High quality development drives the clustering and takeoff of the robotics industry

Under the guidance of quality development, the robot industry in Bao'an District has been thriving in the past two years. According to incomplete statistics, there are currently about 350 industrial robot enterprises in Shenzhen, of which about 130 are in Bao'an District, accounting for 37.14% of the total number in the city and ranking first in the city. Among them, 14 enterprises including Dazu, Jintuo, Lianshuo, Xuanshuo, and Zhixin have an annual output value exceeding 100 million yuan, forming the first tier of the industrial robot industry in Bao'an District. At present, Bao'an industrial robot products have been sold to more than 20 countries around the world.

In August 2016, with the approval of the Quality Strong Provincial Office of Guangdong Province, Bao'an District officially launched the construction of the "Guangdong Province Industrial Robot Industry Famous Brand Demonstration Zone". Over the past two years, under the careful guidance and strong support of the Guangdong Provincial Bureau of Quality and Technical Supervision, the Shenzhen Municipal Party Committee and Government, and the Shenzhen Municipal Market and Quality Supervision and Management Committee, the Bao'an District Committee and Government have attached great importance to it, comprehensively planned, strengthened organizational implementation, and ensured financial support, successfully completing the task of creating a demonstration zone.
Bao'an District integrates upstream and downstream resources of the industrial robot industry by creating a demonstration zone, comprehensively carries out quality revitalization activities such as independent innovation, quality improvement, and brand creation, and promotes the overall upgrading of industrial robot industry technology with high quality. The establishment of demonstration zones is a new starting point that will inevitably lead the transformation and upgrading of industries, and drive Bao'an District to achieve a magnificent transformation from an "industrial zone" to a "brand zone".
Accelerate industrial agglomeration and scale growth
Entering Bao'an District, one can feel the strong atmosphere of the clustering of the robotics industry.

After the establishment of the demonstration zone, our company has developed rapidly. According to the relevant person in charge, the company currently has a production and manufacturing base of over 7000 square meters in Shenzhen, including a 6000 square meter intelligent manufacturing production demonstration factory in Bao'an Fuyong Tangwei High tech Zone, specializing in the production, manufacturing, and testing of new OLED display screens; TFT; We have a self purchased research and development base and an intelligent industrial robot system integration customer experience center in Songgang Branch of Bao'an Taohuayuan Technology Innovation Park. The main products that have been developed include more than ten types of products such as sheet image detection robots, coil image detection robots, image assembly detection robots, irregular plug-in robots, laser selection soldering dual arm robots, etc. The company has achieved industry-leading international standards in multiple indicators and has won the first prize of Guangdong Provincial Science and Technology Progress Award in 2015 and the second prize of National Science and Technology Progress Award in 2016.

The author learned from the Quality Department of Bao'an Bureau of the Municipal Market and Quality Supervision Commission that after two years of creation work, the industrial robot industry in Bao'an District has shown a good development trend of steady growth in industrial scale and accelerated industrial agglomeration.
产业效益稳步增长。2017年宝安区工业机器人总产值287.84亿元，比2016年增长30.16%，上交税收11.83亿元，比2016年增长20.17%。众多企业走上创品牌、增效益的道路。据统计， 2017年宝安区工业机器人的市场占有率达到9.72%，相比前两年稳步提升，宝安区工业机器人企业市场竞争力逐步增强，市场份额不断扩大。
产业聚集效果明显。宝安区通过以中粮(福安)机器人智造产业园、全至科技创新园等为重点园区，以西湾智能装备创新园、中德合作产业园、碧桂园机器人产业园等为拓展园区促进产业聚集。同时，宝安区不断推进机器人发展的深度和广度，构建具有独特优势的产业链体系。
产业自主创新能力增强。宝安区是国家自主创新示范区主力区，创新生态体系日益完善。2015年宝安区成立机器人产业技术创新联盟，汇集机器人企业与科研机构、金融资本、产业孵化园等，将产业链上零散资源和需求有效集中，搭建协同创新交流平台。同时，宝安区工业机器人企业整体上高度重视自主创新和产品研发。目前宝安区工业机器人企业中研发人员约占员工总数的26.77%，其中连硕、深科特等企业的研发人数占比超过六成。2015年，示范区骨干企业深圳市鸿栢科技实业有限公司研制的“轿车车身螺柱焊接自动化成套设备”获广东省科技进步奖;2016年，中源智人与清华大学自动系联合申报的3D立体视觉机器人项目荣获国家科技进步奖二等奖。
◆树立品牌推动转型升级
创建示范区，这是政府推动品牌建设的一次历练，是推动产业转型升级的一次变革，是落实国家供给侧结构性改革的一次试验。宝安区在示范区创建过程中，注重区域品牌文化建设，树立标杆企业，发挥企业品牌建设主体作用，加大品牌宣传力度，品牌建设成果丰硕。
宝安区创建办选取了创新能力强、掌握核心关键技术、经营状况良好、对产业带动作用较大的中源智人、世椿、杨森、恒拓高、鸿栢、连硕等6家企业，作为示范区的骨干企业。此外，鉴于深圳市大族智能装备科技有限公司获得了2017年度全国“质量标杆”称号，区创建办选取该企业作为示范区质量提升和品牌建设标杆企业，并多次组织辖区其他工业机器人企业学习借鉴其品牌建设经验及先进的管理方法。
经过两年的示范区创建工作，宝安区品牌建设工作取得明显成效。通过测算，示范区内的6家骨干企业都不同程度地创造了一定规模的品牌价值。其中，深圳连硕自动化科技有限公司和深圳市鸿栢科技实业有限公司的品牌价值分别为2.292亿和1.195亿。另外，中源智人科技(深圳)股份有限公司和深圳市世椿智能装备股份有限公司，也均创造出千万级别的品牌价值。
示范区形成了一批拥有核心技术、自主知识产权和较强竞争力的知名品牌。2013年，深圳市荣德机器人科技有限公司获得“广东省名牌产品”称号，2015年，深圳市创世纪机械有限公司获得“广东省著名商标”称号，2016年，深圳连硕自动化科技有限公司获得“广东省著名商标”称号，2017年，深圳市杨森工业机器人股份有限公司获得“广东省名牌产品”称号。
◆推动产业质量整体提升
宝安区积极开展质量提升活动，探索质量综合考核指标体系建设、加强进出口产品监管、落实打假责任制、推广先进的质量方法，建设完善的质量诚信体系，推动宝安工业机器人产业质量整体提升。
建立了完善的质量诚信体系。宝安区推出《宝安区创建广东省工业机器人产业知名品牌示范区生产企业质量失信“黑名单”制度及整改退出机制》，指导企业建立质量诚信管理制度、手册、档案等，夯实品牌建设基础。同时，开发“宝安区工业机器人质量信息信用服务平台”，为产品质量溯源和产品质量诚信体系建设提供基础信息保障，目前，已导入72家宝安工业机器人企业质量信用信息。
大力实施质量提升工程。市市场和质量监管委联合市教育局向省质监局推荐中粮(福安)机器人智造产业园内的深圳市豌豆机器人公司为2017年度广东省中小学生质量教育社会实践基地;开展工业机器人产业重点企业首席质量官任职资格专题培训，培养首席质量官达47名，6家示范区骨干企业全部建立了首席质量官制度;加大推广先进的质量管理方法，为示范区6家骨干企业导入卓越绩效管理模式，进一步提升重点企业的质量管理水平。
建立完备的质量考核体系。创建办深入重点企业走访调研，研究制定了《深圳市宝安区工业机器人知名品牌示范区质量安全综合评价和考核指标体系》。根据深圳市“质量强市”考核要求，宝安工业机器人示范区建设工作纳入了2017年全市质量强市工作考核内容，宝安区成绩位列全市各区第一。
打造高效的公务服务平台。一是推进机器人专业科技孵化器和众创空间建设。通过引导中粮(福安)机器人智造产业园和指南者众创空间利用现有优势推进机器人专业科技孵化器和众创空间建设，吸引优质的机器人研发成果及产品入驻展示，打造机器人展示中心。截至目前，已吸引60多家机器人及智能制造行业企业入驻，占入驻企业比达到85%以上，行业聚集正在逐步形成并发挥良好效应。2017年，中粮(福安)机器人智造产业园被科技部认定为国家级科技企业孵化器。二是建立高标准建设公共检测服务平台。2017年，“深圳市机器人标准检测服务平台”在宝安区正式揭牌，对机器人产品、关键技术以及支撑的技术标准进行试验验证。
标准化工作成效显著。从筹建示范区开始，宝安区把标准与检测作为品牌示范区创建的抓手。一是依托市工业机器人标准联盟，制定并发布了《工业机器人视觉集成系统通用技术要求》《工业机器人编程语言通用要求》《工业机器人示教盒技术条件和试验方法》等三项联盟团体标准。二是积极搭建“深圳市机器人标准检测服务平台”，对机器人产品、关键技术以及支撑的技术标准进行试验验证，并积极申报省级、国家级公共检测服务平台资质。三是召开创建“标准化良好行为企业”及“采用国际标准或国外先进标准”培训会，提升企业标准化管理水平，提高产品质量。
