Making manufacturing the main battlefield for developing the digital economy

The digital economy has become an important driving force for industrial transformation and upgrading, as well as a high ground for the new round of global industrial competition. China is actively promoting the deep integration of the Internet, big data, artificial intelligence and the real economy to create a new engine for industrial transformation and upgrading and high-quality economic development. However, compared to the application and promotion speed in the consumer field, the digital transformation of Chinese enterprises and industries is still in its infancy, especially in the manufacturing industry where the degree of digitization still needs to be improved. Accelerating the deep integration of digital economy and manufacturing industry will become a key direction for the future development of China's digital economy.

Digital economy includes digital industrialization and industrial digitalization. The former mainly refers to information and communication industry, including electronic information manufacturing industry, telecommunications industry, software and information technology service industry, Internet industry, etc; The latter mainly refers to the increase in production quantity and efficiency brought about by the application of digital technology in traditional industries, and their new output constitutes an important component of the digital economy. Data shows that in 2018, China's total digital economy reached 31.3 trillion yuan, accounting for 34.8% of GDP, an increase of 1.9 percentage points year-on-year. The contribution rate of the digital economy to GDP growth reached 67.9%, an increase of 12.9 percentage points year-on-year. Among them, industrial digitization has become the main engine of the digital economy. In 2018, the scale of industrial digitization exceeded 24.9 trillion yuan, accounting for 27.6% of GDP. The proportion of industrial, service, and agricultural digital economy in the industry's added value is 18.3%, 35.9%, and 7.3%, respectively.

The manufacturing industry is the foundation of a country and a strong nation, and promoting high-quality development of the manufacturing industry should become the main direction and key breakthrough point for promoting the integration of the digital economy and the real economy. To make manufacturing the main battlefield for developing the digital economy, promote the deepening application of digital technology in manufacturing production, research and development, design, manufacturing, management and other fields, accelerate the digitization and intelligence of key manufacturing areas, and promote the transformation of "Made in China" to "Made in China" and "Created in China".

To promote the deep integration of digital economy and physical manufacturing, we must first strengthen the strategic deployment of digital economy and build a policy system for the deep integration of digital economy and physical economy. At present, there are intensive policies being introduced to promote the integration and development of the digital economy and the real economy, but overall there is a lack of systematization and fragmentation. We need to strengthen integration and updating from the top-level design to enhance policy support capabilities. Establish incentive mechanisms for data sharing and accelerate breakthroughs in key core technologies. Take the industrial Internet as an important innovation platform, and improve the technology innovation system of deep integration of industry, university and research.

Secondly, accelerate the construction of new infrastructure represented by industrial Internet. Seize the strategic opportunities of building a strong manufacturing and cyber nation, enhance the intelligence level of traditional infrastructure, and accelerate the formation of an information infrastructure system that meets the needs of the integration and development of the digital economy and the real economy. Deepen the integrated development of new generation information technology and manufacturing industry, build a new industrial ecology based on industrial Internet, promote the development and upgrading of industrial Internet, and provide a solid impetus for the digital transformation of manufacturing industry.

Thirdly, guide and support enterprises to increase their efforts in technological transformation and equipment updates, promote the full process application of digital technology in the industrial chain links such as research and development design, production and manufacturing, business management, and market services, and form new manufacturing models such as collaborative design, cloud manufacturing, and virtual manufacturing. Encourage manufacturing enterprises and Internet enterprises to deepen cooperation, carry out innovative business based on big data applications, and optimize personalized customization. Create a group of industry cloud platforms and benchmark enterprises for "going to the cloud", driving more small and medium-sized enterprises to undergo digital transformation.

Fourth, actively participate in international cooperation in the digital economy, and enhance the level of digital industrialization and industrial digitization internationalization development. Accelerate the cultivation and introduction of cross-border talents in key areas of the digital economy, especially professionals who master industrial big data collection and analysis, advanced manufacturing processes and process optimization, digital strategic management, and data mining throughout the entire lifecycle of the manufacturing industry.

By promoting the deep integration of the digital economy and physical manufacturing, accelerating the digital, networked, and intelligent transformation of the primary, secondary, and tertiary industries, it is conducive to forming a "trinity" sharing economy ecological chain of production, circulation, and consumption, expanding new spaces for the digital economy, and continuously creating new growth points and new driving forces.
