Wang Jiangping presided over a symposium on the establishment of the National Small and Medium sized Enterprise Development Fund Mother Fund

On June 17, 2019, in order to implement the spirit of the "Guiding Opinions on Promoting the Healthy Development of Small and Medium sized Enterprises" issued by the General Office of the Communist Party of China and the General Office of the State Council, and to promote the marketization, corporatization, and professional management of the National Small and Medium sized Enterprise Development Fund, Vice Minister of Industry and Information Technology Wang Jiangping presided over a symposium on the establishment of the National Small and Medium sized Enterprise Development Fund Mother Fund. Officials from the Economic Construction Department of the Ministry of Finance, the Small and Medium sized Enterprise Bureau of the Ministry of Industry and Information Technology, and the Beijing Municipal Bureau of Economy and Information Technology, as well as leaders and representatives from over 90 units including large central enterprises, banks, insurance, securities, private institutions, venture capital institutions, and sub fund management agencies of the National Small and Medium sized Enterprise Development Fund, attended the meeting.

At the symposium, Wang Jiangping introduced the background and work considerations of the National Development Fund for Small and Medium sized Enterprises. Ma Xianghui, Director of the Small and Medium sized Enterprise Bureau of the Ministry of Industry and Information Technology, and Pu Jianpeng, Deputy Director of the Economic Construction Department of the Ministry of Finance, respectively introduced the key points of the establishment of the parent fund company and the considerations for central financial investment. The meeting listened to the heads of various participating units' willingness to cooperate with the parent fund company, as well as their opinions and suggestions on the establishment of the parent fund company.

Wang Jiangping pointed out that the establishment of the parent fund of the National Small and Medium sized Enterprise Development Fund is of great significance. Firstly, the Central Committee of the Communist Party of China and the State Council attach great importance to the development of small and medium-sized enterprises, and promote their integration into the country's long-term strategy. Promoting the establishment of a national small and medium-sized enterprise development fund as a corporate parent fund is a major decision and deployment made by the Central Committee of the Communist Party of China and the State Council in recent times to promote innovative development of small and medium-sized enterprises. Secondly, the work of small and medium-sized enterprise funds has important legal protection. The Small and Medium sized Enterprise Promotion Law clearly stipulates the establishment of a national small and medium-sized enterprise development fund, and local governments at or above the county level can establish small and medium-sized enterprise development funds. The third is to promote the coordinated development of national and local funds, and drive social capital to expand the scale of equity investment in small and medium-sized enterprises. The fundamental purpose is to increase support for innovation in small and medium-sized enterprises, which is a long-term work and shoulders an important historical mission. We hope that all units can support the establishment of the parent fund, strengthen cooperation, and strive for a win-win situation.

At the symposium, all participating units fully expressed their opinions on cooperation with the parent fund company, put forward relevant suggestions and opinions on the company's establishment work, and expressed their willingness to strengthen cooperation and actively participate in the next step of work. The attending representatives also exchanged views on issues such as the operation of the parent fund.
