Each city's industrial and information technology bureau, relevant industry associations (federations), social organizations, and relevant standardization professional institutions:
In order to thoroughly implement the National Standardization Development Outline, promote the demonstration of group standard application, and guide social organizations to formulate high-quality group standards, in accordance with the requirements of the "Notice of the General Office of the Ministry of Industry and Information Technology on the Application of One Hundred Group Standard Application Demonstration Projects in the Industrial Communication Industry in 2023" (MIIT Letter [2023] No. 165), we are now organizing the application of one hundred group standard application demonstration projects in the industrial communication industry in 2023. The relevant matters are notified as follows:
1、 Scope and conditions of declaration
The group standards in the field of industry and information technology officially released and implemented by societies, associations, chambers of commerce, federations, and industrial technology alliances (hereinafter collectively referred to as social organizations) with legal personality. The declared group standard application demonstration project should be implemented and promoted for at least 6 months (deadline is June 30, 2023), with high technical level and good implementation and promotion effect, playing an active role in promoting the high-end, intelligent and green development of manufacturing industry, supporting the high-quality development of emerging industries, leading future industrial innovation and development, and improving the resilience and safety level of industrial and supply chains. Focus on supporting innovative, progressiveness and international group standard application demonstration projects, mainly including:
（1） Innovative group standards that fill gaps in national and industry standards;
（2） Progressiveness group standards whose technical indicators are comprehensively stricter or better than the existing national standards and industrial standards;
（3） A group standard with international leading level, synchronously promoting the development of international standards.
2、 Declaration procedures and requirements
（1） The demonstration project of group standard application is voluntarily applied by social organizations and recommended for application after review by the Municipal Bureau of Industry and Information Technology. Provincial social organizations and standardization work institutions can directly apply.
（2） The declaring unit is responsible for the authenticity and accuracy of the materials submitted. Social organizations that submit two or more group standards at the same time should prioritize their application based on the overall application and promotion effects of the group standards.
（3） The recommending unit should organize the application of group standard application demonstration projects based on the actual situation of the local area and industry, and strengthen the review and control of the application materials.
3、 Application materials
（1） Copy of the registration certificate for social organization legal person (stamped with official seal);
（2） Application Form for Group Standard Application Demonstration Project (see Attachment 1);
（3） Group standard release documents (or copies);
（4） Formally released group standard text;
（5） Proof of Application of Group Standards (see Attachment 2);
（6） For group standards that have been converted into international standards, national standards, and industry standards, corresponding proof materials need to be provided.
4、 Material submission
Each city's Industry and Information Technology Bureau and provincial-level social organizations are required to submit their recommendation documents and application materials in paper form (in duplicate) before July 24, 2023. The applying units must also apply for the electronic version online (website: https://ttbz.miitstd.cn ）The paper materials should be consistent with the electronic version, and will not be accepted after the deadline.
