Xin Guobin attends the 2019 Global Automotive Industry Innovation Conference

On August 19, 2019, the "2019 Global Automotive Industry Innovation Conference" hosted by the China Association of Automobile Manufacturers and organized by Autohome was held in Beijing. Xin Guobin, Vice Minister of Industry and Information Technology, attended the conference and delivered a speech.

Xin Guobin stated that against the backdrop of profound changes in China's domestic and external environment and new downward pressure on the economy, the automotive industry in China has experienced negative growth for the first time after 28 years of sustained growth, entering a period of market and industrial structure adjustment. The next 3-5 years will be a critical stage for the automotive industry to overcome difficulties.

Xin Guobin pointed out that China's automobile industry has a good foundation for development, and the long-term positive development trend has not changed. The automobile industry is in a critical period of transforming its development mode, optimizing its industrial structure, and transforming its growth momentum, shifting from high-speed growth to high-quality development. At the same time, it is also in a strategic opportunity period of industrial transformation and upgrading development.

Xin Guobin emphasized that in the face of significant downward pressure, the entire industry should "transform and break through the situation", "turn danger into opportunity", take practical and feasible measures, and enhance the driving force for sustainable development of the industry. We need to do a good job in top-level design. Accelerate the preparation of the "New Energy Vehicle Industry Development Plan (2021-2035)", plan and layout future industrial development, consolidate industry consensus, and strengthen development confidence. Secondly, we must promote coordinated development. Revise and implement the "Parallel Management Measures for Average Fuel Consumption and New Energy Vehicle Points of Passenger Vehicle Enterprises", improve the coordinated development mechanism between traditional internal combustion engine vehicles and new energy vehicles, and grasp the rhythm of the transition between new and old driving forces. We must accelerate reform and innovation. Strengthen industrial basic capabilities, enhance the level of the entire industry chain, further eliminate institutional barriers, stimulate market vitality, adopt more open and inclusive regulatory measures, and provide enterprises with greater development space on the basis of ensuring industry safety, energy conservation, and environmental protection. Fourth, we need to expand open cooperation. The automobile industry should practice the cooperation concept of openness, accommodation, mutual benefit and win-win, make full use of opportunities such as the joint construction of the "the Belt and Road", adhere to the better combination of "bringing in" and "going out", and integrate into the global industrial system and the international market with high level and quality.
