The Ministry of Industry and Information Technology held two symposiums in four days to plan for boosting the industrial economy

According to the official website of the Ministry of Industry and Information Technology on June 21, Xin Guobin, a member of the Party Group and Deputy Minister of the Ministry of Industry and Information Technology, presided over a symposium with some industry associations on June 20 to assess the economic situation of the industrial industry in the second quarter and the second half of the year, and to deploy and do a good job in further boosting the industrial economy in the next stage. This is the second symposium held by the Ministry of Industry and Information Technology within four days to analyze the operational situation of the industrial economy.

Liu Xiangdong, Deputy Director of the Economic Research Department of the China International Economic Exchange Center, told Securities Daily reporters that China's industrial economy is on the road to recovery, especially under the package of policies and measures to stabilize the economy, accelerating resumption of work and production, promoting smooth transportation, logistics and supply chains, and it is expected that industrial economic growth will accelerate in the second half of the year.

The above meeting emphasized that we are currently in a critical period of economic development throughout the year, and industry associations should leverage their advantages of being close to enterprises, provide advanced services, strengthen assistance, efficiently coordinate epidemic prevention and control with industrial production, consolidate the momentum of industrial production recovery and growth since May, and make more and greater contributions to stabilizing the macroeconomic situation. The meeting emphasized the need to make greater efforts in enhancing the resilience of industrial and supply chains, promoting policy implementation, strengthening monitoring and early warning, and effectively stabilizing expectations.

Previously (June 17th), in order to strengthen the analysis and judgment of the current economic situation, and to conduct high-quality analysis of the operation of the industrial and information economy in the first half of the year, Xin Guobin presided over an expert symposium. The attending experts put forward specific policy suggestions on deepening the supply side structural reform, stimulating consumer demand, increasing investment in technological transformation, researching and introducing policies and measures for extraordinary and stable growth, and stabilizing market expectations.

Since the beginning of this year, industrial production has been under continuous pressure due to multiple factors, and major indicators have shown a significant decline. China has taken a series of measures and achieved positive results. In May, the industrial growth rate turned from negative to positive, showing a recovery growth. The latest data from the National Bureau of Statistics shows that in May, the added value of industrial enterprises above designated size in China changed from a year-on-year decrease of 2.9% in April to a year-on-year increase of 0.7%.

The reporter noticed that in order to promote stable growth of the industrial economy, many places have recently introduced relevant policies. For example, on June 21st, Nanjing held a press conference to introduce the "Several Policy Measures for Promoting Stable Growth of the Industrial Economy in Nanjing". It is reported that 15 policy measures have been introduced this time. For example, in terms of promoting the smooth circulation of the industrial economy, it is proposed to maintain the smoothness of key industrial supply chains and develop investment maps for key industrial supply chains such as biomedicine, integrated circuits, and high-end equipment.

Liu Xiangdong stated that there are still many uncertain and unstable factors facing the stable operation of the industrial economy. It is suggested to further smooth the logistics supply chain, strengthen policy strengthening and efficiency improvement, focus on the supply side, stabilize the market expectations of industrial enterprises, improve the supply of key components and factors, respond to enterprise concerns in a timely manner, pay attention to changes in domestic and foreign demand markets, and promote the stabilization and recovery of the industrial economy.

Wu Qi, Executive Director of Wuxi Digital Economy Research Institute, told Securities Daily reporters that to ensure the stable operation of the industrial economy in the second half of the year, it is crucial to coordinate epidemic prevention and control with economic and social development. Suggest the introduction of more powerful and effective relief policies, focusing on stabilizing the main body of enterprises, effectively reducing their burden, and enhancing the effectiveness and sense of achievement of policies. For example, implementing policies such as tax reduction and fee reduction, stabilizing employment, and further enhancing the flexibility, coordination, and supporting nature of fiscal, tax, and financial policies.

At the same time, we should promote effective coordination between supply side and demand side management, unblock logistics and transportation bottlenecks, smooth out various links in the industrial and supply chains, accelerate the cultivation of a unified, open, and competitive market system. With employment protection as the driving force, we should improve social security and income distribution systems, and further expand domestic demand. Wu Qi also suggested accelerating the transformation and upgrading of industrial manufacturing, increasing financial support for the digital transformation of industrial enterprises, and improving the operational efficiency of enterprises.
