of no principal repayment and loan renewal, and strengthen support measures such as financing credit enhancement and risk sharing. Promote the reduction of comprehensive financing costs in society and improve the accessibility and convenience of financial services. Maintain the basic stability of the RMB exchange rate at a reasonable and balanced level. Expand the macro prudential and financial stability functions of the central bank, innovate financial tools, and maintain financial market stability.

Strengthen the orientation of macro policies towards people's livelihood. Adhering to the people-centered approach, the focus of economic policies should shift more towards benefiting people's livelihoods and promoting consumption, using consumption to boost smooth economic circulation, using consumption upgrading to lead industrial upgrading, and creating new economic growth points while ensuring and improving people's livelihoods. Promote more financial resources to 'invest in people' and serve people's livelihoods, support the expansion of employment, promote residents' income growth and burden reduction, strengthen consumption incentives, and form a virtuous cycle of economic development and improvement of people's livelihoods.

Play the policy 'combination punch' well. Strengthen policy coordination in finance, currency, employment, industry, region, trade, environmental protection, regulation, and other areas, as well as coordination with reform and opening up measures, to enhance policy synergy. Establish and make good use of the mechanism for evaluating the consistency of macroeconomic policy orientation, unify economic and non economic policies into consistency evaluation, coordinate the entire process of policy formulation and implementation, and enhance the matching degree of policy objectives, tools, timing, intensity, and pace. The introduction and implementation of policies should be done as early as possible, rather than too late. We should seize time with various uncertainties, and provide sufficient measures at once to improve the effectiveness of policies. Strengthen the linkage and horizontal cooperation between the upper and lower levels, and promote the smooth connection of policies from the "first mile" to the "last mile". Pay attention to listening to market voices, coordinate policy implementation and expectation guidance, and shape positive social expectations.

To accomplish this year's goals and tasks, we must thoroughly implement Xi Jinping's economic thinking, grasp the primary task of high-quality development, adhere to the unity of winning by quality and exerting economies of scale, and achieve effective improvement in quality and reasonable growth in quantity. We will firmly implement the strategy of expanding domestic demand, expand and strengthen the internal cycle of the country, expand the space for international cooperation in the process of opening up, and realize the mutual promotion and benign interaction of domestic and international double cycles at a higher level. We will continue to deepen supply-side structural reform, focus on solving the structural contradictions of consumer supply, and pay more attention to leading demand and creating demand with high-quality supply. 3、 Government Work Tasks for 2025

This year's economic and social development tasks are very heavy. We need to highlight the key points, grasp the key points, and focus on the following aspects of work.

（1） Vigorously boost consumption, improve investment efficiency, and comprehensively expand domestic demand. Promote better integration of consumption and investment, accelerate the filling of domestic demand, especially the consumption gap, and make domestic demand the driving force and stable anchor for economic growth.

Implement a special action to boost consumption. Develop special measures to enhance consumption capacity, increase high-quality supply, and improve the consumption environment, unleash diversified and differentiated consumption potential, and promote the upgrading of consumption quality. Promote residents' income growth through multiple channels, encourage the middle and low-income groups to increase their income and reduce their burden, and improve the mechanism for normal wage growth for workers. An extra long term special treasury bond bond of 300 billion yuan was arranged to support the exchange of old for new consumer goods. Starting from relaxing admission, reducing restrictions, and optimizing supervision, we will expand the supply of diversified services such as health, elderly care, disability assistance, childcare, and home economics. Innovate and enrich consumption scenarios, accelerate the development of new types of consumption such as digital, green, and intelligent. Implement and optimize the vacation system, unleash the consumption potential of culture, tourism, sports, and other industries.
