广东省工信厅有关负责人说，通过加快推进口岸收费及服务信息发布系统应用推广，目前，广东省进口整体通关时间9.02小时，出口1.01小时，分别比2017年压缩77.7%和92.9%。“今年将鼓励中小企业在‘一带一路’沿线国家和地区开展海外仓建设，保障外贸产业链、供应链畅通运转。”
“货柜积压和海运成本上升是制约中小企业走出去的主要难题。”中国中小企业发展促进中心国际合作处处长樊颖晖说，为响应中小企业走出去的运输需求，相关部门新开设多条服务专线，协调中远海运主动服务，在满足中小货主企业运输服务的同时，缓解成本上涨压力。
缓解融资难、融资贵，促进中小企业稳生产、保订单、强研发

作为从事高端金属拉链及设备的专精特新“小巨人”企业，这两年均益金属发展步伐加快，对于资金的需求愈发迫切。“现有资产已被抵押融资，扩产能资金缺口不小。”公司负责人说，“科技e贷”采取信用反担保模式，不设置资产抵押措施，线上快速审批，不仅满足了开年生产需要，更提振了发展信心。
畅通资金活水，不仅是中小企业拓市场的“及时雨”，更成为强研发的“助推器”。
“研发投入高，资金保障一度成为难题。”作为特种电源系统的生产商，前不久，合肥博雷电气有限公司接到一笔新的意向订单，客户对产品指标提出了新需求，需要投入大量资金和人员进行技术突破。公司副总经理杭文欣告诉记者，通过政府性融资担保奖补，公司的融资成本显著下降，搞研发底气更足。
“受益于进口替代需求持续高涨，公司营收快速增长，目前合同订单额已超4000万元。”杭文欣说，今年将持续技术攻关，培育发展壮大新的增长点。
在安徽，投贷联动、多方协作，正成为助力专精特新中小企业稳增长的重要引擎。在投资方面，截至目前，安徽省中小企业（专精特新）发展基金累计投资省级专精特新企业79户，投资金额达22.52亿元；在融资方面，通过产融对接，去年底，合作银行已新发放专项信贷5392.5亿元，累计服务中小微企业23万户。
“首贷难、融资成本高、中长期贷款难度大，会导致中小企业资金紧张，影响企业创新发展。”赛迪研究院中小企业研究所所长杨东日说，通过对普惠小微企业贷款延期支持、提升供应链融资便利度等举措，去年以来，中小微企业融资总体保持量增、面扩、价降的良好态势。
数据显示，截至2021年12月末，普惠小微贷款余额19.22万亿元，同比增长27.3%，比各项贷款增速高15.7个百分点，普惠小微授信户数超过4400万户。
缓解中小企业融资难题，更多红利正在路上。据了解，今年人民银行将对符合条件的地方法人银行，按普惠小微贷款余额增量的1%提供激励资金；符合条件的地方法人银行发放普惠小微信用贷款，可向人民银行申请贷款优惠资金支持。
