Municipal Industry and Information Technology Bureaus:
In order to implement the "14th Five Year Plan for Industrial Green Development" and the "Implementation Plan for Carbon Peaking in the Industrial Sector", continuously improve the green manufacturing system, and promote industrial green development, the Provincial Department of Industry and Information Technology has organized the recommendation of the 2023 provincial green manufacturing list. After self-evaluation by the applying unit, evaluation and recommendation by the municipal industry and information technology department, expert argumentation, solicitation of opinions from relevant provincial departments, and social publicity, 105 enterprises have been identified as provincial green factories, 10 residential areas as provincial green industrial parks, and 41 enterprises as provincial green supply chain management enterprises. The list is now announced (see attachment for details). The relevant matters are notified as follows:
1、 Play a demonstrative and leading role. Each city should timely summarize, promote and publicize advanced practices, achievements and experiences, actively guide local enterprises and parks to transform into green, and accelerate the promotion of industrial green and low-carbon development. Each city can provide appropriate rewards to enterprises (parks) on the green manufacturing list based on their actual situation, and give priority to supporting projects implemented by enterprises (parks) that meet the conditions according to procedures.
2、 Strengthen guidance services. Each city should promptly report and assist in coordinating and solving the problems encountered in the demonstration work. Enterprises or parks listed on the provincial green manufacturing list that undergo name changes should apply for name changes within 30 working days after completing relevant procedures. If significant adjustments such as restructuring occur, a re examination should be applied for within 30 working days after completing the relevant procedures.
3、 Strengthen supervision and management. We need to strengthen the dynamic management of enterprises (parks) on the green manufacturing list, organize them to fill out the green manufacturing dynamic management form every year, and review the key indicators specified in the dynamic management form. For those who no longer meet the requirements of the green manufacturing demonstration standards, especially those who engage in fraud, safety, quality, environmental pollution accidents, tax evasion and other illegal and irregular behaviors, are found to have serious problems in relevant supervision work, are included in the industrial energy conservation supervision and rectification list but fail to complete the rectification as required, and are dishonest and executed, the list will be dynamically adjusted, and they will not be allowed to reapply for the provincial green manufacturing list within three years.
