At the symposium, Academician Hu Dunxin from the Institute of Oceanography, Chinese Academy of Sciences, Academicians Wu Lixin and Bao Zhenmin from Ocean University of China, Academician Zhao Zhendong from Shandong Academy of Agricultural Sciences, Academician He You from the Naval Aviation University of the People's Liberation Army of China, Party Secretary Wang Yinglong from Qilu University of Technology (Shandong Academy of Sciences), Director Wang Fan from the Institute of Oceanography, Chinese Academy of Sciences, Researcher Qin Wei from the Yantai Coastal Zone Research Institute, Chinese Academy of Sciences, and Researcher Wang Juncheng from the Institute of Marine Instrumentation, Shandong Academy of Sciences, delivered speeches and put forward opinions and suggestions based on their respective research fields. Liu Jiayi said that major technological innovation achievements are the country's important tools and sharp weapons. We must effectively enhance our sense of urgency, seize the major opportunities presented by the national implementation of major scientific plans and projects, adhere to the principle of planning first, accelerate action, promote in an orderly manner, and use technological innovation to support the high-quality development of Shandong. We must focus on the key points and highlight our advantages. Not only should we highlight the ocean as the greatest potential and driving force for Shandong's development, but we should also take into account other advantageous areas, accelerate the development of the top ten industries, strengthen the three major supports of "streamlining administration and delegating powers," high-level talents, and major infrastructure, and promote the transformation of old and new driving forces. Secondly, we need to integrate resources and build platforms. Highlight problem orientation, take practical and effective measures to solve the problems of ineffective integration and low utilization efficiency of financial resources, achieve policy integration, resource aggregation, and fund integration, and build a comprehensive scientific platform to support scientific and technological innovation. Thirdly, we must gather talents widely and implement it in a hierarchical manner. We should not only cultivate local talents, but also introduce foreign talents.
