Through on-site visits, distributing questionnaires, and other methods, they sorted out 21 pain points, difficulties, and bottlenecks that were more concentrated in grassroots and enterprise feedback, and arranged for rectification one by one.

During the visit and research, the Regional Development Policy Office of the Provincial Development and Reform Commission identified shortcomings.

After analysis, they believe that the main cause of this problem is the shortage of high-end talents. So, in collaboration with the Organization Department of the Provincial Party Committee and other departments, relevant policies were studied and formulated.

省发改委区域发展政策处副处长邢旭新：“研究制定了泰山产业领军人才工程蓝色人才专项实施办法，每年面向省内外加快遴选一批领军人才团队，培育一批涉海骨干企业，推动海洋领域加快新旧动能转换。”

一个月来，省发改委多次到“四新”企业问计问需。实施了调研提质增效工程，梳理确定13个调研课题。坚持边学边查边改，针对社会反映较为突出的煤炭消费压减困难、高校公寓收费管理政策出现空档等问题，都已列入整改清单。

省发改委机关党委四级调研员孙宗亮：“不忘初心、牢记使命主题教育在我委全面展开，学习、调研、检视、整改协同推进，第一批整改事项已初见成效，一些长线问题也开始破题。全委党员干部的初心意识、使命担当有了明显提升，并逐步转化为干事创业的强大动力。”
