Shandong launches the "Innovation Year" for the digital economy, striving to achieve a total GDP share of 49% in the digital economy
On February 28th, the Information Office of the Shandong Provincial Government held a press conference to introduce the situation of Shandong's efforts to build the best digital ecosystem and promote high-quality development of the digital economy. Taking the new generation information technology industry chain "chain length system" as the overall focus, Shandong will launch the "Innovation Year" action for the digital economy this year, striving to achieve a total digital economy share of about 49% of GDP, a core industry share of 9.5%, and a digital transformation coverage rate of about 90% for industrial enterprises above designated size.
The digital economy is a new track and key increment for Shandong to achieve high-quality development, and a historic opportunity to win a new round of development competition. In August last year, the Provincial Party Committee and Provincial Government held a high-level conference on the high-quality development of the digital economy in the province, systematically deploying major tasks for the current and future development of the digital economy, leading the digital economy into a new round of great leaps and improvements. At the provincial level, a 10 billion yuan special fund was launched, a key project library was established, a priority guarantee mechanism for factors was implemented, and efforts were made to use the new engine of the digital economy as a new driving force for high-quality development. This year, relevant departments in the province have formulated implementation plans for the "Ten Major Projects" and released a package of policy documents focusing on the "Eight Major Actions", establishing a complete policy system of "1+1+10+8".
Focusing on promoting the 'Ten Major Projects' of digital industrialization, Shandong will coordinate the expansion of scale, shape advantages, and accelerate the creation of a new highland for the development of the national leading digital economy. "Wu Yan, a second level inspector of the Provincial Department of Industry and Information Technology, introduced that Shandong will focus on deepening work mechanisms, strengthening core driving forces, strengthening main engines, and optimizing development environments. For example, to consolidate the foundation, Shandong will increase investment and strengthen the supply chain in basic fields such as integrated circuits and high-end software, and expand comparative advantages in third-generation semiconductors and industrial software; By focusing on "increasing total output", Shandong will support leading enterprises in the province to continue to grow and strengthen in advantageous fields such as digital terminals and advanced computing, attract a group of supporting enterprises and ecological partners to land, and promote cluster extension and scale expansion. In emerging fields such as metaverse and aerospace information, Shandong will build a number of experience centers, release a number of demonstration benchmarks, accelerate the construction of "new three types" projects with strong brand influence and leadership, and continuously cultivate new growth points in the industry. By deepening the doubling action of core industries, we ensure that the revenue of the information technology industry maintains a growth rate of over 10%.
Industry is the main battlefield of digital transformation. It is understood that Shandong will deepen the implementation of the digital transformation and upgrading action for manufacturing industry this year, comprehensively carry out the "three modernizations" special action of optimizing the transformation path, strengthening infrastructure, and deepening service supply, and accelerate the creation of an integrated pattern where point enterprises have benchmarks, online industries have demonstrations, and surface regions have models. Strive to achieve a digital transformation coverage rate of around 90% for industrial enterprises above designated size in the province by 2024.
Adhering to the focus on physical entities and strengthening industries, Shandong will create a group of high-quality enterprises, support leading enterprises in the province to actively create the national top 100 electronic and software enterprises, cultivate a group of characteristic advantageous enterprises at key nodes of the "Ten Major Projects", strengthen the backbone of industrial development, cultivate and recognize about 10 digital industry clusters with outstanding construction levels and obvious development effects, and establish a number of digital industry business cards and cluster landmarks with national influence. Especially in the fields of semiconductors, new displays, etc., Shandong will attract another batch of leading projects with large investment scale and high technological content, driving the industry to leap forward and improve.
It is reported that the 10 billion yuan Digital Economy Development Special Fund will focus on supporting the construction of major projects and major scientific and technological innovations in the "Ten Major Projects". Within this year, Shandong will carry out more than 20 major provincial science and technology innovation projects, and deeply participate in the construction of a domestic ecosystem centered on independently controllable chips and operating systems, as well as the development of projects based on open source technologies such as RISC-V.
