Manufacturing is the pillar of the national economy and the main battlefield of international competition. To achieve high-quality development of China's manufacturing industry, it is necessary to promote the deep integration of advanced manufacturing and modern service industries, promote the prosperity and development of modern service industries such as research and development, consulting, financial services, logistics, etc. that are upstream and downstream of the manufacturing industry chain, expand and strengthen them, effectively reduce intermediate input costs in the manufacturing industry, and significantly increase the added value of manufacturing products, thereby enhancing the position of China's manufacturing industry in the global industrial chain, innovation chain, and value chain.

Create a favorable market environment. A favorable market environment is an important support for promoting the deep integration of advanced manufacturing and modern service industries. One is to optimize the market legal environment. By deepening the reform of "streamlining administration, delegating powers, and improving services", we will strengthen the construction of a rule of law government and a government of integrity, abolish regulations and subsidies that hinder fair competition in market supervision and administrative licensing, eliminate administrative monopolies and regional barriers, and provide more manufacturing enterprises with opportunities to enter the field of productive services. This will create a legal environment that is conducive to stimulating entrepreneurial spirit and ensuring that entrepreneurs abide by the law and innovate. The second is to optimize the fair competition market environment. Continuously deepen the supply side structural reform, strengthen the decisive role of the market in resource allocation, improve the efficiency of manufacturing resource allocation, promote the flow of high-quality production factors to advanced manufacturing and modern service industries, and promote their deep integration. The third is to optimize the innovation ecological environment. Efforts will be made to create an innovative ecological environment that respects knowledge, accelerate the development of modern service industries such as research and development and finance, explore the integration of new technologies, new formats, and new models with traditional manufacturing and service industries, and improve the environment for innovation cooperation.

Give full play to the driving force of reform. Reform is the fundamental driving force behind development. By reforming and improving market mechanisms, establishing equal and standardized market access and exit mechanisms, strengthening the supply of functional policies and the construction of in-process and post event management service mechanisms, accelerating the opening up of the manufacturing and service industries, enhancing the level of international technological cooperation and the ability to attract foreign investment to land. By reforming and improving the competition mechanism, promoting supply side structural reform through fair competition, and guiding the flow of capital, technology, and other factors to advanced manufacturing and modern service industries, we can accelerate the transformation and upgrading of traditional manufacturing, the formation of a modern service industry division of labor system, and significantly improve the quality and efficiency of the supply system. By reforming and improving regional cooperation mechanisms, leveraging the advantages of large cities in talent, capital, and innovation resource aggregation, promoting the integrated development of advanced manufacturing clusters and modern service clusters centered on urban agglomerations, and forming economies of scale and radiation effects, a reasonable spatial layout for the coordinated aggregation of advanced manufacturing and modern service industries is formed. By reforming and improving the collaborative innovation mechanism, we will build an international, regional, and industry-specific open, collaborative, and shared innovation platform, forming a collaborative innovation pattern of industry university research centered on enterprise needs, and promoting the continuous emergence of new technologies, new formats, new models, and new industries.

Improve the industrial ecosystem. The industrial ecosystem mainly includes three aspects: production ecology, service ecology, and innovation ecology. To promote the deep integration of advanced manufacturing and modern service industries, it is necessary to improve the industrial ecosystem. One is to strengthen the construction of production ecology. Mainly relying on new generation information technologies such as industrial Internet of Things, big data, and artificial intelligence to promote the upgrading of manufacturing and service industries, and to promote the deep integration of manufacturing and productive service industries. At the same time, transform traditional manufacturing and service industries with new technologies, new formats, and new models, improve the matching degree between service and manufacturing industries, and accelerate the formation of a service-oriented manufacturing system. The second is to strengthen the construction of service ecology. Support the development of modern service industries such as research and development, intellectual property, entrepreneurship incubation, technology finance, and marketing, cultivate a high-tech service industry chain that covers the entire cycle and all factors, encourage leading enterprises to establish service platforms, and promote the integrated development of advanced manufacturing and modern service industries. The third is to strengthen the construction of innovation ecology. Promote the mutual promotion and progress of technological innovation and industrial integration, vigorously develop new innovation organizations such as innovation alliances and technology intermediaries, strengthen the leading role of innovative leading enterprises, promote close interaction and cooperation among enterprises, and promote the formation of an innovation system led by enterprises and integrated development of industry, academia, research and application.
