The cumulative growth rate of each month throughout the year has always been faster than that of large-scale industries, and it is an important driving force supporting industrial growth.
It is reported that in 2018, the added value of general equipment, special equipment, electrical machinery and equipment, computer communication and other electronic equipment manufacturing in Shandong Province increased by 8.7%, 12.2%, 9% and 7.1% respectively; High end equipment products are rapidly expanding and upgrading, with production of new products such as industrial robots and servers increasing by 71.5% and 76.3% respectively compared to the previous year; Investment in the equipment manufacturing industry has steadily increased, with a year-on-year growth rate of 7.6%, which is 8.3 percentage points higher than the industrial sector. Among them, investment in industries such as general equipment, railway ships and other transportation equipment, computer communication and other electronic equipment manufacturing increased by 8.3%, 9.6% and 23.4% respectively year-on-year. In 2018, there were 10 gold medal products in the 3rd China Excellent Industrial Design Award, of which 3 were from Shandong Province, all of which were high-end equipment and ranked first in the country. Among the first batch of 100 gazelle enterprises announced in the province, 26 are high-end equipment manufacturing enterprises, accounting for more than a quarter, injecting new impetus into the transformation of old and new kinetic energy.
Promote industrial technological innovation and accelerate the cultivation of new driving forces
Taking the cultivation of the first set of technical equipment and insurance compensation as the starting point, Shandong actively supports the research and development innovation and market promotion of high-end equipment. In August 2018, Shandong cultivated and recognized 97 products as technical equipment and key core components, focusing on supporting their market expansion and scale expansion.
In strengthening the construction of innovation platforms, the province has newly cultivated 9 national level enterprise technology centers, including 5 high-end equipment enterprises, totaling 50, accounting for 30% of the total number in the province; Among the first batch of 14 provincial-level manufacturing innovation center pilot projects cultivated, 6 are high-end equipment. Among them, the Shandong Ship and Ocean Engineering Equipment Innovation Center has passed the acceptance, becoming the second high-end equipment innovation center to be put into operation after the High Performance Medical Device Innovation Center (Weigao Group).
Actively cultivating leading enterprises in the industry, 21 high-end equipment enterprises have been awarded as national manufacturing industry champions, accounting for 36% of the total in the province, and a group of advantageous enterprises have stood out.
Promote the accelerated development of marine engineering equipment
We have formulated the Implementation Opinions on Deepening Structural Adjustment and Accelerating Transformation and Upgrading of the Shipbuilding Industry in Shandong Province, which includes marine engineering equipment in the province's high-end equipment planning. We have identified three marine engineering equipment industry clusters in Qingdao, Yantai, and Weihai as key areas for development, and rely on these three cities to build internationally leading marine engineering equipment bases. At present, three major marine manufacturing bases have been initially formed, including shipbuilding, marine heavy industry, and marine oil equipment manufacturing. A group of large backbone enterprises have gathered, and a number of key technologies with independent intellectual property rights have been breakthrough and mastered. The construction of internationally influential marine engineering equipment bases is accelerating.
推进重点项目建设
全省建立新旧动能转换重点项目库，首批公布的450个新旧动能转换重大项目中，高端装备项目87个，占比近20%。潍柴集团500亿元新能源产业基地项目驱动电机、动力电池、动力总成等新能源汽车零部件项目已完成立项备案，进入实施阶段，新能源创新中心完成整体规划;投资12.6亿元的淄博节能环保装备智能制造示范项目等一批“专精特新”项目相继开工，为全省高端装备制造业发展积蓄了后劲。
大力开展“双招双引”
把招商引资、招才引智，作为加快高端装备制造业发展的重要举措之一，大力推进。组建了高端装备智库，从全国高校科研院所等优中选优，选取了32位专家纳入省政府高端装备智库，其中院士5人，为全省产业发展提供智力支持。组织32家高端装备企业参加了第二届海外院士青岛行暨青岛国际院士论坛，24家企业与院士达成合作意向。省政府与机械总院签署战略合作框架协议，建立了长期稳定的合作机制，济南、烟台、德州、潍坊等市或区政府及青岛科技大学分别与机械总院所属单位签订了8个合作项目，促成了机械总院在烟台建立轻量化研究所，在潍坊建立山东省3D打印暨先进制造创新服务平台和山东省数字化绿色铸造技术与装备创新服务平台。成功举办了儒商大会2018高端装备论坛，邀请海内外嘉宾近百人，参会代表超过600人，与三一集团、中航工业集团等签署了14个合作项目，总投资286. 4亿元。
引导产业布局加快优化
在高端装备产业规划中提出构建“三核引领、一带支撑”的产业发展布局，按照这一布局，启动实施了支柱产业集群三年培育计划，对集约程度显著、创新能力较强的产业集群进行扶持培育，目前，高端装备领域正在培育支柱产业集群3个、主导产业集群5个。“三核”和“一带”城市中，济南新旧动能转换先行区新引进了三一重工、潍柴新能源等一批大项目，机器人、高档数控机床基地建设正在推进；青岛轨道交通装备基地优势进一步夯实，中车四方股份新发布了全球首款时速超过250公里的货运动车组，在高速货运列车方面实现了新突破；青岛、烟台、威海正积极推进海洋工程装备基地建设，一批新项目也在加快实施；潍坊高端装备产业园、VR虚拟现实设备产业园建设也已启动建设。为引导产业资源有效整合、高质量发展，启动了工业共享工厂和工业互联网共享平台建设工作，依托康平纳集团数字化印染设备建设了印染行业云服务平台，在泰安、淄博等地建立了7个区域性印染共享工厂，取得了很好的示范效果。在潍坊开展了铸造行业共享试点，打造1个铸装工业互联网共享服务平台和2个铸造共享工厂。
建立“五位一体”推进体系，大力推广智能制造新模式
在成立智能制造职业教育集团和智能制造公共实训基地的基础上，又组建了联合智能制造研究院，与中国电子技术标准化研究院签署了战略合作协议，在全省开展了智能制造诊断和能力评估活动，目前己有2000多家企业参加线上评估，组织29位行业专家为25家上门诊断，提供解决方案，有力推动了全省智能制造发展。创新开展智能制造“1+N”带动提升行动，评选了2批共12家智能制造标杆企业，带动33家企业实施了智能化改造。目前，全省已基本形成示范培育、标杆带动、平台支撑、能力评估、人才培养“五位一体”的智能制造推进体系，争取国家智能制造专项和国家示范项目均居全国首位。
