Firstly, we need to integrate government resources, link various systems at the provincial level, seek government needs, serve various functional departments of the government, and act as the external brain and economic support of the government; Secondly, we need to integrate market resources and continuously link financial, talent, project and other market resources through a large number of activities and exchanges, serving the industry and enterprises.

President Gao also emphasized that in the process of development, industry associations must establish a structural model for their operation, which consists of three layers: government, funds, projects, and talents; Second layer: technology, standards, information, etc; The third layer: enterprises, services, markets, etc. We should use this structural model to build the operational system of provincial associations and promote the healthy and rapid development of industry associations.
