Shandong forms a layout of the entire integrated circuit industry chain

On October 16th, the Shandong Province Integrated Circuit Industry Integration Chain and Solid Chain Matchmaking Conference was held in Dezhou. It was learned from the conference that our province has achieved a full industry chain layout of integrated circuits covering basic links such as design, manufacturing, packaging and testing, as well as supporting links such as EDA software, materials, and equipment. The scale of related industries and product output have been growing rapidly year after year. With characteristic advantage enterprises as the main body, Shandong will focus on the key links of design, manufacturing, packaging and testing, EDA software, materials, and equipment to fully promote the "Strong Chip" project of integrated circuits.

Currently, the integrated circuit industry is entering a golden period of development and gradually growing into the cornerstone of future economic development. Shandong is deeply implementing the landmark industry chain breakthrough project, in which the new generation information technology industry chain is led by the main leaders of the provincial party committee as the "chain leader". The recent special meeting on the "chain leader system" has deployed requirements to promote the coordinated support of the integrated circuit industry chain. It is reported that on the basis of implementing the national tax preferential policies for the integrated circuit industry, Shandong Province implements upgraded integrated circuit financial incentive policies every two years, and innovatively launches provincial-level key talent engineering special policies in different links of the industrial chain. This multidimensional increase in resource input intensity provides service guarantees for deepening the integration and consolidation of the supply chain. The purpose of this integrated chain and fixed chain docking and exchange activity is to further enhance the innovation of upstream and downstream integration of the industrial chain, establish platforms for smooth cooperation channels within the province, better integrate into the national market, expand space, and promote financial institutions to launch a batch of specialized products that are suitable for industry development needs and solve industry pain points and difficulties based on the investment and financing characteristics of integrated circuit enterprises. As of the end of September this year, Shandong has held a total of 19 provincial-level special docking activities for new materials, high-end equipment, biomedicine, high-end chemicals, etc., promoting more than 2000 cooperation intentions among enterprises and driving various cities to organize 700 docking activities.

It is reported that targeting the integrated circuit industry, Shandong will support key enterprises to build a number of national and provincial innovation carriers, further gather high-end innovation resources in the industrial chain, carry out joint research and development, technical verification, adaptation and trial, overcome more key technologies, and form more first set equipment, first piece electronic products, first batch materials and first version software. Relying on the cultivation mechanisms of provincial digital industry clusters, advanced manufacturing industry clusters, and "goose formation" industry clusters, Shandong supports the combination of external resource introduction and local capacity cultivation in various regions, accelerating the creation of a group of industry clusters with strong leadership of backbone enterprises and strong professionalism of supporting enterprises. Based on the national market and guided by factors such as cost, Shandong supports chip design enterprises to use their provincial production capacity to carry out chip outsourcing, promotes wafer manufacturing enterprises to carry out verification and application of independent materials and equipment enterprises, guides whole machine enterprises to try innovative chip device products, and continuously expands the collaborative space of the industrial chain with application as the driving force.
