The Ministry of Industry and Information Technology will assist small and medium-sized enterprises in overcoming difficulties and overcoming challenges from five aspects: reduction, increase, decrease, alleviation, and service.

Qin Zhihui introduced that "reduction" refers to tax reduction fees, including reducing or exempting value-added tax, increasing the export tax rebate rate for some products, temporarily reducing or exempting enterprise social security fees, and waiving tolls for toll roads; 'Zeng' refers to credit enhancement loans, which solve the problem of capital flow and liquidity shortage for enterprises; 'Reduction' refers to cost reduction. In addition to labor, logistics, funds, electricity, gas, water, etc., some provinces and cities have also introduced policies to reduce or waive rent for small and medium-sized enterprises; 'Delay' refers to a grace period. As of the end of March, the principal and interest of 880 billion yuan of enterprise loans have been extended; The main purpose of 'service' is to optimize services.

It is reported that as of April 15th, the resumption rate of work for small and medium-sized enterprises in China is 84%. Among them, the resumption rate of the secondary industry is higher than that of the productive service industry, and the resumption rate of the productive service industry is higher than that of the life service industry; The resumption of work and production rates in various regions are showing a trend of simultaneous progress, with resumption rates exceeding 80% in 25 provinces; The resumption rate of "specialized, refined, unique and new" small and medium-sized enterprises is higher than the overall level of small and medium-sized enterprises.

Qin Zhihui stated that the Ministry of Industry and Information Technology will further promote policy implementation, the role of leading enterprises, digital empowerment of small and medium-sized enterprises, and support for public service systems, to assist in the coordinated resumption of work and production in the industrial chain, and to solve the "bottleneck" problem in the digital transformation of small and medium-sized enterprises.

At the same time, in response to the financing difficulties and high costs faced by small and medium-sized enterprises during the epidemic, the Ministry of Industry and Information Technology will further understand their needs, promote bank enterprise docking, innovate service forms, and help small and medium-sized enterprises improve their financing capabilities.
