Exploring New Momentum and Advancing towards High Quality - Shandong Embarks on a New Journey of Building a Modern and Strong Province in the New Era

The gross domestic product in 2018 was 344.4 times that of the entire year of 1952; The number of foreign-invested enterprises has grown from one in 1981 to over 15000; Over the past three years, a total of 2.516 million people have been lifted out of poverty... In the past 70 years, Shandong, a manufacturing and agricultural province with a population of 100 million, has undergone tremendous changes.

On the 16th, the State Council Information Office held a series of themed press conferences for the 70th anniversary of the founding of the People's Republic of China at the provincial (regional, municipal) level. Liu Jiayi, Secretary of the Communist Party of China Shandong Provincial Committee, and Gong Zheng, Governor of Shandong Provincial People's Government, shared the stories behind the tremendous changes that have taken place in Shandong.

Change in Quality: Traditional Industry Provinces Achieve Phoenix Nirvana

In recent years, 'Shandong is changing' has become a clear feeling for many people. In Liu Jiayi's view, one of the changes is the changing quality of development.

As a major economic province, Shandong's economy exhibits two "70%" characteristics, namely that traditional industries account for about 70% of the total industrial proportion, and heavy chemical industries account for about 70% of the total traditional industry proportion. This economic structure poses challenges for moving towards high-quality development.

Without turning the momentum, there is no way out, "said Liu Jiayi. Last year, the government approved the construction of Shandong's first comprehensive experimental zone for the conversion of old and new kinetic energy in the country. Shandong has determined the overall deployment of "one year of comprehensive momentum, three years of initial results, five years of breakthroughs, and ten years of shaping advantages".

According to Liu Jiayi, in the past two years, Shandong has shut down nearly 100000 scattered and backward production capacity enterprises. Last year, crude steel and coal production capacity were reduced by 3.55 million tons and 4.95 million tons respectively, and 3.22 million tons of illegal and irregular electrolytic aluminum production capacity were shut down.

Shandong has also planned to build "top ten" industrial clusters, including new generation information technology, high-end equipment, new energy and new materials, modern ocean, medical care and health. The structure of the tertiary industry has achieved a historic transformation from "123" in 1952 to "231" and then to "321". New economic investment such as new technology and new industry accounted for 43.9% of fixed assets investment. The proportion of added value created by new kinetic energy to the gross domestic product has increased from 39% in 2016 to 48%.

Through a series of energy-saving and consumption reducing measures, Shandong has also achieved an improvement in the ecological environment in the process of changing cages and birds. According to Gong Zheng, from 2006 to 2018, the cumulative energy consumption per 10000 yuan of GDP in the province decreased by 47.5%, and the number of heavy pollution days decreased from 60.8 days in 2013 to 9.9 days last year.

生活之变：打造乡村振兴的齐鲁样板

去年民生支出占财政支出的79%，城镇新增就业连续15年实现“过百万”，城乡居民人均收入达到39549元、16297元，分别比1952年增长326倍、270倍……人民生活水平之变，是山东的又一大变化。

在国新办发布会展示现场，来自山东费县手绣非遗传承人卞成飞正在展示手绣荷包、枕头、虎头鞋等。通过制作手工艺品，她带动居家妇女、残疾人等500余人就业，部分村民足不出户就能每月增收一两千元。

“紧盯‘黄河滩’、聚焦‘沂蒙山’、锁定‘老病残’，山东三年累计脱贫251.6万人，基本完成脱贫攻坚任务。”刘家义说。

为打造乡村振兴样板，山东省出台乡村振兴战略规划及相关工作方案，选择10个县、100个乡镇、1000个村实施“十百千”示范创建工程，开展美丽村居建设4大风貌区、10条风貌带、300个示范村“四一三”行动。

在改善农村人居环境方面，山东加快推进农村改路、改电、改校、改房、改厕、改水、改暖“七改”工程。目前，99%的村通达客车，行政村实现光纤全覆盖。

环境之变：建设新时代现代化强省

深化改革、扩大开放，让山东这个向海而生的省份，不断焕发新的活力。

在刘家义看来，山东的另一明显变化是营商环境在变。“老百姓办事和企业办事方便程度大大改善，到山东来投资创业的人员大幅度增加，人才回流态势加速形成。”他说，今年一季度，山东人才留存率比2018年四季度上升了13.7%。

坚持深化改革，市场活力不断激发——

通过“放管服”改革，山东基本实现新企业开办不超过3个工作日、不动产登记不超过5个工作日、新项目从立项到投资开工不超过45个工作日的“3545”目标。2018年底，全省各类市场主体实有905.6万户，注册资本20.5万亿元，分别是1980年的35.2倍和756.3倍。

坚持扩大开放，打造对外开放新高地——

外商投资企业由1981年的1家发展到1.5万多家。对外贸易进出口总额由1980年的300万美元增长到2018年的2923.9亿美元，年均增长35.3%。深度融入“一带一路”建设，2018年“齐鲁号”欧亚班列首发以来，累计开行班次602列。

刘家义说，山东正在积极推动新一代信息产业、文化旅游产业等产业的“引进来”“走出去”，力争与沿线国家和地区在“一带一路”建设中实现双赢、互利、共享。
