We will vigorously promote the optimization of inefficient production capacity transfer in industrial layout, deeply implement the special action of safety production transformation and upgrading in the chemical industry, promote the major layout adjustment and optimization of seven high energy consuming industries, and basically form the "two bases and four clusters" in the steel industry. The enrollment rate of chemical enterprises has reached 42.5%, and the first phase of Yulong Island Refining and Chemical Integration Project is expected to be fully put into operation before the end of this year.
We will vigorously promote high-end, intelligent, and green transformation in production methods, continuously deepen industrial technological upgrading, intelligent manufacturing quality improvement, and carbon peak in the industrial field. By 2023, we will implement 12000 technological upgrading projects with an investment of over 5 million yuan, accounting for more than 50% of industrial investment. We will establish the first national center for promoting digital transformation of small and medium-sized enterprises, with the number of national level intelligent factories and manufacturing digital transformation index ranking first in the country, and the number of green factories and green industrial parks ranking second and third respectively; In the first three years of the 14th Five Year Plan, the energy consumption of added value of industrial units above designated size in the province decreased by 19.8%.
