The expert group of non party intellectuals from the Central United Front Work Department came to the Provincial Department of Science and Technology for research and advice

On July 7th, Guo Lei, Deputy Secretary General of the Standing Committee of the National People's Congress, Deputy Director of the Overseas Chinese Committee of the National People's Congress, and Academician of the Chinese Academy of Sciences, led a group of non party intellectuals from the Central United Front Work Department to conduct research and hold a symposium at the Provincial Department of Science and Technology, focusing on "improving the scientific and technological evaluation system and promoting the construction of an innovative country". They listened to relevant information introductions and interacted with representatives of universities, research institutes, and enterprises. Zhao Qiang, Deputy Minister of the United Front Work Department of the Provincial Party Committee, presided over the symposium, and Tang Bo, Secretary of the Party Group and Director of the Provincial Department of Science and Technology, reported on the practices and explorations of our province in the construction of the science and technology evaluation system.

Tang Bo pointed out that technology evaluation is an important means and key link to measure the level of technological development, optimize the allocation of technological resources, improve the level of technological management, and promote the healthy development of the scientific and technological industry. In order to deeply implement the deployment requirements of the Party Central Committee, the State Council, and the Provincial Party Committee and Provincial Government, the Provincial Department of Science and Technology actively promotes the construction of a science and technology evaluation system. It regards the reform of project, talent, and institutional evaluation as a breakthrough point for science and technology management reform, based on information technology, to build an objective and fair project evaluation mechanism, guided by ability and contribution, to build a diversified talent evaluation mechanism, with the goal of releasing innovation vitality, to build a modern scientific institutional evaluation mechanism, continuously optimize the environment for scientific and technological innovation, and stimulate the enthusiasm and creativity of scientific and technological personnel and various innovation subjects. Next, the Provincial Department of Science and Technology will follow the spirit of the "Opinions on Deepening the Reform of Project Evaluation, Talent Evaluation, and Institutional Evaluation" issued by the Central Office and the State Council, combine with the actual situation of our province, adhere to problem orientation, focus on the most prominent obstacles and difficulties reflected in project evaluation, talent evaluation, and institutional evaluation, and strive to solve some problems that do not conform to the laws of scientific research and talent growth. We will further optimize the management mechanism of scientific research project evaluation, improve the evaluation methods of scientific and technological talents, perfect the evaluation system of scientific research institutions, strengthen supervision and evaluation, and build a scientific research integrity system, forming a scientific and technological evaluation system with Shandong characteristics. At the same time, we will adhere to the combination of the "three evaluations" reform and the deepening of the "streamlining administration, delegating powers, and improving services" reform, give full play to the role of multiple evaluation subjects such as the government, market, professional organizations, and scientific research units, and create an evaluation system environment conducive to scientific and technological innovation.

Guo Lei pointed out that technological evaluation is the baton of technological activities and plays a crucial role in the healthy development of the technological industry. In recent years, the Central Committee of the Communist Party of China and the State Council have attached great importance to the reform of scientific and technological evaluation. The General Office of the CPC Central Committee and the State Council have issued documents to deepen the "three evaluations" reform and concentrate on cleaning up the "four only" issues. Currently, there are still some issues in China's science and technology evaluation activities that do not conform to the laws of scientific research and talent growth, which have been strongly reflected by a large number of researchers. Through discussions and exchanges, we have gained a comprehensive understanding of Shandong's practices and experiences, which has greatly inspired us. The research team will bring back the questions and suggestions raised by the participants, actively providing suggestions and recommendations for improving the scientific and technological evaluation system and promoting the construction of an innovative country.

At the meeting, relevant officials from Shandong University, Shandong Normal University, Qilu University of Technology (Shandong Academy of Sciences), Shandong Medical College, Shandong Academy of Agricultural Sciences and other units, as well as representatives of entrepreneurs, gave speeches on the research topic, discussing their views and understanding of the "Three Evaluations" reform and the "Clean up Four Unifications" action, and put forward opinions and suggestions. Experts from the research group interacted and exchanged views on issues of fairness, impartiality, guiding role, and effectiveness in technology evaluation that they are concerned about.

Leaders Yu Hongwen and Zhang Shixin, as well as officials in charge of relevant departments of the Provincial United Front Work Department and the Provincial Department of Science and Technology, attended the meeting.
