Recently, at a press conference held by the Provincial Government Information Office, Gao Fang, a first level inspector of the Provincial Department of Industry and Information Technology, introduced the development of the digital economy in our province in 2022.
Gao Fang introduced that currently, a new round of technological revolution and industrial transformation is accelerating, new technologies, new applications, and new business models are flourishing, and the digital economy has become a new engine for high-quality development. In 2022, under the strong leadership of the Provincial Party Committee and Provincial Government, Shandong Province anchored on the major strategy of "leading the way and opening up a new chapter", based on the construction of a green, low-carbon and high-quality development pilot zone. Seizing the opportunity and seizing the momentum, it established a provincial digital economy development joint conference mechanism covering 12 provincial departments including the Provincial Party Committee Cyberspace Administration, Provincial Department of Finance, and Transportation Management Bureau, established a digital economy office, formulated the "Shandong Province 2022 Digital Economy Key Breakthrough Action Plan", and built a new mechanism for efficient collaboration and concerted planning to promote the development of the digital economy. Over the past year, member units of the Provincial Digital Economy Development Joint Conference have worked hard and overcome difficulties, coordinating the promotion of digital industrialization, industrial digitization, data value, and governance service digitization. They have launched a series of "empowering and increasing efficiency" combination punches, injecting "digital wings" into the construction of a socialist modernized strong province in the new era. In order to comprehensively and objectively demonstrate the key breakthrough achievements of our province's digital economy in the past year, the Office of the Joint Conference on Digital Economy Development of the Province has collected the breakthrough work achievements of the digital economy in 2022 from the whole society, organized some experts of the Provincial Digital Economy Expert Committee to evaluate the submitted excellent achievements, and formed the "Top Ten Breakthrough Highlights of Shandong Province's Digital Economy in 2022".
Highlight 1: from the first to the leader, the construction and application of industrial Internet platform is leading in the country
Seizing the opportunity of national industrial Internet demonstration zone construction, the construction and application of industrial Internet has continued to go deep into practice and leapt to the leader. Deepen the cultivation of the "Ten Hundred" platforms, add two national level cross industry and cross domain platforms, Blue Ocean and Orange Cloud, with a total of four platforms, accounting for 1/7 of the national total. Haierkaos has been ranked first for four consecutive years; 29 platforms have been selected as national characteristic professional platforms, ranking first in the country; Shandong has the largest number of industrial Internet platforms recognized by the Ministry of Industry and Information Technology and having national influence. Adhering to demand driven and scenario driven approaches, we have promoted the improvement of platform services, with 40000 industrial apps and over 1300 system solutions settled on provincial-level and above platforms, serving more than 500000 enterprises across the province; 31 national platform innovation pilot application cases, 4 industrial Internet platform enabling digital transformation pilots of new industrial demonstration bases, and 11 typical cases of national mobile Internet of Things were selected, all ranking first in China.
Highlight 2: The acceleration of the integration of data and reality has led to the first place in the national industrial digitalization index
Relying on the comparative advantages of the large scale and rich application scenarios of the real economy, we will continue to promote the "Empowering Shandong with Industry" special action, deeply implement the three-year action plan for digital transformation of the manufacturing industry, accelerate the integration and application of new generation information technology, and be selected as 20 national level demonstration enterprises for smart health and elderly care and 4 "digital leading" enterprises, both ranking first in the country. The "two modernizations" integration development index has reached 117.1, ranking second in the country. Jinan has successfully been selected as the first city with significant achievements in building information infrastructure and promoting industrial digitization in the State Council's inspection and incentive program in the field of industry and information technology. Digital agriculture has been comprehensively improved, with over 500 smart agriculture application bases and 866 Taobao villages. New retail, "stay at home economy" and other new formats and models have achieved rapid growth, with a year-on-year increase of 21.8% in online retail sales for the whole year. Among them, the online retail sales of physical goods increased by 30.2%, ranking first among key provinces and cities in China in terms of growth rate. In July 2022, the National Center for Industry and Information Security released the "National Digital Economy Development Index", with Shandong's industrial digitalization index of 80.3, ranking first in the country.
Highlight 3: Digital industrialization accelerates and multiple brands enter the forefront of the global market
The main leaders of the provincial party committee are appointed as the "chain leaders" of the new generation of information technology industry chain, promoting the development of core industries in the digital economy. The annual revenue of the information technology industry reached 1626.69 billion yuan, a year-on-year increase of 17.9%. The revenue of the software industry has exceeded the trillion yuan mark for the first time, with a year-on-year growth of 19.2%, which is 8 percentage points higher than the national average. The business revenue of the big data industry exceeds 160 billion yuan, accounting for 1/8 of the national total. The added value of electronic information manufacturing industry increased by 17.9% year-on-year, exceeding the national growth rate by 10.3 percentage points. Among them, the added value of integrated circuit manufacturing industry increased by 38.6% year-on-year. Haier, Hisense, Inspur, and GoerTek have entered the top 20 of China's top 100 electronic companies for two consecutive years. Haier's retail sales of large household appliance brands and GoerTek's market share of high-end virtual reality headsets both rank first in the world. Hisense's TV and Inspur's server market share both rank first in the country and second in the world.
Highlight 4: Rapid release of data value, ranking first in the country in terms of openness level
Deeply explore the value of new production factors in data, implement the "data empowerment" action, build a big data center Shandong Industrial Cloud system, open the first data empowerment digital transformation service platform for small and medium-sized enterprises in China, and create a new advantage and engine of "enriching traditional industrial products+fully emerging digital products". The National Center for Industry and Information Security, with Shandong as a pilot, has released the "Guidelines for the Construction of Data Analysis Innovation Applications", relying on Handle's global auxiliary root node (Qingdao) to build a data analysis innovation application system. The Organizational Data Management Capability Maturity Model (DCMM) pilot program has enabled 178 enterprises to pass the DCMM evaluation, ranking first in the country in terms of number. We will comprehensively deepen the opening up of public data sharing, and provide a total of 34 billion data sharing services, ranking first in the country in terms of effective data sets and data capacity. The National Information Center and Fudan University jointly released the "2022 China Local Government Data Open Report", which ranked our province first in the comprehensive ranking of open forest index provinces in China. Jinan and Qingdao, two national Internet backbone direct connection points, have been put into operation, and Shandong has become the first "double hub" province in China. Constructing 100 new infrastructure projects with a total investment of 112.4 billion yuan, and opening a total of 162000 5G base stations. Twelve cities including Zaozhuang, Jining, and Weihai have been selected as national "gigabit cities", ranking second in the country in terms of quantity. The first supercomputing Internet project in China was successfully launched in Jinan. After establishing two national manufacturing innovation centers, including high-end intelligent household appliances, GoerTek has successfully competed to become a virtual reality national innovation center (Qingdao). We have released the first local standard for the construction and evaluation of network security in smart cities in China, and have taken the lead in selecting innovative cases and key enterprises (institutions) for network security in new smart cities. The National Computer Network and Information Security Management Center has established the first joint laboratory in the field of network security in smart cities in Shandong. The White Paper on the Integrated Development of Cybersecurity Education Technology Industry in Shandong Province (2022) has been released, and Jinan High tech Zone has been selected as one of the first national pilot zones for the integrated development of cybersecurity education technology industry. The scale of the data security industry in the province has exceeded 16 billion yuan.
