Shandong releases implementation plan to promote large-scale equipment updates and trade in of consumer goods
Recently, the provincial government issued the "Implementation Plan for Promoting Large scale Equipment Renewal and Consumer Goods Trade in in in Shandong Province". On April 8th, the Provincial Government Information Office held a regular policy briefing to interpret the relevant content of the Implementation Plan. The reporter learned from the meeting that the "Implementation Plan" plans to implement "six major projects", namely high-level industrial technological transformation project, multi field equipment renewal project, consumer goods trade in project, high-quality supply upgrading project, high-efficiency recycling project, and comprehensive standard improvement project. On the basis of the Implementation Plan, our province will also formulate implementation plans for industrial equipment renewal, consumer goods trade in, and standard improvement, and study and propose practical and effective measures to build a "1+N" policy system. At present, relevant departments are intensifying the drafting of implementation plans in different fields, which will be gradually issued and implemented in the near future.
Industry is a key area for equipment investment in the whole society. At present, the average annual scale of equipment investment in the industrial sector in our province accounts for over 80% of the total social equipment investment, and there is ample potential and space for equipment renewal. Among them, in the high-end leap action, our province will closely focus on traditional industries such as agricultural machinery, building materials, and textiles where production equipment is generally at a low to medium level, and accelerate the replacement of outdated and inefficient equipment. Focusing on emerging industries where production equipment such as new energy vehicles, rail transit equipment, and power batteries are at a medium to high level, we encourage the updating of advanced and applicable equipment. Update and upgrade a batch of testing and inspection equipment around weak links such as research and development design, pilot testing, and inspection and testing. In terms of intelligent transformation actions, we will upgrade and promote the digital transformation of the manufacturing industry, establish a digital transformation promotion center for small and medium-sized enterprises, promote the application of intelligent manufacturing equipment such as industrial robots, and focus on cultivating a number of digital workshops and intelligent factories. Strengthen the construction of digital infrastructure, accelerate the large-scale deployment of 5G, gigabit optical network, deterministic network, etc., solidly promote "Gongfu Shandong" and "Gongfu 100 Sceneries", and improve the application efficiency of industrial Internet.
The trade in of consumer goods is closely related to people's lives and has therefore received high attention. Among them, in terms of exchanging old cars for new ones, our province will coordinate relevant funds to support the scrapping and renewal of cars. For individual consumers who scrap eligible old cars and purchase non-commercial new passenger cars, subsidies will be provided in accordance with relevant national policy standards. Encourage cities with conditions to carry out car exchange and renewal, promote convenient trading of second-hand cars, and promote the full chain of car trade in. In terms of exchanging old appliances for new ones, we will promote the exchange of old appliances for new ones through provincial-level incentives, subsidies from various cities, and enterprise concessions. Provincial finance will reward and subsidize cities with outstanding work achievements, support cities in providing subsidies for exchanging old appliances for new ones, support enterprises in transforming and improving their waste household appliance recycling systems, and smooth the consumption cycle of household appliance renewal. In terms of revitalizing home decoration, kitchen and bathroom, cities with conditions are encouraged to support residents in carrying out old house decoration, partial renovation, and aging adaptation renovation, and purchasing green smart home products.
The Implementation Plan clearly proposes the implementation of a comprehensive standard improvement project. How to better utilize the role of standards? In terms of consumer product standards, we will promote the improvement and efficiency of automotive standards, actively participate in the revision of national standards such as electric vehicle batteries and digital communication protocols. We will increase the supply of home appliance standards, give full play to the role of the national technical standards innovation base (home appliances) as a platform, and encourage enterprises to participate in the formulation and revision of the national standards for smart green home appliances.
In promoting large-scale equipment updates and the process of exchanging old for new consumer goods, our province will play a good role in the project.
