The upgraded version of "double innovation" in the manufacturing industry has arrived!
Promoting mass entrepreneurship and innovation is an important lever for achieving high-quality development of the manufacturing industry. To this end, the Ministry of Industry and Information Technology requires all regions to make every effort to create an upgraded version of the manufacturing industry's "double innovation", accelerate the construction of an efficient, collaborative, open and shared, innovative and active, and strong guarantee "double innovation" new ecology, and promote the fundamental transformation of the manufacturing industry model and enterprise form.
At the recent national teleconference on "mass entrepreneurship and innovation" in the manufacturing industry, Wang Xinzhe, chief economist of the Ministry of Industry and Information Technology, said that we should spare no effort to build an upgraded version of "mass entrepreneurship and innovation" in the manufacturing industry, accelerate the construction of a new ecology of "mass entrepreneurship and innovation" that is efficient, collaborative, open and sharing, innovative and active, and well guaranteed, further gather the innovative power and resources of manufacturing enterprises and Internet enterprises, promote the fundamental transformation of the manufacturing industry model and enterprise form, and strive to achieve high-quality development of the manufacturing industry.
"Promoting mass entrepreneurship and innovation is a major measure to implement the innovation driven development strategy, as well as an important starting point to promote the deep integration of the manufacturing industry with the Internet, big data, and artificial intelligence, and to achieve high-quality development of the manufacturing industry." Wang Xinzhe introduced that at present, the "mass entrepreneurship and innovation" policy system for the manufacturing industry, which is horizontal, vertical, and coordinated, has basically taken shape.
In order to promote "mass entrepreneurship and innovation" in the manufacturing industry, the Ministry of Industry and Information Technology issued a series of documents such as the Guiding Opinions on Deepening the "Internet+Advanced Manufacturing Industry" and the Development of Industrial Internet, and organized the implementation of the Three Year Action Plan for the Cultivation of "Mass Entrepreneurship and Innovation" Platform in the Manufacturing Industry. At the same time, relevant departments have actively introduced supporting policies such as fiscal, taxation, finance, and employment to support the "double innovation" of the manufacturing industry. Nearly 30 provinces and cities, including Beijing, Shanghai, and Henan, have formulated and implemented a series of special plans and implementation plans based on their own industrial development realities and comparative advantages, improving the manufacturing industry's "double innovation" system and mechanism, as well as supporting financial, taxation, and employment policies.
By adhering to the dual wheel drive of "building platforms" and "using platforms", the construction of "double innovation" platforms in China's manufacturing industry is accelerating. According to statistics, the Ministry of Industry and Information Technology has selected and implemented 116 pilot demonstration projects for manufacturing "double innovation" platforms in four areas: factor aggregation, capacity openness, model innovation, and regional cooperation. These projects aim to guide and support the construction of "double innovation" platforms for enterprises in industries such as metallurgy, food, steel, electronics, machinery, and home appliances, and build an industrial innovation ecosystem. So far, the penetration rate of "mass entrepreneurship and innovation" platforms for key enterprises in the manufacturing industry has reached 71.5%. Central enterprises have built 121 Internet "mass entrepreneurship and innovation" platforms, providing innovation and entrepreneurship services for more than 2 million small and medium-sized enterprises. The "double innovation" platform is becoming a highland for technology joint research and talent cultivation, and a core carrier for resource coordination and supply-demand docking.
The driving effect of "double innovation" in the manufacturing industry is becoming increasingly prominent. It is reported that in conjunction with the construction of the manufacturing industry's "double innovation" platform, the Ministry of Industry and Information Technology has supported 99000 enterprises to carry out "two modernizations" integration self-assessment, self diagnosis, and self benchmarking, introducing various advanced management tools and methods. As of now, the penetration rate of digital R&D design tools and the CNC rate of key processes have reached 67.4% and 47.8%, respectively. As of the end of 2017, a total of 3300 enterprises had settled in the two batches of 20 textile and clothing creative design parks announced by the Ministry of Industry and Information Technology, serving 14000 textile and clothing enterprises and 680 service brands.
In addition, focusing on the technological foundation of the network, software and hardware, and platform that support the development of "mass entrepreneurship and innovation" in the manufacturing industry, China continues to strengthen the key technology research of general-purpose chips, intelligent sensors, industrial cloud operating systems, and other key technologies, implement the industrial Internet platform cultivation project, carry out industrial control safety monitoring and inspection, and accelerate the construction of a new generation of information technology industrial system. At present, the fixed broadband and mobile broadband speeds have reached 20.2M and 19.1M respectively, increasing by 54.9% and 54.3%. The price of dedicated Internet access for small and medium-sized enterprises has dropped by more than 15%. Low cost, modular technical products and solutions have been further popularized in small and medium-sized enterprises. A number of cross industry, cross domain and enterprise level industrial Internet platforms have been launched, and the industrial information security guarantee system has been constantly improved.
The "double innovation" work in the manufacturing industry is still in the pilot stage. Wang Xinzhe frankly stated that problems such as inadequate implementation of policy measures, low level of platform services, weak technical support capabilities, insufficient integration and development of large, medium, small and micro enterprises, and imperfect industrial ecology are still prominent. For example, most "double innovation" platforms focus on providing universal information, with insufficient basic research, data accumulation, and achievement sharing. There is a lack of high-end, specialized, and customized services, especially in providing high-end service capabilities such as industrial design models, digital molds, product and equipment maintenance knowledge bases for industries. In addition, there is a serious shortage of basic technological reserves such as databases, intelligent perception, automatic control, intelligent equipment, network connectivity, and industrial software necessary for the development of the "double innovation" platform in the manufacturing industry.
“制造业是实体经济的主体，也是科技创新的主战场。”王新哲强调，要着力优化营商环境，消除“双创”壁垒；深化产融合作，增强“双创”实效；强化人才支撑，激发“双创”活力，推动制造业“双创”向纵深发展，促进我国制造业从经济增长的主要动力逐步转变为技术创新的基础依托，从量的积累逐步转变为质的飞跃，从点的突破逐步转变为系统能力的提升。
王新哲透露说，要继续实施制造业“双创”平台建设专项，依托产业聚集区，打造一批行业特色鲜明、创业增长较快、创新较为活跃、品牌影响力强、带动作用显著的制造业“双创”示范区，推动部省共建“双创”示范基地。力争到2020年底，实现重点行业骨干企业互联网“双创”平台普及率提高到85%。
王新哲还表示，要依托“一带一路”建设，推动制造业“双创”平台“走出去”，与沿线国家合作建设一批创新园，鼓励和支持在境外建设制造业“双创”平台。
