Beijing Zhongguancun is the first national demonstration zone for independent innovation. In order to implement the national innovation driven development strategy and in accordance with the overall requirements of promoting the transformation of old and new driving forces in Shandong Province, Liu Jiayi, the then Secretary of the Shandong Provincial Party Committee, visited Zhongguancun in July 2019 and proposed to practice the Zhongguancun model, introduce the Zhongguancun innovation ecology, and create a demonstration benchmark for coordinated development between Beijing and Shandong. Jinan City and Beijing Zhongguancun have launched comprehensive economic and technological cooperation, creating the "Jinan Zhongguancun Information Valley Innovation Demonstration Base" in Laiwu High tech Zone of Jinan City, actively implementing the Beijing Shandong cooperation strategy, and leading the construction of Shandong's intelligent manufacturing industry highland and production research and development platform demonstration zone. At the same time, we will strengthen the innovation service system and build the base into a leading gathering area for intelligent manufacturing industry in China, integrating research and development, office, production, and services.

The base is located in the core area of Laiwu National High tech Industrial Development Zone in Jinan City. To the east is the Cilai Line, to the west is the Beijing Shanghai Expressway, to the north is Qiantang River Street and close to Provincial Highway 329, 1.6 kilometers away from the Laiwu East Expressway toll station. It is 5 kilometers away from the center of Laiwu District and 7 kilometers away from the under construction Jilai High speed Railway Station.

The land use attribute of the base is industrial land, with a total land area of 500 acres and a building area of 240000 square meters. The first phase of construction covers an area of 219 acres, with a building area of 120000 square meters, a building density of 35%, and a green space ratio of 15%. The first phase of construction includes 8 single story factory buildings with a height of 16.3 meters, 6 multi story factory buildings, 2 high-rise buildings, and 1 podium building as living facilities. The factory covers an area of 93877 square meters, with a supporting area of 14609 square meters, 542 motor vehicle parking spaces, and 1085 non motor vehicle parking spaces.
