Shandong will implement a three-year action plan to cultivate and develop new industries for provincial enterprises, aiming to achieve a revenue share of 26% in new industries by 2027
On March 12th, Shandong held a provincial enterprise science and technology innovation conference to summarize and exchange the experience and practices of provincial enterprise science and technology innovation work, and deploy the next key tasks. The reporter learned from the meeting that this year, the Provincial State owned Assets Supervision and Administration Commission will implement a three-year action plan to cultivate and develop strategic emerging industries (hereinafter referred to as "new industries"). By 2027, the revenue proportion of new industries will reach 26%. At the same time, we will carry out a special action to transform scientific and technological achievements and cultivate new enterprises and projects in a graded and classified manner. We will provide special policy support to enterprises and projects listed in the provincial state-owned assets commission's training database, and cultivate more "small and beautiful" enterprises.
Technological innovation work is a tough and major battle that must focus on key directions and tasks. In the next step, Shandong will focus on strengthening strategic planning, R&D investment, high-level R&D platforms, core technology research and development, cultivation of new industries, digital transformation, and cultivation of scientific and technological talents, in order to deepen the scientific and technological innovation work of provincial enterprises.
In terms of strategic planning, this year the Provincial State owned Assets Supervision and Administration Commission will formulate the "15th Five Year Plan" for the reform and development of provincial state-owned assets and enterprises, including a special plan for scientific and technological innovation, further clarifying the strategic direction, target tasks, and guarantee measures for scientific and technological innovation. In terms of R&D investment, the meeting clearly required that the R&D investment growth mechanism should be earnestly implemented to ensure that the increase in R&D investment is not lower than the increase in operating income. Key manufacturing enterprises should have a R&D investment intensity of more than 6%, and eligible enterprises should establish a R&D reserve system to provide stable financial support for their R&D investment. In terms of cultivating new industries, we encourage eligible enterprises to establish venture capital funds, based on the new development concept, focusing on the needs of industrial transformation and upgrading, investing early, small, long-term, and hard technology, taking the lead in patient capital and long-term capital, and providing sufficient financial support for new projects and enterprise development. In terms of attracting and nurturing scientific and technological talents, eligible technology-based enterprises are encouraged to implement equity and dividend incentives, and scientific researchers are regarded as important incentive objects to increase incentive intensity. The expenses required for implementing dividend incentives by enterprises are not limited by the total salary of the unit in the current year.
Director of the Provincial State owned Assets Supervision and Administration Commission, Man Shengang, introduced that Shandong will further strengthen the policy empowerment "combination punch" and eliminate institutional and mechanism barriers. At present, the Provincial State owned Assets Supervision and Administration Commission is formulating the "Implementation Plan for Improving the Quality and Efficiency of Science and Technology Innovation Capability of Provincial Enterprises", researching and supporting policies from the aspects of R&D investment growth, talent supply, production and demand docking, resource allocation, etc., to provide comprehensive, full chain, and full cycle in-depth policy support for the science and technology innovation work of provincial enterprises. We will also revise and improve the assessment rules, and on the basis of strengthening quality and efficiency assessment, classify and grade provincial enterprises for differentiated assessment, and further increase the weight of assessment for technology-based enterprises to achieve clearer guidance and more accurate assessment.
