Shandong's "Three Year Action Plan": Achieving "Green, Low Carbon, and High Quality" through Industrial Reconstruction
On January 3rd, the Shandong Provincial Party Committee and Government issued the "Three Year Action Plan for Building a Green, Low Carbon, and High Quality Development Pilot Zone in Shandong Province (2023-2025)", which proposes to promote high-quality development as the theme, deepen the transformation of old and new driving forces as the central task, form a green and low-carbon production and lifestyle as the main direction, reform and innovation as the fundamental driving force, and create a new situation for the construction of a socialist modernized and strong province in the new era.
This three-year action plan is formulated based on the "Opinions of the State Council on Supporting Shandong to Deepen the Conversion of New and Old Driving Forces and Promote Green, Low Carbon and High Quality Development", combined with the actual situation of our province. The scope of "green and low-carbon" is extensive, and the action plan focuses on forming a green and low-carbon production and lifestyle. It also aims to implement the "green and low-carbon national action" and expand the supply of green products such as energy-saving and environmentally friendly cars, energy-saving home appliances, and high-efficiency lighting. This indicates that green and low-carbon are closely related to everyone's work and life. However, the central task is to deepen the transformation of old and new driving forces, and the key to building a green, low-carbon, and high-quality development pilot zone lies in the industry.
The process of transforming old and new kinetic energy in Shandong is precisely the process of promoting green, low-carbon, and high-quality development. At present, the main indicators for achieving breakthroughs in the transformation of old and new kinetic energy in Shandong in the past five years have been basically completed, but the task of deepening in line with the trend is important and urgent. A major highlight of this three-year action plan is the emphasis on "deepening the transformation of kinetic energy and building a modern industrial system".
For Shandong, building a modern industrial system essentially means completing the industrial reconstruction from "coarse, black, heavy" to "high-precision and cutting-edge".
Firstly, accelerate the green and high-end development of traditional pillar industries
The three-year action plan proposes to consolidate and enhance the leading position of advantageous industries. Focusing on six advantageous industries including metallurgy, chemical industry, light industry, building materials, textile and clothing, and mechanical equipment, we will promote the revolution of production technology, deep processing of products, and green and low-carbon transformation.
The important symbol of the revolution in production technology is the realization of automation and intelligence in the production process. In June 2020, Shandong Xinsong Industrial Software Research Institute Co., Ltd. signed a contract with Jinan High tech Zone, focusing on breakthroughs in hardware products such as PLC, CNC, robot controllers, encoders, servo systems, etc. It has applied for 75 core invention patents. Liu Yiheng, Deputy General Manager of Shandong Xinsong Industrial Software Research Institute Co., Ltd., introduced that Shandong Xinsong has deep cooperation with Binzhou Chemical, Shandong Rongxin Group, Shandong Huatian Software, and Inspur to design robot inspections and create unmanned laboratories for Shandong chemical enterprises, which not only ensures personnel safety but also saves 80% of manpower.
The three-year action plan aims to achieve a production value of over 10 trillion yuan in the six major advantageous industries by 2025, and build a world-class strategic base for basic industries. Carry out a new round of enterprise technological transformation actions, roll out higher-level "ten thousand technological upgrades" and "ten thousand enterprise transformations", comprehensively improve the level of industrial connotation development, and achieve a profit margin of about 6% for operating income of industrial enterprises above designated size.
Secondly, accelerate the optimization of heavy chemical industry layout and structural adjustment
As a major province in heavy chemical industry, Shandong is accelerating optimization and adjustment. On December 7, 2022, Saudi oil and gas giant Saudi Aramco and Shandong Energy Group signed a strategic cooperation agreement in Jinan, covering the fields of integrated refining and chemical engineering, hydrogen energy, renewable energy, and carbon capture technology. According to the memorandum of understanding signed by both parties, the cooperation includes a potential crude oil supply agreement and a chemical product purchase agreement.
Shandong's three-year action plan aims to build a world-class high-end chemical industry base. Solidly promote the integration of Yulong Island refining and chemical, as well as the implementation of Wanhua Chemical Ethylene and Dongming Petrochemical UPC projects, and strive to include more major petrochemical projects in the national planning layout. Strictly implement the quota for capacity replacement and steadily promote the integration of local refining capacity in the future. Promote the improvement and agglomeration development of chemical industrial parks, with a chemical enterprise entry rate of over 45%. The output value of chemical industrial parks (including key monitoring points included in park management) accounts for about 80% of the entire industry.
Thirdly, cultivate and strengthen emerging industries
Tourists visiting Jinan will find that the taxis running on the streets nowadays are mainly new energy vehicles. The cultivation of application scenarios is a big strategy for the development of new energy vehicles. On November 30, 2022, the BYD New Energy Passenger Vehicle and Parts Industrial Park project in Jinan achieved the first complete vehicle offline, and a billion dollar industrial chain cluster is rising in Jinan.
In October 2022, the Jinan Municipal Party Committee and Government held a press conference to interpret the "Implementation Plan for Deepening the Battle of Pollution Prevention and Control in Jinan City". It was pointed out that to accelerate the transformation of new and old driving forces, we need to do a good job in "reducing, controlling, and increasing" three articles, build a low-carbon industrial system, control pollutant emissions from the source, construct a "4+X" green industrial system mainly composed of energy-saving and environmental protection industries, circular economy industries, ecological environment industries, green service industries, and green emerging industries, and create advantageous industrial chains such as intelligent equipment manufacturing, green buildings, energy-saving and new energy vehicles, demonstrating and driving the overall development of green industries.
The three-year action plan of Shandong Province points out the active development of green and low-carbon industries, the implementation of the "Hydrogen into Every Household" technology demonstration project, the creation of an innovative application ecology for the development of the entire production, storage, transportation and utilization chain, and the establishment of a national hydrogen energy high-tech industrialization base. Vigorously develop energy-saving and environmental protection equipment and service industries, build three major ecological and environmental protection industry clusters in Jinan, Qingdao, and Zibo, cultivate 10 ecological and environmental protection industry characteristic parks and about 100 ecological and environmental protection leading backbone enterprises.
Fourth, cultivate and strengthen the digital economy
The development momentum of Shandong's digital economy is promising. In November 2022, officials from the Department of Industry and Information Technology of Shandong Province interpreted the "Action Plan for Building an Advanced Manufacturing Province (2022-2025)" and stated that Shandong Province has the "dual advantages" of being a major manufacturing province and a strong digital economy province, with an industrial digitalization index of 80.3, ranking first in the country.
In Mount Taishan Iron and Steel Group, the steelmaking scheduling tracking system project was successfully selected as the "2022 New Generation Information Technology and Manufacturing Industry Integration Development Pilot Demonstration" by the Ministry of Industry and Information Technology. This system is the core part of the green manufacturing data control center project that the Group focuses on promoting. Through large screen visualization and visualization, accurate decision-making and intelligent control can be achieved, and material costs can be reduced by more than 15 million yuan a year. Chen Peidun, Deputy General Manager of Mount Taishan Iron and Steel Group, said: "By integrating various resources, we have realized our digital capability system (construction) of the whole system and the whole process of product manufacturing, technology research and development, in-depth service, and multi-point collaboration, which has improved our production efficiency by 10%, increased the energy consumption level by 5%, and reduced the production cost per ton of steel by 200-300 yuan."
Shandong's three-year action plan promotes the doubling of core industries in the digital economy. Accelerate the construction of Jinan Qingdao Artificial Intelligence Innovation Application Pilot Zone and Jinan National New Generation Artificial Intelligence Innovation Development Pilot Zone. By 2025, the added value of core industries in the digital economy will account for about 10% of the province's GDP. Accelerate the layout of digital infrastructure. Improve the collaborative innovation system of "national level provincial edge level" industrial big data centers, and build about 5 provincial-level regional centers, about 50 provincial-level industry centers, and more than 300 edge centers. Comprehensively deepen digital empowerment. By 2025, about 400 small lighthouse enterprises will be built for the digital transformation of small and medium-sized enterprises. The proportion of industrial Internet applications in manufacturing enterprises above the designated size will reach about 45%. The integration index of industrialization and industrialization in the province will remain the top three in the country.
It should be noted that achieving carbon peak and carbon neutrality is a tough battle. Our goal is to synergistically promote carbon reduction, pollution reduction, and green growth, and promote harmonious coexistence between humans and nature. Taking the Yellow River Basin as an example, the energy structure biased towards coal leads to a large amount of carbon dioxide and industrial waste gas emissions, and the water resource carrying capacity is seriously insufficient, exacerbating the contradiction between the energy industry and ecological water use. Mineral resource exploitation leads to ecosystem damage. In this context, Shandong has launched a three-year action plan ahead of schedule, seizing the key link of industrial restructuring to promote green, low-carbon, and high-quality development. This can serve as a demonstration for the Yellow River Basin and northern provinces, and is of great significance in strengthening Shandong's positioning as an important industrial base in China and a strategic pivot for economic development in the northern region.
