The third meeting of the State Council Leading Group for Promoting the Development of Small and Medium sized Enterprises was held in Beijing on July 25th. Liu He, member of the Political Bureau of the Communist Party of China Central Committee, Vice Premier of the State Council, and leader of the State Council Leading Group for Promoting the Development of Small and Medium sized Enterprises, presided over the meeting and delivered a speech. The meeting listened to reports from the Ministry of Industry and Information Technology on the overall situation of the development of small and medium-sized enterprises, the implementation of the Guiding Opinions on Promoting the Healthy Development of Small and Medium sized Enterprises issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, and the enforcement inspection of the Small and Medium sized Enterprise Promotion Law by the Standing Committee of the National People's Congress. Other responsible comrades from member units of the leadership group made speeches.

The meeting pointed out that the Party Central Committee and the State Council attach great importance to the development of small and medium-sized enterprises. All regions and departments conscientiously implement the central decision-making and deployment, and make positive progress in promoting the development of small and medium-sized enterprises. The overall development of small and medium-sized enterprises in China is good, but we must also be aware that they are facing many difficulties due to factors such as significant economic downturn pressure, which must be highly valued. The development practices in various regions have fully demonstrated that if small and medium-sized enterprises develop well, the regional economy will develop well; If small and medium-sized enterprises do not develop well, the regional economy will not develop well. All regions and departments should further enhance their understanding of the importance of small and medium-sized enterprises, regard promoting their development as the key to stabilizing growth, employment, and even social development, and effectively grasp it.

会议强调，要坚持问题导向，扎实做好促进中小企业发展各项工作。要按照习近平总书记重要指示精神要求，把开展“不忘初心、牢记使命”主题教育和促进中小企业发展工作更加紧密结合起来，提高政治站位，把握发展方向，抓好党中央决策部署的贯彻落实和全国人大常委会执法检查发现问题的整改。要把减税降费等各项惠企政策落到实处，使各类企业都能真正享受到政策红利。要着力做好清理拖欠民营企业中小企业账款工作，确保按期完成全年清欠目标任务。要加强中小企业基础性工作，完善中小企业信用、统计等制度。要大力提升中小企业专业化能力和水平，增强市场竞争力。要压实部门和地方责任，明确责任单位，及时通报落实情况，发挥示范带动作用，促进中小企业健康发展，以优异成绩庆祝中华人民共和国成立70周年！
